The Finance Committee of the Acadia Parish Police Jury met in public
session at 6:30 P.M. on Tuesday, August 9, 2005, in the Courthouse
Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Finance
Committee and are to be presented as agenda items. Motion carried.

Without objection the Committee revised the agenda to consider an
agreement with the Louisiana State University Cooperative Extension
Service.
Chief Judge John Trahan submitted a written request for the Police
Jury to advance for reimbursement any amounts necessary to keep the
witness fee payments current. Judge Trahan indicated that they will
continue to assess increased court costs which should keep revenues
current with expenses.
The Committee recommended authorizing the advance of funds to pay
Law Enforcement Witness Fees that are due.
The Cooperative Agreement with the LSU Ag Center was extended to the
Committee by Ron Levy, Parish County Agent. The philosophy of the
partnership is to provide a long standing presence of Louisiana
Cooperative Extension Service Faculty in the Parish and to establish
invaluable ties to the local clientele and government and that
federal, state and local financial support is necessary to meet the
needs of the community as identified by local advisory committees.
The agreement provides that an increase of contributions from local
government for non-4H faculty members at the LSU Ag Center be made.
The Committee authorized the President to execute a Cooperative
Agreement to support and administer Louisiana Cooperative Units off
campus.

Parish Police Jury met in public session immediately following the
Finance Committee Meeting on Tuesday, August 9, 2005, in the
Courthouse Building, Police Jury Meeting Room, Crowley.

Without objection the Committee added a speed limit request on Deer
Road and an update to the current asphalt patching project.
Parish Road Manager Robert Bergeaux presented a list of new drainage
projects that he suggested be considered for construction in Atwood
Acres, Treasure Road and North Crocker in Midland.
The Committee authorized the drainage projects: 2005-3, 2005-4 &
2005-5 in or on Atwood Acres, Treasure Road and North Crocker at an
estimated cost of $1,876.00.
The Committee recommended a 25 mph speed limit on Becky Drive.
Written request from Mr. Phillip R. Daigle was received by the
Committee. Mr. Daigle requested warning signs on Ellis Road which
would inform motorists that handicapped individuals frequent the
area.
The Committee recommended the placement of warning signs on Ellis
Road.
The Committee recommended authorizing Aucoin & Associates to prepare
a cost estimate to repair the bridge on Sonnier Road.
Discussion relative to crop damage on Harmon Road was tabled by the
Committee.
The Committee recommended approving the Emergency Work Reports for
June and July, 2005.
A request was made by Mr. John Monceaux to reinstate a 700 ft.
stretch of Horse Trot Road into the Parish Road System.
Questions were raised as to whether it was a tacit dedication over
the years.
Parish Road Manager Robert Bergeaux stated that the portion of road
in question was in good shape.
The Committee recommended authorizing the President to execute
right-of-way agreements with property owners along Horse Trot Road
extension as provided for in the Ordinance setting forth guidelines
for accepting existing gravel roads into the Maintenance System.
The Committee recommended a 35 mph speed limit on Deer Road.
Discussion ensued relative to the additional cost of asphalt
patching particularly in District 4.
Parish Engineer Karl Aucoin noted that some of the roadways in that
area had generally poor base conditions causing extended failure. He
further noted that the condition is not likely to exist throughout
the Parish although there would be an increase in quantities needed
to complete the project.
The Committee recommended authorizing Aucoin & Associates to extend
the limits of patch work with E. B. Feucht & Sons as needed in
District 4.
Mr. Aucoin explained the additional problems that were existent with
the recent chip seal work. He noted that areas near the
intersections of Standard Mill and Ebenezer and Llama Road and
Highway 98 as well as Standard Mill and Highway 35 were experiencing
continued bleeding. He attributed that to the over applying of
emulsion at the time of the improvements.
Several attempts were made to absorb the emulsion. The Contractor
and others were continuing to monitor the situation.
Mr. Aucoin also noted that the project had yet to be accepted.
Comments from the public
A resident near the bridge on Capitol Drive currently out of
commission requested that the Jury participate in the removal of the
broken material due to the risk of flooding.
It was noted that the Sixth Ward Drainage Board was scheduled to
meet and the matter was to be addressed then.
Mr. Robinson suggested the removal of the bridge and the piling to
open the water way.
Further comments were made relative to the possible abandonment of a
portion of Capitol Drive once the bridge material was removed.

Without objection the Committee added a request from the Rice
Festival Association relative to the collection of Solid Waste.
The Committee considered the administrative portion of the proposed
Groundwater Protection Ordinance.
It was suggested by the Committee that the Police Jury Environmental
Committee and the Police Jury body act as the special permit
granting authority. It was also noted that the maps associated with
the ordinance would and could be kept in possession of the Police
Jury.
Additional suggested changes were presented by the Secretary
involving the period of time for filing complaints.
Chairman Broussard explained also the conditions that exist relative
to the locating of new municipal water sources.
Juror Cade Benoit questioned the process of abandoning existing
water wells.
The Secretary indicated that a particular section of the proposed
ordinance providing for comments or written recommendations from
other agencies should be deleted.
No objections were raised.
The Committee instructed the ordinance be placed on the upcoming
agenda for consideration.
A request to provide commercial roll-off containers at fairs and
festivals in Acadia Parish was approved by the Committee.
The Committee recommended implementing practice to collect bulk
solid waste at local fairs.

Without objection the Committee added discussion relative to the
employment of an Assistant Animal Control Officer, use of cell
phones in meetings and request for health insurance proposals.
The Committee recommended authorizing the Secretary to advertise for
an Assistant Animal Control Officer and approve temporary help in
the interim.
Police Jury President Cecelia Broussard encouraged members to either
silence or to turn off any cell phones in possession at the regular
Police Jury Meetings.
The Committee acknowledged the request.
The Committee authorized a request for proposals for employee group
health insurance for the upcoming year and further authorized the
President to appoint an Insurance Review Committee.

The Committee considered a request to purchase property in the
Crowley/Rayne Industrial Park.
Mr. Chris Cuccio, J.B.A. Properties, LLC, indicated that the
property would be used for boat and recreational vehicle storage.
The Committee authorized the Secretary to negotiate the sale of
property in the Industrial Park to J.B.A. Properties, LLC, at fair
market value for the purpose of locating a small business
enterprise.
The Committee further authorized a budget increase to repair
courthouse air conditioning in the amount of $7,000.00
