The Insurance Committee of the Acadia Parish Police Jury met in
public session at 6:30 P.M. on Tuesday, January 10, 2006, in the
Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained
in this report were taken, reviewed and discussed by the Insurance

Mrs. Claire Kelbeaugh representing Sterling Wellness Solutions
presented a cost proposal offering comprehensive wellness services
including group risk evaluations, on site health screenings,
preventive lab testing, individual consultations, drug screenings
and other such items at significant discounts. Some services may
qualify as an expense towards group health insurance program.
Ms. Kelbeaugh indicated that the goal of each client is to reduce
health care costs and keep individuals out of the hospital by
improving the employees quality of life and decrease absenteeism.
Members of the Committee encouraged participation in an effort to
improve the health condition of Parish employees. The services will
be considered by the full Jury at the next regular meeting.
The Secretary advised that a request was made to include
employees of a local drainage district as part of the Parish group
health plan. No recommendation was made.

The Committee recommended ratifying the execution of a contract
with Phillips Reclamation Services to conduct the annual Household
Hazardous Waste Day set for October, 2006.
Mr. Brett Bayard with Mader Engineering gave an update on the
Title V Air Permit Application as well as the proposed settlement
agreement. He indicated that the settlement agreement should only
include an offer to pay permit costs that would have been assessed
at the time the Title V Air Permit Application was required.
The Committee recommended authorizing the President to offer and
enter into a settlement agreement relative to the Title V Air Permit
with the Louisiana Department of Environmental Quality.

The Secretary advised the Committee that Leonard Bertrand,
Contractor, would submit a proposal to disassemble and erect the
storage facility located on the property adjacent to the Cooperative
Extension Facility. The Secretary also stated that the building
needed to be moved in order to construct the new improvements.
Because the building was required to be moved and served no use for
storage at the Cooperative Extension Facility that it be considered
for use on the property near the new Detention Center.
The Secretary advised of the advantages of placing it at that
location.
The Committee recommended authorizing an agreement with Leonard
Bertrand Contractor to relocate the used storage building on Parish
property along Capitol Avenue near the Detention Center.

The Parish Road Manager Robert Bergeaux advised of upcoming
drainage projects throughout the Parish for the new year.
It was recommended by the Committee to approve Projects 1, 2 & 3
for 2006 on Fournerat, Lovell and Sonnier Roads.

Without objection the Committee added the topic of LeGros Airport
to the agenda.
The Secretary presented the Annual Audit Compliance Questionnaire
and reviewed the questions with members of the Committee.
The Committee recommended adopting the Annual Compliance
Questionnaire.
Representatives of the Acadiana Regional Development District
were in attendance to aid in facilitating a long-term community
recovery plan for Acadia Parish.
Mr. Stan McGee advised the Committee that the district was
willing to participate in the development of the plan. He indicated
that other Parishes similar to Acadia would be preparing their plan
to be submitted with others for the purpose of completing a
statewide plan for potential funding.
The Committee recommended authorizing a proposal for long-term
community recovery.
The Committee further authorized the Airport Committee to enter
into a purchase agreement for hangar improvements at the LeGros
Memorial Airport and further recommended allocating funding for said
purchase.

The Chairman advised the Committee that a request was made to
consider amending the Code of Ordinances to expand the loose stock
law onto private property. The Committee briefly discussed the
matter and took no action relative to the request.
The Committee recommended the adoption of a Resolution supporting
the re-establishment of the construction grants program.
