The
Finance Committee of the Acadia Parish Police Jury met in public
session at 5:30 P.M. on Tuesday, September 14, 2004, in the
Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Finance
Committee and are to be presented as agenda items. Motion carried.

The Secretary presented a request on behalf of the ASSIST Agency to
advance $3,600.00 to begin the new grant fiscal year.
The Committee recommended approving the request made by the ASSIST
Agency by providing $3,600.00 in funding to be reimbursed from the
Homeless Shelter Grant.
The discussion relative to the three year budget recovery plan
submitted by the Acadia-St. Landry Hospital will be presented to the
full Jury for consideration. Representatives of the Hospital Board
or the Administrative Staff were not in attendance at the Committee
meeting.

The Chairman reviewed the existing Sewage Disposal System Ordinance
with the members and individuals in attendance at the Committee
Meeting.
He indicated that the Ordinance required an upgrade by the
Department of Health pursuant to the need for a permit to connect
power to residential and commercial structures when the unit changed
ownership or occupancy.
Juror John Humble, Sr., expressed an interest in assisting those
with rental properties where only occupancy changes and not
ownership.
The Committee recommended requesting Legal Counsel provide
alternative language in the provision requiring a permit in cases
where there were changes in occupancy only.
Juror Broussard, member of the Committee, brought up the subject of
imposing regulations relative to the discharge of firearms. He felt
that controlling the discharge of firearms in the unincorporated
areas, particularly within the limits or boundaries of approved
subdivisions, was necessary. He noted that the Ordinance from
Calcasieu Parish was a good example to use.
The Committee recommended the preparation and further adoption of an
ordinance regulating the discharge of firearms in the unincorporated
areas, primarily within the limits of recognized subdivisions.
The Committee recommended authorizing the Louisiana Police Jury
Association represent the Parish in matters relative to the
settlement of tax paid in protest by pipeline companies.
The Committee recommended Legal Counsel proceed with setting for
trial and/or filing suit against the Town of Duson relative to
annexations in Acadia Parish.

Mosquito Control Committee of the Acadia Parish Police Jury met
immediately following the Legislative Committee on Tuesday,
September 14, 2004, in the Courthouse Building, Police Jury Meeting
Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Mosquito
Control Committee and are to be presented as agenda items. Motion

The Director of Mosquito Control Antoinette Derouen provided an
update on the recent mosquito control situation. She indicated that
the majority of mosquitos trapped recently were rice field mosquitos
primarily due to water impounded and transferred in rice fields. She
indicated that the Town of Church Point was sprayed frequently when
positive cases of West Nile were found.
She also noted that the City of Crowley was not interested in
meeting to discuss any partnership relative to mosquito control.
