The Public Facilities/Building & Grounds Committee of the Acadia Parish Police Jury met in public session at 5:30 p.m. on Wednesday, July 2, 2003, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Public Facilities/Building & Grounds Committee and are to be presented as agenda items. Motion carried.

Representative Gil Pinac reported on the Legislative Session at which House Bill No. 2 Capital Outlay Funding Bill was considered by the State Legislature. He announced that no funding was included for the proposed Parish Jail expansion/improvements. Representative Pinac encouraged discussion to consider options for future year funding.

Dennis Abshire expressed an interest in purchasing property to locate a small business enterprise in the Crowley/Rayne Industrial Park.

No decisions were recommended.

Engineer Tim Mader reported that K.A.S. Construction returned to the site of the Rice Arena to repair all items on the punch list pertaining to the warranty work which should be complete by the end of the month.

Legal Counsel André Doguet stated that after the problem with the fasteners were addressed at that time would not then be considered a workmanship item. As he described each screw would be checked for proper installation. It was encouraged that at some form of warranty be provided by the contractor for his workmanship following the completion of the punch list repair items.

It was suggested that a one inch rain fall test be considered following the completion of the work. The Parish Attorney was instructed to consult with the contracting company in order to consider the warranty for proposal and report at the next regular meeting.

The Secretary reported on the preliminary discussions with the electrical engineer as plans are under way to replace the generator at the Courthouse.

The Director of Emergency Preparedness and Special Projects recommended that Ordinance #809 Governing Obnoxious Weeds include language requiring individuals lodging complaints to do so in writing.

It was moved and seconded by members of the Committee to include that written complaints be part of the requirement of Ordinance #809 related to Obnoxious Weeds.

Mr. Quebodeaux that Ordinance #748 be amended to include trash and vehicles as part of the enforcement.

It was moved and seconded and approved by the Committee to include recommendation of including trash and vehicles as part of Ordinance #748 related to abandoned property.

The Committee further motioned and approved that Section 4A pertaining to enforcement of Ordinance #748 be amended to include language requiring the Police Jury to declare property for cleanup.

It was further recommended by the Director of Emergency Management that a new ordinance be written and introduced to govern fire hazards for the purpose of public safety particularly along ideal farm land. He suggested that the ordinance include written complaint and inspection, participation by the fire chief for inspection, notice of property owner and subsequently the cleanup of the area. This ordinance would affect all property in the unincorporated areas of the Parish found to be a fire hazard.

It was recommended that said ordinance be prepared and presented at the August meeting for introduction.

THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE COMMITTEE, THE PRESIDENT ADJOURNED THE MEETING UNTIL THE NEXT REGULARLY SCHEDULED COMMITTEE MEETING.
