The Airport Advisory Committee of the Acadia Parish Police Jury met at 6:30 o’clock PM on Tuesday, May 5, 2009, in the Police Jury Meeting room. Present were Cade Benoit, Kermit Richard, Thomas Sonnier, Felton Moreau and Lewis Broussard. Absent were Dr. Ed Moody, II and Mr. Austin Cormier.

Mr. Shannon Guidry, Manager, Landry Aero, presented the Committee members with a plan for relocation at LeGros Airport. The plan calls for renovation of an existing leased structure at the Airport. The Committee instructed the Secretary-Treasurer to contact the current lessee of the building to see if it would be feasible for him to move his operations to another area of the Parish.

The Committee recommends authorizing the Secretary-Treasurer to hire Mr. William Elliott to conduct appraisals at the Airport to establish the Fair Market Value for hangar and ground space at the Airport.

Mr. Jacques deMoss with Gravity Sports Skydiving Center addressed the Committee about his company beginning operations at the Airport.

A motion was offered by Mr. Felton Moreau, seconded by Mr. Kermit Richard, to authorize the Secretary-Treasurer and Parish Attorney to work with Mr. deMoss to lease possible available building space at the Airport or construct a portable building for interim operations.

The Building & Grounds Committee of the Acadia Parish Police Jury met following the Airport Advisory Committee on Tuesday, May 5, 2009, in the Police Jury Meeting Room. Present were Messrs.  John Quebodeaux,  Alton Stevenson and Felton Moreau.

Judge Glennon Everett representing the Judges in the Fifteenth Judicial District addressed the Committee members regarding security in the Courthouse.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. Felton Moreau, that a Special Committee be appointed and report to the Police Jury in July with recommendations regarding the security at the Courthouse. The Committee will be chaired by John Quebodeaux and to include Alton Stevenson, Representative from the Sheriff’s Office, Fire Marshal Representative, Judge Kristian Earles, Homeland Security Director and the Secretary-Treasurer.

Registrar of Voters Billie Meyer gave a report on the current Annex Building Renovations.

A motion was offered by Mr. Felton Moreau, Mr. John Quebodeaux, to use Terry Monceaux with Monceaux Construction to complete carpentry work in the Annex Building.

       The Legislative Committee of the Acadia Parish Police Jury met following
       the Building & Grounds Committee on Tuesday, May 5, 2009, in the Police Jury
       Meeting Room. Present were Messrs. Terry L. Lacombe, John Quebodeaux, and
       Thomas Sonnier.

       A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas  
       Sonnier and unanimously adopted, to add an item to the agenda. The item
       was a resolution request from the Acadia Parish School Board.

RESOLUTION

BY MESSRS: JOHN QUEBODEAUX AND THOMAS SONNIER

         RESOLUTION OF THE LEGISLATIVE COMMITTEE OF THE ACADIA PARISH
     POLICE JURY IN SUPPORT OF HOUSE BILL 745 OF THE REGULAR SESSION OF
  THE LEGISLATURE OF 2009 URGING THE LEGISLATURE AND THE STATE OF LOUISIANA TO ALLOW LOCAL TAX COLLECTING AUTHORITIES TO CONTINUE
   THE COLLECTION, AND DISTRIBUTION OF LOCAL SALES TAX AND MATTER RELATING THERETO.

       WHEREAS, the Constitution of the State of Louisiana grants local government
       the right to levy and collect local sales and use taxes, and

       WHEREAS, sales and use revenues for the municipalities within Acadia  Parish  
       represent a large portion of total operating funds and tax revenue, and

       WHEREAS, local administration and collection of sales and use taxes are the 
       best means to protect a very important revenue source; and

      
WHEREAS, the use of external auditors is necessary for the collection of sales 
       tax in multiple jurisdictions, and tax collecting authorities may negotiate and
       enter into agreements regarding these services; and

        WHEREAS, local governments may lose significant revenues if the use of  
        external auditors is restricted; and

         WHEREAS, State Representative Pearson is sponsoring HB 745 to clarify 
         existing laws relative to the use of external auditors.

         THEREFORE, BE IT RESOLVED by the Legislative Committee of the Acadia    
         Parish Police Jury, with all eight Police Jury members present, urge and request
         every member of our Legislative Delegation to vigorously support this         
         legislation thereby confirming the authority of local administration to continue
         to collect sales and use taxes as before.

         BE IT FURTHER RESOLVED that a copy of this Resolution will be sent to our 
         Legislative Delegation, Acadia Parish Municipalities, Louisiana School Board 
         Association and Louisiana Police Jury Association so that they may be aware
         of our position on this matter.

       The Mosquito Control Committee of the Acadia Parish Police Jury
       met following the Legislative Committee on Tuesday, May 5, 2009, in the
       Police Jury Meeting Room. Present were Messrs. Felton Moreau, Cade Benoit
       and Kermit Richard.

       A motion was offered by Mr. Cade Benoit, seconded by Mr. Kermit Richard and   
       carried, to instruct the Secretary-Treasurer to advertise for the sale of the 
       Mosquito Control Airplane on an "as is" basis.

        The Road & Bridge Committee of the Acadia Parish Police Jury met following
        the Mosquito Control Committee on Tuesday, May 5, 2009, in the Police
        Jury Meeting Room. Present were Messrs. Cade Benoit, Felton Moreau
        and Kermit Richard.

         Mr. Al Ritter addressed the Committee members and presented a petition
         requesting that Croughan Road be hardsurfaced.

         Mr. and Mrs. John Williams addressed the Committee members regarding
         flooding issues on Moise Road.

         A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau
         and carried, that the Police Jury assist the Egan Drainage District with the
         maintenance of the road leading to the Jonas Cove/Leger Cemetery.

         A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau,  
        to authorize the Secretary-Treasurer to obtain bids for the purchase of
        an asphalt concrete application machine.

        A public hearing was held prior to the meeting regarding the abandonment of  
        Christine Road. No public comments were made at the hearing.

        A motion was offered by Mr. Felton Moreau, seconded by Mr. Kermit Richard
        and carried, to abandon Christine Road.

        A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau,
        to instruct the Parish Attorney to revise the current road use ordinance to 
        provide that the bond will be set at 10% of the job cost with a minimum of
        $5,000.00 with pictures taken before the project commences and again after
        the project is completed.

         The Finance Committee of the Acadia Parish Police Jury met following the
         Road & Bridge Committee on Tuesday, May 5, 2009, in the Police Jury Meeting
         Room. Present were Messrs. Cade Benoit, Felton Moreau and Thomas Sonnier.

         A motion was offered by Mr. Felton Moreau, seconded by Mr. Thomas Sonnier,
         that an engineer/architect be hired to complete the plans, etc. for the
         construction of a new Acadia Parish Health Unit.

           THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE COMMITTEE,
           THE CHAIRMAN ADJOURNED THE MEETING UNTIL THE NEXT REGULARLY
