Public Facilities/Building & Grounds Committee of the Acadia Parish
Police Jury met in public session at 6:30 P.M. on Tuesday, March 8,
2005, in the Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Public
Facilities/Building & Grounds Committee and are to be presented as

Architect Mark Lalande updated Committee members on the status of
the bidding process and the plans for the new Correctional Center.
He suggested that the bidding should be out first week of April and
that site work has begun on the property where the facility will be
located.
The Committee recommended retaining the services of Louisiana
Testing and Inspection during construction of the Correctional Jail
Facility.
The Committee recommended an interim lease with Matt Lambousy for
agricultural purposes on the 21 acres located on Capital Avenue and
further authorize the advertising for future crop leases for said
property.
Mr. Roy Geesey, representing the ownership of property near the
Courthouse, presented different scenarios to develop parking in the
area of the Court Circle. Mr. Geesey was asked to prepare and
present a cost estimate at the next regular Police Jury Meeting.

The Chair called the meeting to order.
Chairman Martin provided information on the recent IRS Ruling
relative to Law Enforcement Witnesses and advised that possible
legislation would be introduced this upcoming session to address the
matter.
The subject of firearms was presented to the Committee once again.
It was requested by Ms. Patti McNeely that the Ordinance be expanded
to include other areas and enlargement of buffer zones should be
considered.
Comments were received from Mr. Charles Labbe where he suggested a
reasonable tightening of the Ordinance was in order.
The Committee also reviewed proposed legislation relative to
liability and drainage districts.
No formal recommendations were offered.

The agenda was revised to discuss the matter of leave time.
The Secretary expressed to the Committee the concern he had that a
member of the Jury contacted the Parish Attorney relative to leave
time. The matter relative to a short absence from work was explained
in detail to the Committee.
Juror A. J. Broussard admitted that he contacted the Parish attorney
on the subject.
The President of the Police Jury admitted that there was some
question of how the wording of the memo regarding the time was
presented.
The Committee recommended requesting local university assistance in
reviewing and updating the Personnel Policy Manual.
Assistant Homeland Security Director Kim Boudreaux explained the
administration of the Flood Plain Ordinance. She indicated that she
and Ms. Credeur were in the process of being certified.
The Committee recommended assigning the work as Flood Plain
Administration under the direction of the Building Permit Clerk and
the Assistant Homeland Security Director.
The Committee also recommended assigning the Federal Off-System
Bridge Rehabilitation Program and the Obnoxious Ordinance
enforcement under the direction of the Parish Road Manager and
staff.
Juror Alton Stevenson suggested that the Office of Emergency
Preparedness be a part-time position and the Committee recommended
advertising to fill the position of Emergency Management and
Homeland Security Director at a pay range of $7.00-$10.00 per hour
depending on experience for 20 hours per week.

Jury met immediately following the Personnel Committee on Tuesday,
March 8, 2005, in the Courthouse Building, Police Jury Meeting Room,
Crowley.

this report were taken, reviewed and discussed by the Road & Bridge

The Chair called the meeting to order.
The agenda was revised to consider the partial abandonment of
Stanford Road.
It was recommended by the Committee that a public hearing be called
to consider the partial abandonment of Stanford Road extension.
Mr. Rick Bayhi, with Vegetative Management, Consultants, Inc.,
offered a proposal to provide vegetation consultation for the
upcoming spraying season. He indicated that his services include
training applicators for roadside chemical application and equipment
preparation and product recommendation.
The Committee recommended hiring VMCI for a period of one year to
provide roadside consultation.
It was suggested that the Committee meet with the Sixth Ward
Drainage District to review matters relative to the stability of the
ditch embankment along Standard Mill Road.
The Committee recommended authorizing Aucoin & Associates to prepare
plans and specs for bids to construct asphalt patching for 2005. It
was noted that the cost to install the needed patches would exceed
the public bid law limit.
A request for speed control devices in the Parish was referred to
the Road Manager.
The Committee considered problems regarding drainage along the
Parish roads. It was suggested that the Parish construct drainage
projects which include the installation of culverts in cases where
culverts were inadequate.
The Committee recommended appropriating $25,000 for drainage
improvements to be established on a priority basis subject to the
Jury’s approval.
No action was taken relative to the request for vehicular damage
where a vehicle ran into a container of paint that was dropped from
a motorist.
The Parish Road Manager reported on the condition of J.W. Lane. He
indicated that a list of requirements were presented to landowners
along that drive.
Subsequent meetings were scheduled with the landowners to discuss
those improvements.
A request to assist with vegetation control and drainage on the
LeGros Airport was presented to the Committee for consideration.
There were no objections raised to the request.
Comments were received from Pat McNeely relative to cell phone and
the Communications District. She also read from revised statutes on
road abandonments.
