The Public Works/Road & Bridge Committee of the Acadia Parish Police Jury met in public session at 6:30 P.M. on Wednesday, February 15, 2006, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Public Works/Road & Bridge Committee and are to be presented as agenda items. Motion carried.

Without objection the Committee added a request from the Mire Fire Protection District.

The Committee first recommended authorizing the purchase and installation of culverts on Link Road in the amount of $8,600.00.

It was requested by a member of the Jury that the Egan Hwy. from 100 to Hwy. 91 be striped as well as Pousson Road on the curves.

The Committee discussed the possibility of striping several miles of primary roads at an estimated cost of $2,200.00.

The Committee recommended authorizing the Road Manager to solicit cost estimates to stripe certain Parish roads.

Mr. Rick Bayhi, with VMCI, reported on the work that was done in the 05' spraying season and requested that the Parish consider renewing the agreement for the upcoming year. He indicated that the Parish plan would provide for three individual applications of herbicide on all roads.

The Committee recommended approving a one year consulting agreement for the ‘06 spray season with VMCI in the amount of $5,500.00

The Secretary advised that discussions were being held with regard to the bridge that was disassembled in the vicinity of the Kathy Apartments. The property owners on the south side of the drainage ditch had requested the removal and relocation of the bridge.

No action was recommended.

Engineer Ryan Fuselier recommended improving 200 linear feet of the embankment along Standard Mill Road.

Question was raised as to whether the pipe located in the vicinity of the decayed embankment was adequate. It was recommended by the Jury that a drainage analysis be conducted to determine whether the culvert size in the vicinity of Standard Mill and Ebenezer Roads was adequate.

The Parish Road Manager gave an estimate of the condition of a railroad crossing near the Hamic Farm. It was noted that there were three other crossings in the area.

Juror John Humble, Sr., expressed that the Hamic Crossing provides opportunity for large farm vehicles to cross as opposed to using the busy state highway.

The possibility of accepting an existing private road as a part of the Parish Maintenance System aligned with the railroad crossing closed at the Hamic Farm was discussed. It was noted that only one home was located at the end of the private road and that it would not likely meet the Parish’s Ordinance requirements relative to accepting existing aggregate roads into the Parish System.

It was asked that the matter be placed on the agenda for the Police Jury to consider. No formal recommendation was made.

The Parish Road Manager advised that prior to moving the Parish Excavator on roadside project work right-of-ways would be required.

Mr. Don Hughes and Scott Spooner with Inca Refining were in attendance at the meeting. They indicated that a small refinery located at the end of Ferry Road was planned for refurbishing. They noted the problems they had with vandalism and the changes in the regulations regarding safety and requested that the Committee support the partial abandonment of Ferry Road for approximately 1,000 ft. from Bayou Plaquemine.

The Committee recommended authorizing the calling of a public hearing to consider the partial abandonment of Ferry Road.

The Committee recommended approving Drainage Project 2006-4 on Miller Cove Road.

The Committee recommended authorizing an Intergovernmental Agreement with the Mire Fire Protection District to allow assistance with the installation of culverts at the location of the new fire station.

Juror A. J. Broussard suggested that there be a meeting conducted with the city and the drainage district on a matter related to Center Ditch improvements.

The Personnel Committee of the Acadia Parish Police Jury met immediately following the Public Works/Road & Bridge Committee Meeting on Wednesday, February 15, 2006, in the Courthouse Building, Police Jury Meeting Room, Crowley.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Personnel Committee and are to be presented as agenda items. Motion carried.

Without objection the Committee revised the agenda to consider staffing and pay adjustments at the Landfill and Road Maintenance Departments.

The Committee recommended the following pay adjustments: Mr. Terry Shuff: $11.23 to $12.00/hr. as an Excavator Operator, Mr. Waylan Thibodeaux: $7.35 to $9.00/hr. as a Gradall Operator, Mr. Danny Abshire: $8.50 to $9.00/hr. as a Gradall Operator and Truck Driver, Mr. Jonathan Simon: $7.94 to $9.00/hr. as a Spray Technician and Gradall Operator and Mr. Michael Bourque: $7.94 to $9.00/hr. as a Spray Technician and Sign Man.

A preliminary draft of the Personnel Policy Manual was distributed to the members of the Committee and members of the Jury.

A request was made for any comments to be presented to the Secretary for processing.

The Committee recommended authorizing that full-time drainage board employees be eligible group health participants.

The Committee recommended authorizing advertising for Landfill Heavy Equipment Operators and elevate the starting pay to $9.00 per hour with no probationary increase and further establish entry level pay for regular employees at $8.00 per hour.

The Solid Waste Supervisor advised that the upcoming Household Hazardous Waste Day would be conducted at the Rice Arena.

The Rice Arena Committee along with the Solid Waste Supervisor requested that improvements be made to the section of the facility where the Hazardous Waste Day is conducted. It was suggested that a canopy be built in case of inclement weather.

The Committee recommended authorizing canopy construction on the west side of the Rice Arena to conduct annual Household Hazardous Waste Day at a cost not to exceed $35,000.00.

Architect Mark Lalande gave an update on the Correctional Center Construction Project indicating that the contractors were 30 days behind the accelerated schedule planned. He advised that there was a problem with the concrete that was installed on a portion of the building and an assessment would be made as to whether the material had to be removed and replaced.

As part of the update, the Secretary advised that the small section of land behind the existing Detention Center could be made available for the Sheriff’s and the Parish’s Operation suggesting that the relocation of the storage facility from the County Agent Office Building should be located in a convenient place.

The Committee recommended authorizing the execution of a 1.36 acre property lease agreement with the Acadia Parish Sheriff’s Office near the Parish Jail to locate storage facilities, Mechanic Shop and Support functions under the same terms and conditions set forth in the original 1982 agreement.

Juror A. J. Broussard advised the Committee that a request was made to locate temporary FEMA Housing on property at the intersection of LA. 1121 and 100. Although he signed an approval letter he noted that he understood it to be only to do a further study but not to be an approval for the construction of housing. He noted that there was opposition from people in the District he represents for such activity.

The Committee recommended opposing the use of property at the intersection of LA 1121 and LA 100 for the purpose of hurricane evacuee housing.

The Committee recommended that the Jury authorize an 18 month temporary suspension of Parish Ordinance #877 that would deal with individual sewer disposal systems for hurricane evacuee housing and campers or trailers approved by FEMA.

The Secretary-Treasurer distributed a year-end operating statement for 2005 and presented the bills for approval.

Mr. Wayne Wild representing the Consolidated Gravity Drainage District #1 asked for clarification on the payment of expenses for beaver control.

The members of the Jury in attendance at the meeting advised that it would be the responsibility of the individual drainage districts to cover the cost of the services.

There were no formal recommendations made by the Committee.

Discussion ensued relative to the cutting of trees by independent contractors on private property and left for the Parish to pick up.

No formal recommendations were made although it was acknowledged that it was not the Parish’s standard policy to do so.

The Committee recommended approving Change Order No.1 to the Citizen’s Dump Site at the Acadia Parish Landfill providing for a deduction of $30,026.97 from the original contract amount.

The Committee recommended authorizing Mader Engineering to submit to the Louisiana Department of Environmental Quality a request for an exemption to specific provisions to the solid waste regulations along with justifications for the same.

The Committee recommended referring to Legal Counsel the matter of dissolving the Northeast Acadia Development Corporation and dispensing with its assets
