The Finance Committee of the Acadia Parish Police Jury met in public session at 5:30 P.M. on Tuesday, August 10, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Finance Committee and are to be presented as agenda items. Motion carried.

The Committee discussed funding all addendums of the GIS Mapping Program proposed by Acadiana Regional Development District.

Questions were raised relative to the stability of the cost. It was noted that the Mosquito Control Program should not fund additional projects this year.

The Committee recommended authorizing the funding of all addendums to implement the Parish GIS System at an estimated cost of $42,000.00.

The Committee further authorized the Secretary to advertise for the sale of used office and road maintenance equipment.

SECRETARY The Personnel Committee of the Acadia Parish Police Jury met in public session immediately following the Finance Committee Meeting on Tuesday, August 10, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley.

Due to a vacancy at the Crowley Maintenance Division, without objection, the Committee authorized the Secretary to advertise to fill the vacancy.

The Secretary indicated that our current Animal Control Officers successfully completed Level I and II training at a recently held conference.

SECRETARY The Mosquito Control Committee of the Acadia Parish Police Jury met immediately following the Personnel Committee on Tuesday, August 10, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Mosquito Control Committee and are to be presented as agenda items. Motion carried.

The Director of Mosquito Control Antoinette Derouen noted that there were positive tests on mosquitos found in Acadia Parish, primarily in the Morse and Mermentau area. She also indicated that throughout the state there were West Nile virus cases that were found.

The positive test found in the City of Crowley concerned most members. Committee recommended authorizing meeting with municipalities to address emergency mosquito control needs and further plan for future consolidated operations.

The Committee recommended approving Change Order #1 in the amount of $7,100.00 to add electrical, HVAC and plumbing to the Mosquito Control Facility currently under construction.

Parish Road Manager Robert Bergeaux presented cost estimates to complete the work on the Branch Barn.

The Committee recommended, without objection, authorizing the additional service work on the Branch Barn Maintenance Facility at an estimated cost of $22,100.00 and further authorized additional funding in Parish Transportation to cover the added cost.

Without objection the Committee added discussion on the Vie Terre Beau Bridge and the chip seal projects.

The Committee recommended accepting the Emergency Work Report for July.

The Committee also recommended the purchase of culverts in the amount of $8,000.00 to repair crossings on Buggy and Alley Young Roads.

The Committee requested information relative to the roadside chemical maintenance program. It was instructed that the Road Manager provide additional cost information to continue the program through the balance of this year at the regular meeting.

The Parish Engineer presented Change Order #1 in the amount of $19,784.42 for Vie Terre Beau Bridge. The Committee recommended approval of said change order.

The Committee also recommended accepting as complete the work constructed on Vie Terre Beau Bridge and authorized the Secretary to record the Notice of Termination.

The Committee also received an update on the patching and chip seal work scheduled to begin at the end of August.

SECRETARY The Solid Waste/Environmental Committee of the Acadia Parish Police Jury met immediately following the Public Works/Road & Bridge Committee Meeting on Tuesday, August 10, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Solid Waste/Environmental Committee and are to be presented as agenda items. Motion carried.

Chairman Broussard described his idea of expanding the existing recycling program for the Parish. He encouraged the Solid Waste Supervisor and his staff to prepare a plan consisting of collecting recycled material in public facilities, primarily the Courthouse.

The subject matter was discussed in general. Several ideas were briefly considered and the Committee, without objection, authorized the implementation of a pilot recycling program consisting of public facilities including but not limited to the Courthouse and Parish schools.
