The
Building & Grounds Committee of the Acadia Parish Police Jury met in
public session at 10:00 a.m. on Wednesday, March 28, 2001, in the
Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Building
&Grounds Committee and are to be presented as agenda items. Motion
carried.

Juror Catherine LaCombe presented research on several possible sites
for the new Parish Animal Shelter all of which were located near the
City of Crowley.
Juror John Humble, Sr., took particular interest in one location
adjacent to the Crowley Road Maintenance Facility on Roller Road.
The property included approximately six acres of land belonging to
the Thibodeaux Family. Mr. Humble pointed out that the advantage of
having the property would be that all road maintenance activities
could be moved to Roller Road making available the property on
Highway 90 for the Parish Animal Control Shelter.
The Committee recommended meeting with the property owners to obtain
information regarding the purchase of approximately six acres of
land adjacent to the Crowley Road Maintenance Facility on Roller
Road along with an appraisal of the property in question.

Personnel Committee of the Acadia Parish Police Jury met in public
session at 5:30 p.m. on Wednesday, March 28, 2001, in the Courthouse
Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Personnel
Committee and are to be presented as agenda items. Motion carried.

Juror John Beard asked about guidelines that would direct the day to
day activities of the Animal Control Program. He emphasized concern
over the apprehension of cats indicating that the program should be
strictly for domestic wild or stray dogs. He said the Animal Control
Officer had no place to put cats and also mentioned that several
calls were on weekends and included animals such as skunks.
Mr. Beard was also concerned about who was to direct the animal
control activities in the Parish indicating that there was some
conflicts with authority.
There were mixed comments concerning the policies in place regarding
different types of animals. It was stated also that no overtime was
allowed for the program and that the focus should be on emergencies.
Juror Cecelia Broussard’s opinion was that the Animal Control
Officer should be supervised.
Other members of the Jury expressed their concern for a lack of
recordkeeping and calls where animals were not being picked up.
Mr. Stevenson’s suggested that the program be discontinued until the
Parish has a permanent Animal Shelter.
It was suggested that the Animal Control Officer be supervised for a
period of time in order to clear up any questions about policies and
procedures.
The Committee recommended establishing a 180 day probation period
during which the first 90 days, all activities related to animal
control including but not limited to organization, training, policy
implementation, daily activities and interpretation of job
description shall be under the direction of the Emergency Manager’s
Office after which the following 90 days will be an unsupervised
observation period for evaluation purposes. The Emergency Manager
shall also provide objective comments related to past animal control
activities following review of historical data.
