It was motioned by Mrs. Betty Pousson, seconded by Mr. John Hains,
to amend the agenda to consider concerns for drainage in
subdivisions. Motion carried.
Juror, Pat Daigle, was in attendance and represented Mr. Lowray
Chachere on the development of Chachere Subdivision. He requested on
behalf of Mr. Chachere that the Planning Commission consider
approval of final plans for that subdivision. He noted that
arrangements had been made for the application of the aggregate
material now and in the future, that drainage improvements had been
complete, utility poles and wires had been moved to satisfy the
clearance of rights-of-way and that Legal Counsel for the owner
would handle all necessary legal instruments relative to that
acceptance.
Parish Engineer, Karl Aucoin, following inspection commented on the
following issues: (1) engineering certification, that all drainage
would function as per design, (2) a ditch on the south end of the
property near the open pond needed to be installed and (3) that
provisions needed to be made to provide ten 22 yard truck loads of
washed gravel upon instruction by the Parish Road Manager.
A motion was offered by Mr. Thomas Freeland, seconded by Mr. Thomas
Sonnier, to approve final plans for Lowray Chachere Addition
contingent upon the following: engineering certification for the
drainage, the location of all open drain ditches particularly on the
south end of the subdivision and the provisions for the additional
aggregate in the amount of 220 yards for application within the next
two years. Motion carried.
A motion was offered by Mrs. Florette Bergeron, seconded by Mr.
Thomas Sonnier, to approve the issuance of building and sewer
permits for the resident located on the corner of Foster and Nolia
Lane. Motion carried.
Mr. Stanley Clause, Sanitarian with the Louisiana Department of
Health & Hospitals, offered suggestions related to the drainage
problems that occurred in subdivisions that were not required to be
submitted for review. These were areas where lots exceeded three
acres in size.
Chairman Spears advised that language could be included in the
Ordinance to require a review for drainage only to protect the
buyer.
It was suggested that the Sanitarian with the Health & Hospitals be
in attendance at the next meeting to further discuss the matter.
A motion was offered by Mr. John Hains, seconded by Mr. Thomas
Freeland, to adjourn the meeting. Motion carried.
The next meeting date was set for September 19, 2000.
Due to no further business, the meeting was adjourned.
