The Solid
Waste/Environmental Committee of the Acadia Parish Police Jury met
in public session at 6:30 P.M. on Wednesday, March 15, 2006, in the
Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained
in this report were taken, reviewed and discussed by the Solid
Waste/Environmental Committee and are to be presented as agenda

Without objection the Committee included a request to rehire Mr.
Robert Hebert as Heavy Equipment Operator.
Mr. Stan McGee, Director of the Acadiana Regional Development
District and currently preparing the Parishes Long-Term Recovery
Plan as authorized, provided a draft which included recovery
information collected following Hurricane’s Katrina & Rita. He
advised that the time table had been changed and the report would be
completed as required by the Louisiana Recovery Authority.
Solid Waste Supervisor Raymond Breaux requested that Mr. Robert
Hebert be considered for rehire at $9.00 per hour as a Heavy
Equipment Operator.
The Committee recommended that the Jury authorize the hiring of
Mr. Robert Hebert as Landfill Heavy Equipment Operator at a starting
pay of $9.00 per hour.

Grounds Committee of the Acadia Parish Police Jury met immediately

Without objection the Committee amended the agenda to consider
the matter of the canopy improvements at the Rice Arena.
Mr. Ron Lawson, Chairman of the Acadia Parish Airport Commission,
spoke about the need to fund new hanger space along the T-Hanger
Taxiway at the LeGros Airport. He advised that $55,000.00 would be
the estimated cost to construct a two plane hanger. He expanded on
the concept of using the airport for economic development purposes
to provide space for new businesses on the 246 acres that could be
made available particularly as an Industrial Park. Mr. Lawson also
presented the Commissions five year capital improvement plan that
was due by the end of March. The summary included 12 items from
parallel t-hangers and security fencing to runway extensions.
The Committee recommended the approval of the five year capital
improvement plan for the LeGros Airport with an estimated cost of
$3,365,000.00.
The Committee was advised that the canopy improvements currently
under construction at the Rice Arena did not provide for clearance
to allow for space for horseback riders and that the contractor
would be willing to amend the plan and raise the canopy to allow for
additional space.
The Committee recommended authorizing an increase in allocation
to construct canopy improvements to conduct the annual Household
Hazardous Waste Day at the Rice Arena in the amount of $2,040.00.

Without objection the Committee amended the agenda to add a speed
limit on Idaho, Drainage Project on St. Raymond, discussion on Hamic
Railroad crossing and an amendment to the inmate agreement with the
Sheriff.
The Committee recommended declaring that the used dump truck kept
at the maintenance barn be considered salvage and donate it to the
Village of Estherwood.
The Road Manager advised that cost estimate to stripe a mile road
was in the vicinity of $3,000.00 including reflectors.
The Committee authorized the Road Manager prepare proposals to
stripe an estimated ten miles of primary roads.
The Road Manager indicated that a request was made to clean a
portion of Conrad Road. He indicated that there was concern as to
whether a portion of the road in question was a public road.
The Committee recommended authorizing enforcement of Obnoxious
Weed Ordinance as part of the Office of Emergency Preparedness.
The Committee recommended approving the work report for February.
The Committee discussed the possibility of an upcoming major road
improvement project estimated in the amount of $5,000,000.00.
Members of the Committee and other members of the Jury discussed the
possibility of using surface treatment as opposes to new
construction. It was noted that 90 miles of Phase I roads had not
been resealed since the repair work in 1996.
The Parish Engineer Karl Aucoin advised that the cost of surface
treatment would run somewhere between $20,000 to $35,000. He also
advised that work should be done on Ellis Road, L. Boudreaux Road
and Fournerat Road as well as Benton Road to repair certain decaying
conditions.
The Committee recommended authorizing Aucoin & Associates to
prepare plans and specifications to construct surface treatment
improvements on road ways repaired in Phases I and II and certain
roads needing reconstruction.
The Committee recommended authorizing Bond Counsel prepare a
funding issue in the amount of $5,000,000.00 to construct additional
road repair and improvements.
The Committee recommended a 25 mph speed limit on Idaho Road.
The Committee recommended Drainage Project 2006-5 on St. Raymond
Road at an estimated cost of $2,588.00.
It was asked that the Hamic railroad crossing not be forgotten.
The Committee was encouraged to support the effort.
A request was made to assist in the cost to provide an increase
in pay for the deputy who supervises the Parishes Inmate Program.
The Committee recommenced authorizing an amendment to the agreement
with the Sheriff to administer the inmate program to cover increase
labor cost at an estimated amount of $1,000.00.
