The
Road & Bridge Committee of the Acadia Parish Police Jury met in
public session at 6:30pm on Tuesday, April 11, 2000, in the
Courthouse Building, Police Jury Meeting Room, Crowley. All members
were in attendance.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Road & Bridge
Committee and are to be presented as agenda items. Motion carried.

The Committee unanimously agreed to amend the agenda and omit Item
#3 and add discussion on Buckhorn Road & Fire Station Lane.
Mr. Leonard Spears, Chairman of the Acadia Parish Planning
Commission, reported on the position of the Commission regarding the
dedication or retention of mineral rights by developers under roads
in subdivisions. He also presented a list of points made by the
Commission supporting that recommendation.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr.
Jimmie Pellerin, to approve the recommendation made by the Acadia
Parish Planning Commission and amend the subdivision Ordinance to
include language providing for developers to retain royalties under
dedicated roads. Motion carried.
Parish Road Manager Robert Bergeaux explained the issues surrounding
drainage along Toups Road in District 4. He indicated that an
adjacent property owner requested to abandon a drainage ditch by
closing it in. Motion carried.
It was recommended by the Road & Bridge Committee that Soil
Conservation get involved in the analysis of the situation.
The Parish Road Manager also expressed his concern that state budget
cuts would affect revenues for road maintenance. He noted that the
portion of the Parish budget subject to being cut first was the
allocation for road aggregate. This was presented for information
only no action was required.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr.
Jimmie Pellerin, to approve the Emergency Work Report for March,
2000. Motion carried.
Mr. Brian Mallet, City of Crowley Waste Water Superintendent,
brought to the Committees attention the dangerous conditions along
West Northern Avenue where pedestrian traffic is in high volume
during certain times of the day and that there was no place for them
to walk with the exception of the roadway surface.
As a result of this concern, the Committee offered the following
recommendation: To authorize the Engineer and Secretary to determine
the requirements and estimated costs to provide walk ways for
pedestrians along a portion of West Northern Avenue.
The Parish Road Manager brought the members up-to-date on issues
related to the patching, sealing and leveling of existing
hardsurface roadways. He indicated that funds were appropriated in
the 2000 budget for these needs. He presented a preliminary report
as to the amount of patching required to repair the current
failures. He noted that a meeting will be setup with the Parish
Engineer to draft a more detailed set of specifications for the
repair project.
Mr. John Davis, representing Calpine, a firm associated with the
construction and development of a power generating facility in the
northern part of the Parish, offered to provide the funding
necessary to improve a section of Buckhorn Road in the area of the
plant entrance. The total length of roadway to be improved was
estimated at 400 feet. The project would begin at the intersection
of North LA 13 and Buckhorn Road and extend to the plant entrance.
Funds to be made available would cover costs of plans and
specifications, legal work, the costs of construction and any
contingencies associated with the project.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr.
Jimmie Pellerin, to accept the offer made by Calpine to hardsurface
a portion of Buckhorn Road and authorize Legal Counsel and Parish
Engineer to proceed with necessary contract and preliminary plans
for said project. Motion carried.
Mrs. Jeanette Thibodeaux, resident of Fire Station Lane in Acadia
Parish, was present with an update on the improvements to their
private road. She pointed out that the installation of the bridge
crossing the public drain ditch near the Mire Fire Station was
complete.
Discussion also centered around the dedication requirements for Fire
Station Lane. No formal action was taken.

SECRETARY The Personnel Committee of the Acadia Parish Police Jury
met in public session following the Road & Bridge Committee Meeting
on Tuesday, April 11, 2000, in the Courthouse Building, Police Jury
Meeting Room, Crowley.

A motion was offered by Mr. John Beard, seconded by Mrs. Cecelia
Broussard, to adjourn into executive session to consider the matter
related to the character and professional competence of the Animal
Control Officer. A roll call vote was cast: Yeas: Cecelia Broussard
and John Beard.
Following the executive session the meeting was reconvened and it
was indicated that the matter of resignation of the Animal Control
Officer would be taken up at the next regular Police Jury Meeting
and the Committee recommended leave with pay until such time.
Mr. Roland Faulk was in attendance, a member of the Acadia Parish
Farm Bureau, noting the concerns that farmers have regarding the
location of the power generating plant and the amount of water that
will be required to operate that facility. He indicated that he
wanted to make the Committee aware of the request for extension of
time prior to the issuance of permits to that company.
