The
Public Facilities/Building & Grounds Committee of the Acadia Parish
Police Jury met in public session at 5:00 p.m. on Monday, August 11,
2003, in the Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Public
Facilities/Building & Grounds Committee and are to be presented as
agenda items. Motion carried.

Discussion regarding the TRIAD Facility was added to the agenda.
A request to purchase property in the Crowley/Rayne Industrial Park
was moved to the front of the agenda.
Engineer Tim Mader explained the need to extend public utilities
line to the end of the Industrial Drive extension in order the
facilitate the development of smaller tracks located in the
northeast quarter of the cul-de-sac. He indicated that Trac A
consisting of 1.3 acres in the hand drawn sketch was being
considered for purchase.
The Committee recommended authorizing Mader Engineering to prepare
cost estimate to extend the necessary utilities to proposed Trac A
and/or Trac C located at the end of Industrial Drive extension
including engineering and contingencies.
Architect Ron Lawson reported on the damages sustained from
Hurricane Lili to the manufacturing facility owned by the Police
Jury in the Crowley/Rayne Industrial Park. He noted that blocks had
fallen off the walls separating two rooms. In order to stabilize the
wall, approximately $645.00 in cost was incurred in order to do so.
He also reported on his examination of the roof that began leaking
inside the building. He indicated that repairs to expansion joints
would be required at an estimated cost of $16,960.00. He also
indicated Habetz Roofing who assisted with the review was available
to construct those improvements.
The Committee recommended that Ron Lawson engage Habetz Roofing and
proceed with the repairs to the roof expansion joints on the
facility located in the Industrial Park at a cost of approximately
$17,000.00 also to approve payment to E. L. Habetz for the emergency
repairs to the interior walls.
Mr. Darryl Hick, Electrical Engineer representing Thomassee &
Associates, explained the proposed repairs to the Courthouse
electrical system. It would include a transformer, switch board and
circuit breakers. Mr. Hicks pointed out the dangers with the
existing arrangement and said that a new emergency generator would
be included as part of Phase I. He estimated Phase I to be
approximately $210,000.00.
The Secretary pointed out that a grant in the amount of $90,000 was
secured from FEMA following the storm to supplement the cost of the
electrical improvements.
The Committee recommended authorizing Darryl Hicks, Electrical
Engineer, to prepare plans and specs to prepare Phase I Electrical
Improvements to the Parish Courthouse including the replacement of
the emergency generator. Motion carried.
The Sheriff was in attendance to discuss plans to transform the
manufacturing facility in the Industrial Park to a Criminal Justice
Center.
The Sheriff indicated that he could supply inmate labor and work
with the Architect to assist. He also requested a formal arrangement
with the Police Jury to define responsibilities as well as to work
out an interim arrangements with Cajun Bag.
It was once again discussed that Architect Mark Lalande would be
instructed to submit a request for funds through the Capital Outlay
Grant Program.
The Committee recommended that Mark Lalande, Architect, prepare and
submit on behalf of the Police Jury Capital Outlay Grant Application
to convert the 78,000 sq. ft. facility in the Crowley/Rayne
Industrial Park and authorize the President to execute any and all
documents to accomplish the same.
The Sheriff was requested to consider allowing space in the TRIAD
Building to facilitate the Developmental Disabilities Program as
quickly as possible.
Juror Cecelia Broussard encouraged expedience in order to assist
with the program. She noted that the building as it existed was
capable of housing the program.
The Sheriff noted that he would work on such a request.
Chairman Alton Stevenson presented a report on the progress of
establishing a Memorial display at the entrance of the Courthouse.

Road & Bridge Committee of the Acadia Parish Police Jury met in
public session on Monday, August 11, 2003, at 6:00 P.M., in the
Courthouse Building, Police Jury Meeting Room, Crowley, Louisiana.

The Committee the discussed briefly the matter of used equipment.
The Road Manager indicated that the only item currently in the fleet
for sale would be a used motorgrader located at the Acadia Parish
Sanitary Landfill. The unit was approximately 30 years old.
The Committee recommended authorizing advertising for sealed bids to
sell one used motorgrader currently located at the Sanitary
Landfill.
The Committee recommended authorizing the partial disassemble of the
Kathy Apartment Bridge and further instruct the Road Manager to
determine alternative uses for the same.
Police Jury President Claude Courville said people at the end of
Donna Lane wish to abandon the last 100 ft. He had particular
concern for drainage that may be blocked if the full easement were
abandoned. He suggested an agreement between the Police Jury and the
private property owners to maintain an open servitude for drainage.
The Committee authorized the calling of a public hearing to consider
the abandonment of a portion of Donna Lane and further investigate
the need to reserve a permanent servitude for drainage.

met in public session at 6:30 p.m. on Monday, August 11, 2003, in
the Courthouse Building, Police Jury Meeting Room, Crowley.

Waste/Environmental Committee and are to be presented as agenda

The meeting was called to order by Chairperson Catherine LaCombe.
It was noted by the Secretary and the Solid Waste Supervisor that an
abnormal amount of complaints were lodged regarding garbage
collection. Complaints were received and then sent on to BFI for
consideration.
Ms. Carolyn Lowe and Mr. Woody Lemaire, representing BFI, were in
attendance and felt the complaints were due to rescheduling of the
routes and that few of them were related to poor service.
Mr. John Quebodeaux, Director of Emergency Preparedness and Homeland
Security, reported that an RFP was being prepared for debris
removal. He felt including municipalities in the RFP would be to the
advantage of the Parish.
The Committee authorized approving the recommendation to include
municipalities in the RFP for pre-event debris removal services.

session at 5:30 p.m. on Monday, August 11, 2003, in the Courthouse
Building, Police Jury Meeting Room, Crowley.

Ms. Kathy Dischler, a resident of the Parish, requested an appeal of
the decision made by the Animal Control Officer regarding alleged
cruelty case against Mr. Jessie James. She indicated that charges
should have actually been filed and that the animals not returned to
Mr. James.
Animal Control Officer Rodney Roy indicated that all of the dogs as
he reported had proper care once Mr. James had been warned.
Ms. Dischler felt that Mr. Roy was not enforcing the laws against
cruelty.
Mr. Roy indicated that the animals were taken out of the Parish.
The Committee recommended referring the matter to Legal Counsel.
