Personnel Committee of the Acadia Parish Police Jury met in public
session at 10:30 a.m. on Friday, January 30, 2004, in the Courthouse
Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Personnel

The Personnel Committee recommended authorizing the hiring of Mr.
Ricky Faulk as Assistant Mosquito Control Director at an annual pay
of $28,000 provided all hiring requirements are met.
The Committee recommended requesting the President to establish
Mosquito Control as a three member standing committee.
The Committee recommended authorizing the promotion of Mr. Hebert
Castille as Landfill Manager and assign Mr. Wallace LeBlanc to the
bulk waste program.
The Committee recommended authorizing the advertising for the
position of Assistant Solid Waste Supervisor.

Police Jury met in public session following the Public Works/Road &
Bridge Committee on Friday, January 30, 2004, in the Courthouse

Mr. Mark Lalande, Architect, updated the Committee on the current
space allocation plans for the conversion of the manufacturing
facility to a criminal justice center.
Members of the Committee fielded questions regarding the use of the
manufacturing facility for the purpose of a jail. It was noted that
some members of the Jury in attendance felt that taking the building
out of commerce may have some detrimental effect to the future of
the Industrial Park.
Questions were relative to the potential sources of funding and the
cost of the transition were asked.
The Committee recommended authorizing Legal Counsel to prepare for
execution a binding agreement with the Sheriff to consolidate
criminal justice operations including corrections at the
manufacturing facility in the Crowley/Rayne Industrial Park.
The Secretary presented current information relative to the attempt
to settle the property purchase near the Rice Arena. The current
obstacle was a servitude along the property in question. The
Secretary indicated that the owner of the servitude adjacent to the
proposed property could be obtained by the Jury at a cost of $1,500.
The Committee authorized the President to execute a servitude
agreement with John Shadwick Wilson, et ux to access property
adjacent to the Rice Arena and authorize purchase of same in the
amount of $1,500.

Parish Engineer Karl Aucoin reported on the status of the project to
elevate Croughan Road. He indicated that delays were inevitable due
to weather conditions.
The Engineer outlined potential solutions to the drainage problems
on Lisa Drive. He indicated that regardless of the solutions
additional right-of-way and private property work would be required.
He recommended a joint effort with the local drainage district and
the Police Jury to address all matters related to the problem.
The Committee recommended authorizing a Cooperative Endeavor with
the Sixth Ward & Crowley Drainage District to improve drainage
conditions on public and private property near Lisa Drive.
The matter related to the permitting of the installation of
utilities on and along public rights-of-way was discussed.
Parish Engineer Karl Aucoin indicated that the permit provides for
the installation along the shoulder of the road at least 12 ft. from
the centerline.
There were concerns raised regarding the installation of water
valves above the standard grade of the roadway.
It was noted that Bayou Des-Cannes Water District generally had
someone in advance of water projects that attempted to get
right-of-ways.
Mr. Jeff Bouillion, Chairman of the South Rayne Water Corporation,
indicated that second and third phase projects constructed by water
corporations in most cases were difficult to install on private
property because property owners were unwilling to grant
right-of-ways.
Ms. Liz Girourd, with Sellers and Associates, commented on the
additional cost relative to private property installation.
Mr. Martin Guillory noted the hardships in snaking lines on and off
private property. He indicated that the Mire Branch Water District
would likely not have the money to finish an existing project.
Engineer Karl Aucoin indicated that the review process was conducted
measuring the application against the conditions provided for in the
ordinance.
Mr. Danny Richard with the North of Crowley Water Corporation
indicated that repairs made to damaged water lines left roadways in
better condition.
The Committee offered no recommendations relative to the matter.
Following a brief discussion relative to the budget allocation for
hard surface treatment maintenance the Committee recommended
authorized Aucoin & Associates to prepare and specs to initiate the
surface treatment maintenance program for 2004.
The Committee authorized the installation and maintenance of advance
warning signs and pavement markings in order that LA DOTD signalize
the railroad crossing on West Northern Avenue.

President of the Jury Cecelia Broussard addressed the Committee
relative to economic development funding. She indicated that the
Crowley Chamber of Commerce requested funding and was delayed an
answer relative to financial assistance for economic development.
Juror John Humble, Sr., explained to members of his past experience
regarding the Landfill and the electric power plant located in the
Parish. He indicated that he opposed funding the Acadia Economic
Development Corporation.
President Broussard advised of her support for recurring funds and
indicated that funding economic development was very important.
Chairman Pellerin suggested meeting with Acadia Economic Development
Corporation to discuss the matter at more length.
No action was taken or recommended relative to the discussion on
economic development.
