Chairman Leonard Spears called the meeting to order.

The agenda was revised to consider updates related to Lowray Chachere Addition and Frog City Development.

A motion was offered by Thomas Freeland and seconded by Florette Bergeron to approve the minutes of the meeting held on January 16, 2001. Motion carried.

Final approval was considered for Richard Subdivision. The following items were discussed:
Permanent maintenance of the portion of Tulane Road situated within the LA DOTD right of way.
The construction of a drainage ditch as per final plans.

Correspondence from the LA DOTD requiring permits to install culverts within their right-of-way was sufficient to satisfy responsibility for maintenance.

A motion was offered by Betty Pousson and seconded by Thomas Sonnier to approve Richard Subdivision conditioned upon the adequate construction of the drainage as per the final plans and payment of fees. Motion Carried.

Chairman Spears gave an update on pending litigation involving the Arnold Ledoux Farms for which the Secretary gave deposition regarding the relationship between the property development on Tiger Lane and the subdivision regulations. He indicated that the suit should benefit the Commission.

The subject of Sewer districts and Buffer Zones around the municipalities were discussed. Chairman Spears suggested assistance from the local University on the matter.

The Commission was advised that Mr. Lowray Chachere had not completed the construction requirements for Lowray Chachere Addition as per earlier action taken by the Board. The requirements included the adequate completion of drainage work and the written assurance that aggregate road material would be committed.

A motion was offered by Florette Bergeron and seconded by Betty Pousson to authorize the Chairman to notify Mr. Chachere and his attorney that they are to complete the previously agreed construction requirements in Chachere Addition within sixty (60) days. Motion Carried

The next meeting was scheduled for May 15, 2001 at 4:30pm.

Due to no further business, the meeting was adjourned.
