The Public
Facilities/Building & Grounds Committee of the Acadia Parish Police
Jury met in public session at 6:30 P.M. on Wednesday, May 10, 2006,
in the Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained
in this report were taken, reviewed and discussed by the Public
Facilities/Building & Grounds Committee and are to be presented as
agenda items. Motion carried.

Without objection the Committee amended the agenda to add
discussion relative to the maintenance of the Rice Museum Building.
The Chairman advised that Mosquito Control was prepared to
construct an airplane hanger at the LeGros Airport. He also advised
that Savant Construction submitted a proposal in the amount of
$38,500.00.
Mosquito Control Director Antoinette Derouen advised that two
additional proposals had been solicited that far exceeded the
budgetary amount.
The Committee recommended authorizing construction of the
mosquito control airplane hanger by Savant Construction, LLC, in the
amount of $38,500.00. It was suggested that the Director contact
additional builders for possible quotes.
Airport Commission Chairman Ron Lawson advised members that the
airport property had not been well maintained. He also advised that
the well kept area in and around the runways were also in need of
attention. On behalf of the Commission, he asked that the Police
Jury consider a joint purchase of additional equipment to maintain
the property.
The Committee recommended authorizing the funding allocation and
joint purchase for one 15 ft. mower under state contract providing
half of the total cost.
Mr. Ron Lawson further advised that major drainage improvements
would be needed on certain areas of the airport facility. He noted
that government payments from the Farm Program went to an operator
who attempted to maintain the property but was unable. The
Commission was in the process of soliciting individuals to aide in
mechanical and chemical clearing of certain areas.
It was strongly advised by members of the Committee that an
in-house effort be made to control the vegetation.
No formal recommendation was made.
The Committee recommended authorizing the painting and minor
repairs to the Rice Museum property with the use of inmate labor.

A motion was
offered by Mr. Alton Stevenson, seconded by Mr. A. J. Broussard to
adjourn into executive session to discuss the disciplinary matter
related to a Landfill employee. A roll call vote was cast and all
members voted in the affirmative.
The meeting was reconvened by Chairman Cade Benoit.
The Committee recommended the termination of Mr. Byron Batiste
for disciplinary cause.
Juror Broussard advised that interviews were conducted for the
position of Landfill Equipment Operators earlier that afternoon.

The Committee recommended the award of low bid to RDK Municipal
Truck Center for the purchase of one new roll-off truck in the
amount of $106,150.00.

Police Jury met immediately following the Solid Waste/Environmental
Committee on Wednesday, May 10, 2006, in the Courthouse Building,
Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained
in this report were taken, reviewed and discussed by the Public
Works/Road & Bridge Committee and are to be presented as agenda

Without objection the Committee amended the agenda to consider
signage in the Link Community, a request to fund road improvements
on Morrow Road, pipe purchase for St. Jules Road and additional
equipment purchases.
Juror Cade Benoit advised that state signs in the Link Community
were either missing or stolen and he asked that the state be
notified of the problem.
Juror A. J. Broussard requested that the Committee consider
applying for grant money and obtaining additional right-of-way to
construct improvements on the gravel portion of Morrow Road leading
to Zaunbrecher Bridge. He further asked that the road be added
higher onto the priority list in Phase III B.
The Committee recommended authorizing that state and federal
grant and right-of-way search be conducted and prioritization of
Morrow Road in order to construct improvements under Phase III Part
B.
The Committee recommended authorizing culvert purchases for St.
Jules Road in the amount of $2,981.00.
The Committee further authorized additional funding for the
purchase of excavator accessories in the amount of $8,000.00.
