The
Personnel Committee of the Acadia Parish Police Jury met in public
session at 6:00 P.M. on Tuesday, November 29, 2005, in the
Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Personnel
Committee and are to be presented as agenda items. Motion carried.

Representative from EMS, Mr. Mark Becnel, discussed the proposal to
amend the Parish Personnel Policy Manual as well as to update the
Parish Handbook.
Mr. Becnel indicated that there was no needed, in his opinion, to
revise the entire manual. He suggested just reviewing our procedures
and update forms. He noted that items in the Personnel Policy Manual
should be placed in the Handbook for employees use.
Brief discussion ensued relative to paid time off. Mr. Becnel
advised further that changes to the manual would likely be
accomplished with the use of internal staff.
The Committee recommended approving the proposal submitted by EMS to
prepare updates to the Police Jury Policy Manual at a total cost of
$5,000.00.

SECRETARY The Finance Committee of the Acadia Parish Police Jury met
in public session immediately following the Personnel Committee
Meeting on Tuesday, November 29, 2005, in the Courthouse Building,
Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained in
this report were taken, reviewed and discussed by the Finance
Committee and are to be presented as agenda items. Motion carried.

The Committee approved the request to assist with funding the Career
Connection Expo sponsored by Crowley Chamber of Commerce.
The Committee recommended increases in pay for the Rayne City Judge
and Rayne City Marshal in the amount of $200.00 per month.
The Committee recommended a 5% across the board cost of living
increase for Parish employees effective January 1, 2006.
The Committee recommended merit raises for the following employees:
Tina Broussard, Phillip Richard, Herbert Castille and Patricia
Pastor in the amount of 7% and $1.00 per hour respectively.
The Committee recommended assigning Mr. Lee Hebert as a full-time
employee with the pay equal to 1.05 times that of his assistant Kim
Boudreaux and further authorize that Mr. Hebert administer the State
Uniform Construction Code and remain as part-time Homeland Security
Director.
The Committee recommended authorizing the Secretary to advertise for
a public hearing to receive comments on a proposed ordinance
providing for the method and amount of compensation and mileage paid
to members of the Police Jury.

of Parish Government Risk Management Agency by CCMSI for employee
group health insurance for calendar year 2006.
