The Public Facilities/Building & Grounds Committee of the Acadia Parish Police Jury met in public session following the Public Works/Road & Bridge Committee on Friday, February 27, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Public Facilities/Building & Grounds Committee and are to be presented as agenda items. Motion carried.

Mr. Darrell Hicks with Thomassee & Associates explained the plans to improve Courthouse electrical system indicating the project would be bid in April.

No action was required.

Jurors requested more specific information relative to the cost of constructing jail expansions.

Architect Mark Lalande explained disparities in information earlier released. He also discussed the grant application process.

It was suggested that the legislative committee meet relative to the application process and gather information relative to property acquisition, acceptability and sources of funding.

It was recommended that the President be authorized to conduct fact-finding exercises to obtain information relative to property purchase, acceptability and funding sources to construct jail spaces.

Architect Ron Lawson provided an explanation as to the method of repairing the roof on the manufacturing facility located in the Crowley/Rayne Industrial Park. He indicated that the sure seal product would provide seals to all of the seams on the roof. He indicated that the estimated cost to repair the roof was $18,350.

The Committee recommended Ron Lawson, Architect, proceed with repairs to the roof on the Industrial Park manufacturing facility at an estimated cost of $18,350.00.

Mr. Lawson also presented plans for the proposed Mosquito Control Facility to be located at the LeGros Airport. The building structure included 1,500 sq. ft. of space and the estimated cost was between $68,000 and $75,000.

The Committee authorized Ron Lawson, Architect, to solicit bids to construct building facilities for the Mosquito Control operations.

Without objection the agenda was revised to include: cell phones, safety awards, salaries, air conditioning for motorgraders, tree removal, motorgraders equipment reserve fund and radios for motorgraders.

The Chairman introduced the subject of providing rain wear for road maintenance employees. The Committee recommended authorizing the purchase of rain gear including jackets and boots for Parish road maintenance employees at an estimated cost of $1,500.00.

The Road Manager Robert Bergeaux indicated that cell phones provided to Division Managers would be a great asset. Quite often the Division Managers would were delayed in solving problems or accomplishing tasks when they were unable to communicate directly with others.

The Committee recommended authorizing mobile phone accounts for Parish Road Division Managers and further authorized an amendment to the 2004 Budget in the amount of $3,000 to pay for same.

The Parish Road Manager explained the safety training policy of the Road Maintenance Division. He indicated that our workers comp carrier would provide additional information as needed. He also noted that employees of the month are often selected and that it may be a good idea to implement perfect attendance and safety awards as well.

No action was recommended.

The Road Manager presented a new pay schedule for Parish Road employees which provided that entry level pay be changed to $7.00 per hour.

The Committee reacted favorably and authorized approving a new entry level of pay of $7.00 and an adjustment in the hourly pay for four recently hired Parish employees that would be affected by the change and further dispensed with automatic probationary pay increases for those people.

The Committee also recommended referring to Personnel discussion on Technician Level pay scales and other matters related to salary adjustments.

The Committee recommended authorizing the installation of air conditioning units in all motorgraders at an estimated cost of $26,000.00.

The Committee authorized the removal of a tree in the Parish right-of-way on Pearl Street at an estimated cost of $750.00.

It was noted at the meeting that one of the motorgrader units was down possibly needing an overhaul.

The Committee recommended authorizing the purchase and installation of two-way radios in three motorgrader units at an estimated cost of $1,800.00.

Comments were received relative to the bridge located on Harmon Road and instructed the Secretary to include the discussion at the upcoming regular Police Jury Meeting.

The Personnel Committee of the Acadia Parish Police Jury met in public session at 5:00 P.M. on Monday, March 15, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Personnel Committee and are to be presented as agenda items. Motion carried.

Following the interviews of eight of the nine applicants for the position of Assistant Solid Waste Supervisor the meeting was called to order.

The Chairman altered the order of agenda without objections.

After several comments from members that were in attendance the Committee recommended the hiring of Mrs. Karen Andrepont as Assistant Solid Waste Supervisor.

Following brief discussion the Committee recommended, at the request of the Road Manager, to set the Maintenance Technician scale for Road employees at Level D between $7.00 and $7.80 per hour, Level C between $7.81 and $8.50 per hour, Level B between $8.51 and $9.25 per hour and Level A between $9.26 and above.

The Committee also discussed briefly a request by a member of the Committee to award an additional 3% across the board pay increase to all Parish employees. The Committee made that in the form of a recommendation to be placed on the agenda for consideration by the full body.

The Director of Mosquito Control Antoinette Derouen addressed the Committee relative to the comprehensive mosquito operation that has been prepared. She indicated that chemical applications for mosquito control should be conducted four times a month throughout the district. Ms. Derouen requested that the Committee recommend locating properties that are greater than 300 feet from the highway in order to note the need for off-road spraying.

The Committee recommended authorizing mailbox markings for locations greater than 300 feet from roadways to designate mosquito spraying approval of private property.

The Committee also authorized a one-time special function on-demand spraying of private property.

It was indicated that the program would hire temporary help as a start-up effort for Truck Drivers and the pay scale would be negotiated to compensate the employees as budget amounts would allow.

The Committee also authorized non-binding aerial spraying contract for mosquito control subject to legal counsel approval.
