session at 11:00 P.M. on Friday, January 28, 2005, in the Courthouse
Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Personnel

A motion was offered by Mr. A. J. Broussard, seconded by Mr. Alton
Stevenson, to adjourn into executive session to consider
interviewing applicants for the position of Animal Control and
Animal Control Assistant and further to consider disciplinary matter
relating to a Parish employee. The following roll call vote was
cast: Yeas: A. J. Broussard, Alton Stevenson and Cade Benoit.
Following the executive session the Committee recommended the hiring
of Blaine Griffin as Acadia Animal Control Supervisor at a starting
pay of $7.50 per hour and further recommend the hiring of Debra
Pappillion at a starting pay of $7.00 per hour as Animal Control
Assistant.
The Committee recommended the termination of Mr. Brent Spell as
Acadia Parish Animal Control Officer due to matters related to
improper handling of Parish property.

11, 2005, in the Courthouse Building, Police Jury Meeting Room,
Crowley.

A request was presented to reimburse for damages to a vehicle on
Faulk Road. The driver of the vehicle ran into a pile of gravel that
was left by a delivery truck from Acadiana Shell.
Acadiana Shell agreed to pay approximately half of the initial cost
of damages but referred the other half to the Police Jury for
consideration.
The Committee recommended referring the request for reimburse of
half of the damages to a vehicle from an incident that occurred on
Faulk Road to Acadiana Shell for final payment.

Without objection the Committee added discussion on Animal Control.
Parish Road Maintenance Employee Joseph LeBlue addressed the members
regarding grievances relative to recent merit pay increases.
Mr. LeBlue suggested there was a problem with discrimination.
It was noted that part of the reason for the difference in pay was
because of the possession of Commercial Drivers License.
Chairman Benoit indicated that there were classification levels that
reset the pay for several employees.
Following other complaints by Mr. LeBlue it was pointed out that in
his opinion Jurors do not instruct employees at the Branch Division.
The Committee recommended authorizing Contract Labor for Animal
Control and further authorized the interviewing of applicants for
the position vacated by Mr. Rodney Roy.

Without objection the Committee added discussion on dirt hauling for
Monceaux Bridge, Change Order #1 for Ohlenforst Bridge, Fabacher
Road update, discussion on J. W. Lane, aggregate for 2000-2004 and
request to consider a cost estimate to improve the conditions of
North Cherokee Road.
Mr. David Hidalgo, with Aucoin & Associates, presented an updated
cost estimate for Petry Road Bridge. He indicated that the wrong
inspection report was sent by Vermilion Parish when the original
cost estimate was developed.
Police Jury President Broussard explained to the Committee that she
was interested in the public knowing how much money was being spent
for road aggregate .
A request from the Community of Mowata requesting improvements to
the short roadway in the vicinity of the Mowata Catholic Church was
asked to be considered.
The Committee recommended authorizing the Parish Road Manager to
solicit quotes to add 1½” asphalt concrete to the surface of the
roadway in the vicinity of Mowata Catholic Church not to exceed a
total cost of $25,000.00.
The Committee recommended payment of ½ of the cost to clean under
the Charlie Arceneaux Road Bridge recently completed by the First
Ward Drainage District. That cost was approximately $2,500.00.
A request was made by residents of J. W. Lane for the Parish to
accept the roadway into the system.
The Parish Road Manager was authorized to inspect the roadway and
present to the residents the guidelines for such acceptance.
The Committee recommended authorizing payment of $800.00 to the
First Ward Drainage District to cover the cost of improvements to
the bridge on Monceaux Road.
The Committee recommended approving Change Order #1 for Ohlenforst
Bridge at an estimated cost of $5,904.00.
The Secretary explained the progress made by Ryan Fuselier with
regard to the drainage survey upstream from the pipes crossing at
Fabacher Road. He indicated that the engineer is examining options
for funding sources.
The Committee recommended authorizing Aucoin & Associates to prepare
a cost estimate to elevate a portion of North Cherokee Road in the
vicinity of the large cross drains.

The Chairman of the Committee advised of the plan to meet and
consider legislation to assist local drainage districts against
frivolous lawsuits.
Juror Credeur advised the members of the Committee of the importance
of installing culverts properly along roadsides and encouraged the
support of continued installation.
