public session at 6:30 P.M. on Wednesday, August 15, 2007, in the
Courthouse Building, Police Jury Meeting Room, Crowley.

Mr. Doug Wimberly, Attorney for the Police Jury, stated that the
Police Jury does not have power to enact or adopt any Ordinance
related to land use restrictions or zoning. A comprehensive plan
would have to be put in place or any ordinance adopted would be
thrown out of court.
Senator Nick Gautreaux received calls regarding Associated Marine
Institute and reviewed issues he has seen within other surrounding
areas.
The Committee recommended that the President request an Attorney
General’s opinion regarding the proposed safety ordinance.

Juror Alton Stevenson stated that he had reviewed comp time
reports and that comp time has not been misused.
The Committee recommended looking into other parishes policies.
The committee will come back at a later date with more information
on comp time and will set a pay schedule for administrative
employees.
The Committee recommended pay increases for the following
employees: Francis Reed $8.50 per hour, Leroy Simon $9.50 per hour,
Tommy Deaville $9.50 per hour and Waylon Thibodeaux $10.45 per hour.
The Committee adjourned into executive session to discuss
employee discipline. The committee reconvened the meeting and no
action was taken.
The Committee recommended the Clinic take a ½ day off on Friday,
September 7, 2007, due to Frog Festival parking.

The Committee recommended revising the agenda to include a bonds
man renting or buying ½ acre land at the new jail site and a report
on the Annex building.
Mr. Robert Bergeaux, Road Manager, gave a report on renovations
to the TRIAD Building.
No action was taken regarding the request from a bonds man to
rent a ½ acre of land at the new jail site.
Registrar Billie Meyer stated that she will contact the Mayor of
Crowley to gather information in order to apply for a grant from
Restore America and will report back to the full Jury.

Waste/Environmental Committee of the Acadia Parish Police Jury
met immediately following the Public Works/Road & Bridge Committee
on Wednesday, August 15, 2007, in the Courthouse Building, Police
Jury Meeting Room, Crowley.

Waste/Environmental Committee and are to be presented as agenda

Mr. Tim Mader, Solid Waste Engineer, gave a report on curbside
recycling. If the Parish continued with no curb-side recycling the
total operational cost of the Landfill would be $27,000,000 from
years 2007-2072. If the Parish started a curb-side recycling
program, the total operational cost of the Landfill would be
$73,000,000 from years 2007-2072. Over 65 years, this is an average
of $708,000 per year.
Mr. Mader reviewed revisions, comments and questions that Jurors
had regarding parish-wide collection, transportation and disposal of
residential/commercial solid waste in Acadia Parish.
The Committee reviewed the bid process for solid waste
residential/commercial collection which included three options to
choose from.
The Committee recommended Option 1-that all matters regarding the
new collection contract go through committee first which will be the
longest process.
The Committee discussed liquidated damages for breach of contract
regarding the following: collections prior to 4:00 a.m., failure to
collect missed pickups, repetition of valid complaints, failing to
provide a 3-man crew for manual pickup and bringing in outside waste
into the Landfill.
The Committee recommended the following penalties: $250.00 for
collections, $250.00 for missed pickups, $250.00 for repetition of
complaints, $50.00 for failing to provide a 3-man crew and $5,000.00
for bringing in outside waste.
