The
Personnel Committee of the Acadia Parish Police Jury met in public
session at 5:30 p.m. on Wednesday, April 25, 2001, in the Courthouse
Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Personnel
Committee and are to be presented as agenda items. Motion carried.

Mr. Joe Landry, Safety Specialist with Management Services, Inc.,
advised of the importance of implementing a drug and alcohol policy.
According to Mr. Landry, a policy would maintain a safe, productive
and an efficient work place and would require testing prior to
employment. He said it should include random, just-cause and
post-accident screening and provide for prohibitions against the
sale, purchase, solicitation, possession or transfer of illegal
drugs or controlled substances at any Police Jury work site.
The Committee agreed to implement a drug policy to prevent abuses in
the work place.
There were concerns regarding language which provided for
termination of employment and employee rights. The Committee
recommended adoption of the proposed drug and alcohol policy subject
to review by Legal Counsel. The Committee further recommended
additional discussion at the next regular meeting.
The Committee discussed the position of Building Maintenance
Assistant for the Courthouse. Mr. Nelson Sonnier requested that the
Committee consider hiring full time a Building Maintenance Assistant
who could substitute in his absence. He indicated that the current
employees were not interested in the position.
The Committee reviewed the job description for Custodian and
suggested that Mr. Sonnier review the illustrated examples of work
and compare that to the ability of the existing employees to perform
those tasks and report back to the Committee at a subsequent
meeting.
Mr. John Quebodeaux, who accepted the responsibility of monitoring
the Animal Control Program for six months, presented a preliminary
progress report. He listed the following objectives: organization,
training, policy implementation, daily activities, interpretation of
job description, interpretation of Ordinance, Ordinance enforcement
and purchasing procedures.
Mr. Quebodeaux advised of the counseling sessions that were held
with the Animal Control Officer to address job description, duty
hours, overtime, purchase procedures, complaint procedures and
animal dispositions among other subjects. He pointed out that
progress was being made.
The Animal Control Officer was advised to log mileage and daily
activities and report on a weekly basis to evaluate the weeks
activities.
No recommendations were made at this time.
