The LEGISLATIVE COMMITTEE of the Acadia Parish Police met on Wednesday, October 11, 2006, in the Courthouse Building. Police Jury Meeting Room

Mr. Lee Hebert, Emergency Management Director and Head Building Permit Officer advised the Committee that the majority of Parish municipalities wanted to partner with the Parish to enforce the required building codes. He indicated that the State of Louisiana was negotiating with IBTS, a consulting firm, to perform start-up assistance for public jurisdictions in need of technical assistance and that money may be available for the help.

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Legislative Committee and are presented as agenda items. Motion carried.

     1.  The committee recommended authorizing the Emergency
          Management Director and head Building Permit Officer to develop
          a partnership with Parish municipalities and consolidate efforts to
          enforce the required building codes as set forth in Act 12 of the
          State legislature.

     2.  The committee recommended the introduction of an ordinance
          providing for the adoption and enforcement of the building codes
          required by Act 12 of the Legislature.

THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE COMMITTEE, THE CHAIRMAN ADJOURNED THE MEETING UNTIL THE NEXT REGULARLY SCHEDULED COMMITTEE MEETING.
 



The PUBLIC WORKS ROAD AND BRIDGE COMMITTEE met immediately following the Legislative Committee on Wednesday, October 11, 2006, in the Courthouse Building, Police Jury Meeting Room, Crowley

It was motioned and duly seconded that all action items contained in this report were taken, reviewed and discussed by the Legislative Committee and are presented as agenda items. Motion carried.

PUBLIC WORKS ROAD AND BRIDGE COMMITTEE

Without objection the Committee added the following items to the agenda:

     A.  Right-of-Way, Morrow Road
     B.  Bridge replacement update
     C.  Maintenance in municipalities
     D.  1988 tax referendum

     1.  The Committee recommended the adoption of the annual NBIS
          Compliance Resolution relative to the Federal Off System Bridge
          Rehabilitation Program.

The Chair noted a letter received from the Clerk of Court asking for office space in the event certain space would be vacated in the Courthouse. President Chambers voiced opposition to the vacation of certain offices in the Courthouse. The Chair suggested the topic be taken up at a following meeting.

Juror A. J. Broussard advised the committee of the need for an additional 15 feet of right-of-way on Morrow Road to construct blacktop improvements. Mr. and Mrs. William Nevitt were in attendance but made not commitment to providing additional easement.

The Road Manager reported that the off-system bridges were scheduled to be let in 2008 and 2009. He also pointed out that maintenance work on roads in municipalities was not uncommon and that he will continue unless otherwise directed.

Mr. Charles Labbe, Clerk for the Town of Church Point, made reference to the 1988 solid waste tax rededication noting that it passed by a large majority in his community. He presented certain questions to members of the committee.
