The Finance Committee of the Acadia Parish Police Jury met in public session at 5:30 P.M. on Tuesday, July 13, 2004, in the Courthouse Building, Police Jury Meeting Room, Crowley. The Committee without objection added discussion on GIS Mapping, temporary assistance at the Community Clinic and a request by the County Agent for staffing. The Committee recommended awarding the bid for one new aisle saver high density storage unit to J. W. Dolly, Co., in the amount of $40,000.00. The Secretary-Treasurer and the Director of Emergency Preparedness gave an update on the development of the GIS Mapping System soon to be presented in final form to the Police Jury for consideration. The Secretary summarized the proposed cost associated with the project at $57,510.00. The Committee recommended the use of $5,000.00 to provide contract labor in the form of nursing assistance at the Acadia Parish Community Clinic for the remainder of 2004. The Committee recommended approving the request made by the County Agent to provide $14,000.00 of available funds in the 2004 Budget as a grant to LSU to provide staffing at the Acadia Parish Office. The Director Antoinette Derouen reported on events over the last 30 days. She advised of a situation where claims were made that mosquito borne diseases were involved in certain illnesses. She assured the Parish that there were no such claims justified. She also noted that the mosquito counts were not as bad as expected. She also encouraged anyone knowing individuals needing assistance with mosquito spraying or mosquito protection to contact the Mosquito Control Office. The Committee recommended the hiring of Mr. Bert Lyons as Assistant Parish Road Manager, Branch Division. Juror A. J. Broussard cast an opposing vote. President Broussard in attendance at the meeting encouraged the Committee to consider reorganization of the Acadia Parish Police Jury which would include an new organizational chart, revising the Personnel Policy Manual and receiving comments and inputs from other sources. She indicated that it would be advantageous to do so thereby creating more efficiencies where additional people would be participating in Parish function. She encouraged meeting with the state association to discuss the matter further. Juror Humble felt that the department heads should have a role in proving input. Chairman Cade Benoit suggested reporting to the Personnel Committee at the next Personnel Committee Meeting. The Committee recommended the purchase of one 66 inch pipe for Tepetate Road at an estimated cost of $3,200.00. The Committee recommended authorizing an Intergovernmental Agreement with the Drainage District in Ward Five to repair Pelican Road. The Parish Engineer reported on the Chip Seal Project. He provided cost estimates to include additional roads as part of the contract. The Committee recommended the Engineer prepare a cost estimate to reconstruct Ellis Road as part of the project prior to making a decision on the additional work. The Committee recommended approval of the Emergency Work Report for June. The Committee approved the request to repair the one-ton trucks at an estimated cost of $3,000.00. The Committee recommended authorizing Ryan Fuselier prepare a cost estimate and make recommendations to correct the embankment along Standard Mill Road. Solid Waste/Environmental Committee A J BROUSSARD-CHAIRMAN A J CREDEUR FELTON MOREAU Without objection the Committee added the cleanup of property condemned in Clearview Subdivision and discussion relative to buffer zones for fire protection. The Director of Emergency Preparedness John Quebodeaux announced that property at 108 Barbara Drive in Clearview Subdivision was investigated pursuant to a formal complaint regarding abandoned property. The property was presented for consideration following the complaint. The Committee recommended authorizing the Director to cleanup the property as provided for in the Ordinance regulating such activity. Mr. Quebodeaux also brought forth discussion regarding buffer zones for fire safety in the unincorporated areas that are not typically part of recognized subdivisions. This request was considered due to a complaint that was filed with his office from a resident in the Rayne area where tall grass was allowed to fester adjacent to property where he lives. He indicated that after meeting with the Fire Chiefs and the Parish Attorney the Parish could put in place an ordinance to regulate cleanup of buffer areas around property should there be a fire hazard. After the verification of the fire hazard by the Fire Chief, he could then enforce the cleanup of the property as he would property with tall grass in subdivisions. After additional discussion, the committee made no recommendation to add or change any ordinance regulating such activity.
