The Legislative Committee of the Acadia Parish Police Jury met at 6:30 P.M. on Tuesday, May 4, 2010, in the Police Jury Meeting Room. Present were Messrs. Terry Lacombe, Chairman, Thomas Sonnier, and John Quebodeaux.

A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas Sonnier and carried, that the Police Jury make changes to the Occupational License Ordinance as proposed by the Parish Attorney.

A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas Sonnier and carried, that the Police Jury make changes to the Animal Control Ordinance as presented by the Parish Attorney and Parish Animal Control Officer, Mr. Tommy Primeaux, along the lines of the Calcasieu Parish Ordinance.

A motion was offered by Mr. John Quebodeaux, seconded by Mr. Thomas Sonnier and carried, authorizing and instructing the Parish Attorney to prepare a draft ordinance regarding the payment of medical bills by inmates at the Parish Jail.

THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE COMMITTEE, THE CHAIRMAN ADJOURNED THE MEETING UNTIL THE NEXT REGULARLY SCHEDULED COMMITTEE MEETING.

The Road and Bridge Committee of the Acadia Parish Police Jury met following the Legislative Committee on Tuesday, May 4, 2010, in the Police Jury Meeting Room. Present were Messrs. Cade Benoit, Chairman, Felton Moreau, and Kermit Richard.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau and carried, authorizing Mr. Ryan Fuselier with C.H. Fenstermaker to request an extension of time on the project known as the Fabacher Road Bridge Project.

A motion was offered by Mr. Kermit Richard, seconded by Mr. Felton Moreau and carried, that the police Jury accept the Chip Seal priority listing as proposed by the Parish Road Manager.

A motion was offered by Mr. Felton Moreau , seconded by Mr. Kermit Richard and carried, that the Police Jury accept the request of Spectra Energy regarding the hardsurfacing of Charles Houssiere & Arthur latrell Roads. The Committee recommends that the Parish Attorney draw up the necessary paperwork for this project and further that Aucoin & Associates draw up the necessary plans and specifications and receive proposals for the hardsurfacing of these two roads.

A motion was offered by Mr. Felton Moreau , seconded by Mr. Kermit Richard and carried, to accept the proposal of Affordable Structures of Acadiana LLC in the amount if $42,916.00 for a building to house overlay equipment.

The Solid Waste Committee of the Acadia Parish Police Jury met following the Road and Bridge Committee Tuesday, May 4, 2010, in the Police Jury Meeting Room. Present were Messrs. Felton Moreau, Chairman, Kermit Richard, and A. J. Broussard.

A motion was offered by Mr. Kermit Richard, seconded by Mr. A. J. Broussard and carried, to authorize Mader Engineering to prepare plans and specifications and receive proposals for the excavation of Phase III Liner Cell at the Acadia Parish Landfill.

A motion was offered by Mr. Kermit Richard, seconded by Mr. A. J. Broussard and carried, to approve the request of IESI for a 2.3% CPI increase effective March 1, 2010.

A motion was offered by Mr. Kermit Richard, seconded by Mr. A. J. Broussard and carried, to table item number three regarding IESI service unit count.

A motion was offered by Mr. A. J. Broussard, seconded by Mr. Kermit Richard and carried, to authorize the Solid Waste Department to develop proposals for equipment and materials to be used for Alternative Daily Cover at the Acadia Parish Landfill.

The Committee discussed the letter from IESI regarding IESI’s intention to construct and operate a no-processing transfer station at its facility west of Crowley. The Committee expressed its opposition to the project.

The Finance Committee of the Acadia Parish Police Jury met following the Solid Waste Committee on Tuesday, May 4, 2010, in the Police Jury Meeting Room. Present were Messrs. Cade Benoit, Chairman, Thomas Sonnier, and Felton Moreau.

The Committee evaluated the Administrative Proposals for Gustav & Ike.

A motion was offered by Mr. Felton Moreau, seconded by Mr. Thomas Sonnier and carried, that the Police Jury accept the proposal submitted by Frye*Magee and Associates.

A motion was offered by Mr. Felton Moreau, seconded by Mr. Thomas Sonnier and carried, authorizing the President to sign an Intergovernmental Agreement with the City of Crowley for the purchase of surplus radios.
