The Acadia Parish Planning Commission met in regular session Tuesday November 16, 2004 at 4:30 p.m. in the Police Jury Meeting Room, third floor, Courthouse Building, Crowley, Louisiana.

Chairman Jason Gossen called the meeting to order.

A motion was offered by Blane Faulk and seconded by Randall Boutte to approve the minutes of the October 19, 2004 regular meeting. Motion carried.

Without objection, the Commission revised the agenda to include a presentation from Mr. Marty Welsh.

Chairman Gossen opened the meeting to public comment relative to SHANE FREY SUBDIVISION, lots 1-11 situated in Section 29, Township 8 South, Range 1 West.

No comments were received and the Chairman closed the comment session.

The Commission considered the preliminary review of Shane Frey Subdivision. It was noted that lots 1, 2 and 3 were partially within the Iota corporate limits. An existing water line located within the development was going to be abandoned. It was suggested the Town of Iota issue a letter of no objection relative to the position of tracts 1, 2 and 3. Open drainage is to be constructed along the rear of the lots.

A motion was offered by Mary Richard and seconded by Charles Andrus to approve the preliminary and final plans for Shane Frey Subdivision conditioned on receipt of a letter of no objection from the Town of Iota and the construction of drainage along the rear of the development. Motion carried.

The Commission continued the review of David’s Mobile Home Estates. The Parish Engineer noted the following:

- roadway was too narrow
- preliminary sketch did not coincide with plat of park
- setback lines were not shown on plat
- drawing should be amended to reflect layout of plat

Mr. Bertrand indicated the gas meter servicing an area resident would be moved.
It was suggested the engineer for the developer work directly with the Parish engineer to complete the presentation.

A motion was offered by Mary Richard and seconded by Betty Pousson to table action relative to the application submitted for David’s Mobile Home Estates. Motion carried.

A revised plan was presented for White Oaks Subdivision. The Parish engineer noted the changes from the original submittal. He advised approval of the revisions before continuing the review process.

A motion was offered by Bland Faulk and seconded by Mary Richard to approve the preliminary plans for Phase I of White Oaks Subdivision. Motion carried.

The engineer noted the following relative to the preliminary phase:

- adequate soil density testing not provided
- plans for water lines not presented
 
The engineer noted the following relative to the construction/inspection phase:

- approval of Phase I needed
- adequate testing needed for soil cement determinations
- verification of surface placement needed
- construction of drainage not complete
- evaluation of driveway culverts needed
- required certification from engineer needed

A motion was offered by Betty Pousson and seconded by Bland Faulk to delay approval of White Oaks Subdivision, Phase I, until additional information is provided. Motion carried.

Consideration of the Marty Welch development was postponed until the next regular meeting.

The next meeting was scheduled for December 14, 2004.

Due to no further business, the meeting was adjourned.
