The
Personnel Committee of the Acadia Parish Police Jury met in public
session at 5:00 p.m. on Monday, April 21, 2003, in the Courthouse
Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Personnel
Committee and are to be presented as agenda items. Motion carried.

Without objection the Committee revised the agenda to delete Item 6
(to consider recommendation to fill the vacancy in the Road
Maintenance Department) and alter the order of Items 7 & 8.
Community Clinic Staff person Tanya Beller requested approval to
alter the staffing arrangement at the Community Clinic by replacing
a Nutrition Educator with a Licensed Practical Nurse. Ms. Beller
indicated that funding for the changes would be contained within the
limit to the 2003 appropriations.
A Motion was offered and seconded to amend the Cooperative Staffing
Agreement with the American Legion Hospital by an amount sufficient
to substitute a Nutrition Educator for a Licensed Practical Nurse in
order to enhance services in the Acadia Parish Community Clinic.
Motion carried.
A request to increase the salary of the Assistant Emergency
Management Director was deferred until the next regular meeting.
A grievance submitted by a former employee Robert Semien was
referred to the next regular meeting due to the nature of the
subject matter.
The request by Animal Control to utilize temp services on a
full-time basis was considered by the Committee. The head of Animal
Control noted that funds for the change in temporary services could
be contained within the limits of the 2003 Budget.
A motion was offered and seconded to authorize the use of one
full-time temporary service person for 60 days to assist with Animal
Control on call rotation. Motion carried.
There was a consensus of members present that it would be
objectionable to allow a Parish Employee to utilize sick leave or
comp time for the purpose of outside employment. No formal action
was recommended.
Mr. Harry Orebo currently employed by the Police Jury recognized a
correction in pay as a result of a mistake made in calculating an
increase in salary January, 2001.
Mr. Orebo felt he deserved additional pay for the type of work he
was performing.
It was stressed by the members of the Committee and advised that
employees involved in the payroll error should be reprimanded,
Personnel Chairperson should be advised of such incidents and that
all employees should be allowed to go directly to the members of the
Jury with grievances.
A motion was offered and seconded to adjust the hourly pay for Mr.
Harry Orebo to $8.90 retroactive April 1, 2003. Motion carried.
A motion was offered and seconded that letters of reprimand be
written and made a part of Personnel Files on the Parish
Secretary-Treasurer and Payroll Clerk for incorrectly calculating an
employee pay raise in January, 2001. Motion carried.
The Personnel Chairperson presented a list of items representing
complaints relative to employees and employee policy. She indicated
that complaints were made regarding uniforms, lunch breaks,
answering phones and the status of the Landfill Supervisor.
Concern was raised as to whether Mr. Bill Breaux, Custodian at the
Courthouse Building, would be retiring as first assumed and that he
receives a higher pay than most of his co-workers.
Questions were raised regarding vacation, accrued sick leave, comp
time and the cost of temporary help. Many comments were offered by
people in attendance at the meeting. No changes were offered with
regard to the matter.
A motion was offered and seconded to authorize the Personnel
Chairperson to solicit professional assistance to develop up-to-date
Personnel Policies. Motion carried.
A motion was offered and seconded to order that attendance by
Division Managers at the Police Jury Meeting be considered
uncompensated time unless specifically instructed to attend. Motion
carried.
General comments at the close of the meeting were offered by the
Parish Road Manager, the Editor of the Rayne Independent and the
Secretary-Treasurer.
THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE COMMITTEE,
THE PRESIDENT ADJOURNED THE MEETING UNTIL THE NEXT REGULARLY
SCHEDULED COMMITTEE MEETING.
