The Acadia Parish Planning
Commission met in regular session Tuesday October 19, 2004 at 4:30 p.m.
in the Police Jury Meeting Room, third floor, Courthouse Building,
Crowley, Louisiana.

Chairman Jason Gossen called the meeting to order.
A motion was offered by Charles Andrus and seconded by Thomas Sonnier to
approve the minutes of the August 17, 2004 regular meeting. Motion
carried.
A motion was offered by Charles Andrus and seconded by Blane Faulk to
extend the agenda and consider the division of lots in Cove Acres
Subdivision. Motion carried.
The Chairman convened a hearing to receive any comments on HUBERT
MCMANUS SUBDIVISION, lots 1-12, situated in Section 21, Township 7
South, Range 1 East.
No comments were received.
The following remarks were made by the Parish Engineer:
- recommend drainage easement be increased
- owner-developer to be provided on drawing
- location of buildings to be noted
- type of street improvements not provided
- plat to be filed with waterworks district
Boutte indicated that the Parish may not want to blacktop the access
road. Faulk suggested the Parish make the final decision on whether to
accept an unimproved road in a new development where the access is also
unimproved. Chairman Gossen suggested the Jury could amend the ordinance
as an option.
A motion was offered by Randall Boutte and seconded by Blane Faulk to
deny preliminary application approval of Hubert McManus Subdivision for
failure to provide street improvements as required in the Subdivision
Regulations. Motion carried.
The Chairman convened a hearing to receive comments on DAVID’S MOBILE
HOME ESTATES. Comments were allowed as the review was conducted.
The Paris Engineer covered individual checklist items:
- Section, Township and Range was not presented on drawing
- water and gas service lines were not shown on drawing
Mr. Ken Hoffpauir was concerned the water and gas service lines would be
covered by mobile homes
- easements should be indicated on drawing
Mr. Franzel expressed serious concern regarding drainage. He noted that
the property was bordered by a ditch he owned.
- additional drainage easements should be provided
Ms. Edwin Ousse voiced her objection to the development.
A motion was offered by Charles Andrus and seconded by Blane Faulk to
approve the preliminary application for David’s Mobile Home Estates
subject to the conditions set forth by the Parish Engineer. Motion
carried. Betty Pousson cast a descending vote.
Discussion on Meche Rental property was deferred until the next regular
meeting.
A motion was offered by Betty Pousson and seconded by Randall Boutte not
to review the application to divide lots in Cove Acres Subdivision as it
does not fall under the Parish Ordinance governing subdivisions. Motion
carried.
The next meeting was scheduled for November 16, 2004.
Due to no further business, the meeting was adjourned.
