The
Public Facilities/Building & Grounds Committee of the Acadia Parish
Police Jury met in public session at 4:30 p.m. on Thursday,
September 25, 2003, in the Courthouse Building, Police Jury Meeting
Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Public
Facilities/Building & Grounds Committee and are to be presented as
agenda items. Motion carried.

The chairman called the meeting to order.
Mr. Nolan Leblanc addressed the committee by defining plans to
expand and relocate his existing business The Bonaventure Co. He
inquired particularly about purchasing property in the Crowley/Rayne
Industrial Park. The original plan was to relocate on a small tract
of land near his existing facility however found it too small.
Mr. Leblanc indicated that his proposal would create 25 new jobs and
that he would need approximately 5 acres more or less. He has been
in the fire service business for ten years outfitting fire trucks
and marketing fire fighting equipment.
A formula was introduced to the committee commonly used by other
parishes to calculate possible discounts allowable on the price of
property in similar parks. The committee gave favorable comments
regarding the use of such a procedure. Factors used in determining
the discount included average annual wages, appraised value of the
property and the number of jobs taking into account tax income
multipliers.
The Committee recommended the sale of approximately 4.8 acres of
Industrial Park property for $5,000 per acre and an additional
approximately 1 acre of Industrial Park property located under and
in the vicinity of the CLECO transmission line for $3,000 per acre
for a total estimated cost of $27,000 to Mr. Nolan Leblanc of the
Bonaventure Co. provided 25 new jobs are created during the next
five years.
The Committee considered a pending request to purchase property near
the end of Industrial Drive extension. Tim Mader reminded that the
estimated cost to extend utilities to serve the remainder of said
tracts was $25,000.
The Committee recommended authorizing Mader Engineering to proceed
with the extension of utilities to provide necessary services to
proposed tracts A and C located at the end of Industrial Drive
extension at an estimated cost of $25,000 and further authorize
Mader Engineering to investigate the integrity of the soil in the
area of the planned roadway and cul-de-sac for future utilization.
The Committee recommended authorizing the Road Maintenance
Department participate in the preparation of the remaining portion
of Industrial Drive extension using limestone aggregate as a riding
surface and further authorize the investigation of funding sources
for permanent improvements to the final portion of same.
The Committee following the application of the discount formula
based on new job creation recommended the sale of approximately 1.3
acres of Industrial Park property to Mr. Dennis Abshire of Abshire
Roofing in the amount of $8,500 per acre provided the necessary new
jobs are created during the next 5 years.
The Committee indicated their support of leasing small areas in the
vicinity of the proposed Criminal Justice Center to small businesses
associated with corrections noting that strict guidelines will be in
place to govern the type of structures allowable.
The Committee recommended the development of small areas to lease to
businesses wanting to locate in the Industrial Park to supplement
existing enterprises.
