The Airport Advisory Committee of the Acadia Parish Police Jury met at 6:30 o’clock PM on Tuesday, February 3, 2009, in the Police Jury Meeting room. Present were Lewis Broussard, Kermit Richard, Thomas Sonnier, Cade Benoit, Felton Moreau and Dr. Ed. Moody, II. Absent was Austin Cormier.

The Police Jury Secretary-Treasurer, Terry L. Lacombe, called the meeting to order and proclaimed that the first order of business was the election of a Committee Chairman.

Mr. Felton Moreau offered a motion to appoint Mr. Cade Benoit by acclamation. The motion was seconded by Mr. Kermit Richard and carried.

The first item of business was a report given by Mr. Terry L. Lacombe regarding the current status of grass cutting, water service, sewer problems and electrical concerns at LeGros Memorial Airport. Mr. Lacombe also read an email from Mr. Gerald Babin, PEC Engineers, regarding future project set for funding at the Airport.

Mr. Scott Schumacher, a lessee at the Airport, gave a report on various activities and issues at LeGros. He also provided information on an aerobatics competition that will be held March 30th thru April 3rd at the airport.

Ms. Karla Cormier, Karla Cormier & Associates, discussed the possibility of obtaining grants for items such as sewer upgrades and instrumentation landing services.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Thomas Sonnier and carried, to pay the expenses of two individuals to attend the FAA Partnership and Training Conference in Dallas, Texas, March 23-27th. Mr. Lewis Broussard, a Committee member, and Ms. Peggy Romero, Police Jury office staff, are scheduled to attend.

The Building & Grounds Committee of the Acadia Parish Police Jury met following the Airport Advisory Committee on Tuesday, February 3, 2009, in the Police Jury Meeting Room. Present were Mr. John Quebodeaux, Mr. Alton Stevenson and Mr. Felton Moreau.

A motion was offered by Mr. Felton Moreau, seconded by Mr. John Quebodeaux, to cancel the cleaning contract with C & J Commercial Cleaning effective February 28, 2009, with Mr. Alton Stevenson voting no.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. Felton Moreau and carried, to accept the proposal of H & H Electrical Service, Inc., to provide electrical services to the Annex Building which includes, but is not limited to, fixtures, lamps, switches, receptacles, computer outlets with cat 6 cable and connections, single phase panel, three phase disconnects for heater and air conditioning, boring to power company pole, including labor and material.

Ms. Billie Meyer, Registrar of Voters, gave a progress report on the Annex Building renovations.

The Police Jury Secretary-Treasurer provided an update on the funding for renovations of the old jail facility.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. Felton Moreau and carried, to authorize the Secretary-Treasurer to get proposals for the cleaning and painter of the exterior of the Acadia Parish Courthouse.

      The Insurance Committee of the Acadia Parish Police Jury met following
      the Building & Grounds Committee on Tuesday, February 3, 2009, in the Police
      Jury Meeting Room. Present were Mr. A. J. Broussard, Mr. John Quebodeaux,
      Mr. Kermit Richard and Mr. Terry Lacombe. Absent was Mrs. Ruby Dalcour.

      Ms. Nancy Pratt, Risk Services of Louisiana, Inc., informed the Committee 
      members that the Police Jury’s rate for Commercial Automobile coverage would
      remain flat for the next year.

      A motion was offered by Mr. Kermit Richard, seconded by Mr. John Quebodeaux,
      to accept the proposal of Stone Oak Underwriters, LLC, in the amount of
      $44,822.00 and further to adopt a resolution authorizing the Secretary-Treasurer
      to execute and sign the Uninsured/Underinsured Motorist Bodily Injury Coverage
      Form as provided under LSA R.S. 22:680.

     The Legislative Committee of the Acadia Parish Police Jury met following
    the Insurance Committee on Tuesday, February 3, 2009, in the Police Jury
    Meeting Room. Present were Mr. Terry L. Lacombe, Mr. John Quebodeaux,
    and Mr. Thomas Sonnier.

    The Committee members discussed the two upcoming tax renewal elections
    to be held April 4, 2009.

    Proposition No. 1 calls for the renewal of a 10 year, 2.12 mill tax for the
    operation and maintenance of the Cooperative Extension Service Building
    and the Multipurpose (Rice Arena) Building.

    Proposition No. 2 calls for the renewal of a 10 year, 2.12 mill tax for the  
    operation   and maintenance of the Health Units, Animal Control Facility and
    Inmate medical bills. It was pointed out that if the renewal was passed money
    provided would be used to partially finance the construction of a new Parish
    Health Unit to be located near the new Correctional Facility in Crowley.

    A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas Sonnier,
    that notices be placed with the local news media to inform the citizens of the
    Parish that these propositions are renewals and that a new health unit is planned
    to be constructed with the tax proceeds.

   The Personnel Committee of the Acadia Parish Police Jury met following the  
   Legislative Committee on Tuesday, February 3, 2009, in the Police Jury Meeting
   Room. Present were Mr. Cade Benoit, Mr. Alton Stevenson and Mr. John 
   Quebodeaux.

   A motion was offered by Mr. John Quebodeaux, seconded by Mr. Alton Stevenson, 
   to recommend adoption of the revised Personnel Manual as submitted for review
   by  the Secretary-Treasurer.

    The Road & Bridge Committee of the Acadia Parish Police Jury met following
    the Personnel Committee on Tuesday, February 3, 2009, in the Police Jury Meeting
    Room. Present were Mr. Cade Benoit, Mr. Felton Moreau and Mr. Kermit Richard.

    A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau, to 
    instruct the Parish Engineer, Parish Attorney and the Secretary-Treasurer to   
    recommend revisions to the Parish Road Use Ordinance and report back to the 
    Committee with recommendations next month.

     A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau, to  
     place the Avenue H Bridge at Bayou Blanc in the City of Crowley in the Parish’s 
     Federal Off-System Bridge Replacement Program "programmed" list for repair or
     replacement.

      The Solid Waste Committee of the Acadia Parish Police Jury met following
      the Road & Bridge Committee on Tuesday, February 3, 2009, in the Police Jury
      Meeting Room. Present were Mr. Felton Moreau, Mr. Alton Stevenson and Mr.
      A. J. Broussard.

      The Committee discussed the ordinance requiring material of any kind to be
      covered and secured while being transported to the Landfill. More emphasis
      must be placed on public awareness regarding this Ordinance.

      Currently the Landfill hours of operation are Monday thru Friday, 7:00 to 4:30
      and on Saturday from 7:00 to 2:00.

      A motion was offered by Mr. A. J. Broussard, seconded by Mr. Alton 
      Stevenson, to recommend extending the Landfill hours on Saturdays during the 
      Summer from 2:00 to 4:30. Sunday hours would remain 9:00 to 2:00.

      Mr. Tim Mader, Solid Waste Engineer, gave reports on the meetings with IESI
      and also on the Solid Waste data to be placed in the local newspapers regarding
      household and bulky waste collection services.

    The Finance Committee of the Acadia Parish Police Jury met following the
    Solid Waste Committee on Tuesday, February 3, 2009, in the Police Jury Meeting
    Room. Present were Mr. Cade Benoit, Mr. Thomas Sonnier and Mr. Felton Moreau.

    A motion was offered by Mr. Felton Moreau, seconded by Mr. Thomas Sonnier,
    recommending the adoption of a resolution authorizing the President to sign a
    new Fiscal Agency Agreement with all banks domiciled in Acadia Parish.

    The Secretary-Treasurer read an email from Architect Mark Lalande giving an
     update on the Construction Contract at the new Correctional Facility.
