The
Acadia Parish Planning Commission met in regular session on Tuesday,
September 17, 2000 at 4:30 P.M. in the Police Jury Meeting Room,
third floor Courthouse Building, Crowley, Louisiana.

Chairman Spears called the meeting to order.
It was motioned and seconded that the August 15, 2000, Minutes be
approved. Motion carried.
The Commission reviewed the preliminary plans submitted for Oak
Trace Subdivision.
A motion was offered by Mr. Thomas Sonnier, seconded by Mrs. Betty
Pousson, to deny the request to waive the 50' right-of-way
requirement for the future development planned for Oak Trace
Subdivision. Motion carried.
A motion was offered by Mrs. Betty Pousson, seconded by Mr. Thomas
Sonnier, to approve the preliminary plat for Oak Trace Subdivision
subject to the following: (1) the adjustment of the 50' right-of-way
to 60' as part of the development in Phase II as Hunter Street which
is also entrance to Oak Trace possesses a 50' right-of-way (2) a
drainage servitude recommended on the north side of Lots 1-5 and
east side of Lot 5 and (3) approval from the Department of Health
for the waste water disposal. Motion carried.
Mr. Stanley Clause, Sanitarian with the Department of Health &
Hospitals in Acadia Parish, pointed out the difference in the state
regulations for subdivisions as it related to the comprehensive
drainage planning and the covenant for perpetual maintenance. He
indicated that drainage from lots through property owned by others
without provisions for servitude and maintenance is not acceptable.
He noted that the majority of the problem occurs in areas that are
not submitted for planning with the local Planning Commission and
where lots are three acres or more.
A motion was offered by Mrs. Betty Pousson, seconded by Mrs.
Florette Bergeron, to request that Legal Counsel comment on the
authority of the Planning Commission to control the development of
three acre subdivisions. Motion carried.
Mr. Clause also discussed changes to the laws regarding discharge
and absorption of waste water.
A motion was offered by Mr. Thomas Freeland, seconded by Mrs.
Florette Bergeron, to oppose legislation requiring modified
absorption lines and on-site disposal of waste water discharged from
mechanical plants. Motion carried.
The next meeting date was scheduled for Tuesday, October 17, 2000.
Due to no further business, the meeting was adjourned.
