The Airport Advisory Committee of the Acadia Parish Police Jury met at 6:30 P.M. on Tuesday, August 4, 2009, in the Police Jury Meeting room. Present were Messrs. Cade Benoit, Chairman, Kermit Richard, Thomas Sonnier, Felton Moreau, Dr. Ed Moody II, and Lewis Broussard. Absent was Mr. Austin Cormier.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Thomas Sonnier, that the Police Jury establish land use lease rates at LeGros Memorial Airport at the price of seven cents per square foot ($0.07).

Mr. Scott Schumacher addressed the members of the committee regarding the recently completed Market Rental Analysis of the airport.

The members of the committee instructed the Parish Attorney Doug Wimberly to develop a standard lease for use at the LeGros Memorial Airport to be presented to the Police Jury.

The Legislative Committee of the Acadia Parish Police Jury met following the Airport Advisory Committee on Tuesday, August 4, 2009, in the Police Jury Meeting Room. Present were Messrs. Terry L. Lacombe, Chairman, John Quebodeaux, and Thomas Sonnier.

A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas Sonnier, to recommend to the Police Jury that the agreement with Grant Finders LLC d/b/a Karla Cormier & Associates be cancelled as per the terms contained in the contract.

A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas Sonnier, that the Police Jury advise the Rice Arena Board that alcoholic beverages can no longer be sold at the Rice Arena.

The Road & Bridge Committee of the Acadia Parish Police Jury met following the Legislative Committee on Tuesday, August 4, 2009, in the Police Jury Meeting Room. Present were Messrs. Cade Benoit, Chairman, Felton Moreau and Kermit Richard.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau, that the Police Jury adopt a resolution requesting the Louisiana Department of Transportation and Development to accept Port Road into the State road system.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau, requesting that the Police Jury authorize the Secretary-Treasurer to advertise for the purchase of one used motorgrader for the Iota Barn.

The Parish Attorney Doug Wimberly discussed the expropriation of property along Morrow Road. Mr. Wimberly explained that the Police Jury would need to adopt a resolution stating that portions of Morrow Road need to be widened due to the fact that there have been several accidents. It is a highly traveled bus route, and there is a safety issue involved if the road is not widened.

A motion was offered by Mr. Felton Moreau, seconded by Mr. Kermit Richard, that the Police Jury adopt a resolution stating the facts that Morrow Road needs to be widened due to safety concerns.

Parish Road Manager Michael "Pee Wee" Schexnider gave a monthly report on roads, bridges, and other matters of interest to the Committee.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau, instructing the Parish Road Manager to obtain quotes for the removal of an old bridge and the replacement of the bridge with rail cars on Ellis Road.

The Solid Waste Committee of the Acadia Parish Police Jury met following the Road & Bridge Committee on Tuesday, August 4, 2009, in the Police Jury Meeting Room. Present were Messrs. Felton Moreau, Chairman, Alton Stevenson, and A.J. Broussard.

Mr. Tim Mader, Solid Waste Engineer, provided a copy of a letter to the members of the Committee from IESI agreeing to a house count of 23,676 and to the CPI adjustment for the year being a decrease of -0.24%. The letter further requested that the implementation date be August 1st instead of March 1st.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. A.J. Broussard, that the Police Jury approve the house count and CPI index that is proposed in the IESI letter and further provides that the request of IESI to have the start date be August 1st instead of March 1st be taken under advisement and refered to a committee of individuals made up of the Solid Waste Engineer, the Parish Engineer, the Parish Auditor, and the Secretary-Treasurer to report to the Solid Waste Committee at its next meeting.

A discussion was held regarding the Crowley and Rayne Recycling Centers being open on Saturdays. The Rayne Recycling Center is open one Saturday each month and the average is one person dropping off materials at the center on Saturdays.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. A.J. Broussard, that the Police Jury close the Rayne Recycling facility on Saturdays, and have two people working at the Crowley Recycling facility on Saturdays and to advertise that the Crowley facility is open each Saturday.

The Finance Committee of the Acadia Parish Police Jury met following the Solid Waste Committee on Tuesday, August 4, 2009, in the Police Jury Meeting Room. Present were Messrs. Cade Benoit, Chairman, Thomas Sonnier, and Felton Moreau.

The members of the Committee discussed a recently passed state law that would provide crawfish producers with certain sales tax exemptions.

A motion was offered by Mr. Felton Moreau, seconded by Mr. Thomas Sonnier, to take under advisement any action on exempting crawfish producers at this time from the Parish Sales Tax.

A motion was offered by Mr. Thomas Sonnier, seconded by Mr. Felton Moreau, authorizing the President to sign an approval of assignment of an Oil, Gas, and Mineral Lease from Hilliard Acquisitions II LLC to Key Operating & Production Company, LLC.

A motion was offered by Mr. Felton Moreau, seconded by Mr. Thomas Sonnier, authorizing the Secretary-Treasurer to advertise for bids for the purchase of one new Aisle Saver Storage Unit for use in the Clerk of Court’s office.

A letter was submitted by the Town on Duson to the Police Jury requesting that the Police Jury provide assistance with the project regarding the interchange lights for I-10 at La 95 in Duson, commonly known as the Duson exit. The project cost is $776,000.00 with the Town of Duson having to pay 10% of the construction cost.

A motion was offered by Mr. Thomas Sonnier, seconded by Mr. Felton Moreau, that the Police Jury pay 50% of the $77,600.00.
