The Finance Committee of the Acadia Parish Police Jury met in
public session at 6:30 P.M. on Wednesday, October 10, 2007, in the
Courthouse Building, Police Jury Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained
in this report were taken, reviewed and discussed by the Finance

Mr. Chuck Mitchell with New Frontier Oil are interested in buying
property from the Police Jury in Mermentau to be used as a Waste

The Personnel Committee of the Acadia Parish Police Jury
met immediately following the Finance Committee Meeting on
Wednesday, October 10, 2007, in the Courthouse Building, Police Jury
Meeting Room, Crowley.
It was motioned and duly seconded that all action items contained
in this report were taken, reviewed and discussed by the Personnel

The Committee recommended the hiring of Mr. Jarrod James and Mr.
Sylvester Carter as Equipment Operators at the Branch Barn at a
starting salary of $8.00 per hour provided all hiring requirements
are met.
Mr. Robert Bergeaux, Parish Road Manager, stated that Mr. Larry
Hebert, Parish Bridge Inspector/Sign Man, will be retiring due to
illness. Mr. Bergeaux stated that he contacted DOTD and that we
could contract the person from the state who is retired. Bridges are
inspected every six months.
It would cost the Parish $3,000 for four weeks and at least three
times a year.
Invite Bradley Lavergne to the next Committee Meeting.
The Committee recommended the advertising for a Bridge
Inspector/Sign Person for $8.00 per hour.
Discussion ensued regarding the salary of the Human Resource
position. Ms. Phyllis Klumpp has agreed to take on the position as
well as Planning Commission duties.
The Committee recommended raising Ms. Phyllis Klumpp’s salary to
$11.00 per hour effective October 16, 2007.
Mr. Raymond Breaux, Solid Waste Supervisor, recommended hiring
Mr. Gus LeJeune at the Acadia Parish Landfill Ms. Judith
Pierre-August at the Acadia Parish Recycling Center.
The Committee recommended the hiring of Mr. Gus J. Lejeune as
Heavy Equipment Operator at the Acadia Parish Sanitary Landfill at a
starting salary of $9.00 per hour and Ms. Judith Pierre-August as
Material Handler at the Acadia Parish Recycling Center at a starting
salary of $8.00 per hour provided all hiring requirements are met.

The Committee revised the agenda to consider request from the
Airport Commission for the installation of culverts and Dr. Ed
Moody’s property and a report from Karl Aucoin.
Mr. Ron Lawson, Airport Chairman, showed the Committee pictures
of erosion around culverts that were installed at the airport. A
request has been made by owners of hangars to close in the ditch
with a catch basin.
The Committee recommended not to exceed $4,000.00.
The Committee recommended a 25 mph speed limit on Harmon Road
between Hwy. 370 (McMillan) and Hwy. 98 (Maxie).
Mr. Karl Aucoin, Parish Road Engineer that a final inspection was
made on Phase III B and requested acceptance as substantially
complete with a punch list.

The agenda revisions included Chairman attend an architecture
meeting a the Crowley Health Unit and repairs to the old jail.
Mr. Joey Webb, Treasurer, stated that the windows at the old jail
needed to be dressed up. We may be able to apply for a Louisiana
Recovery Grant for $180,000 for that building.
The Committee suggested getting prices for possible sheet metal
for windows.
No action was taken on security for the Courthouse.
The Chairman was asked to attend an architecture meeting at the
Crowley Health Unit for ideas on building a new health unit.

PUBLIC SAFETY
The President stated that the Dangerous Dog Ordinance that is in
affect was done incorrectly and that it would have to be brought
back before the Jury in order to make corrections and adopt into the
minutes.
Mr. Tom Regan, Crowley City Attorney, would like to see the
Cities and Parish have the same wording in the Ordinance.
The President stated that we must correct the Ordinance we have
then a meeting could be called to get the wording the same between
the municipalities.
The Ordinance will be brought back up at the next regular
meeting.

Mr. Tim Mader, Mader Engineering, distributed reports on the bid
opening held October 9, 2007, for the new Solid Waste Collection
Contract.
The best option for the Jury would be Proposal No. 4 with IESI in
the amount of $189,085.72 or $2,269,028.64 per year for Fully
Automated Collection Service, excluding Bulky Waste and Yard Waste
Collection Services.
It has been discussed that the services that have been excluded
the Police Jury would have to operate its own waste collection. A
total of $550,000 will have to be spent to purchase five trucks for
the collection of the excluded services.

is derived from $550,000 inflated at 3% per year for 5 years, and
assumes no interest earned on the replacement fund balance.

follows:
The difference in the low bid for Proposal No. 5 (Unlimited
and Unrestricted Collection Service) and the low bid for
Proposal No. 4 (Fully Automated Collection Service, Excluding
Bulky Waste, Yard Waste, C & D Waste, etc.) is:
$309,151.32 - $189,085.72 = $120,065.60 per month =
$1,440,787.20 per year,
which is virtually double the preliminary estimated cost for
a Parish operation to provide approximately the same
(Contractually Excluded) services.
The Committee recommended approval of Proposal No. 4 submitted by
IESI in the amount of $189,085.72 for Automated Collection Service
with the Parish excluding bulky waste, yard waste & C & D waste at
this time.
