The
Acadia Parish Planning Commission met in regular session Tuesday
January 18, 2005 at 4:30 p.m. in the Police Jury Meeting Room, third
floor, Courthouse Building, Crowley, Louisiana.

Chairman Jason Gossen called the meeting to order.
A motion was offered by Blane Faulk and seconded by Betty Pousson to
approve the minutes of the December 14, 2004 regular meeting. Motion
carried.
The Commission continued the review of David’s Mobile Home Estates.
Questions were raised about the setback requirements. It was obvious
that only small units would fit in the designed spaces. Karl Aucoin
received the preliminary plans and made comments to the developing
engineer. David Bertrand summarized his plan for the placement of
the trailers. The distribution of utilities were discussed relative
to the location of existing pipelines. Aucoin indicated that the
plans conform to the requirements of the ordinance but the developer
would be limited as to what he can do with the lots. Reference was
made to other trailer park requirements.
A motion was offered by Mary Richard and seconded by Randall Boutte
to approve the final plans for David’s Mobile Home Estates located
on Standard Mill Road subject to the addition of a signature block
and payment of fees. Motion carried.
Mr. Marty Welch submitted a written appeal to the decision finding
the property sold along Lovell Road in violation of the Subdivision
Regulations. In defense of his appeal, Mr. Welch noted:
1. Only four lots were actually sold for residential use.
2. 2 lots were sold from a separate acquisition.
3. Four lots constituted an existing homestead.
4. 3 lots were sold for agricultural purposes
5. One tract was sold as farm land with an agricultural base.
6. One sale created a large 15 acre tract.
A motion was offered by Blane Faulk and seconded by Betty Pousson to
dismiss the violation levied on the development by Marty Welch along
Lovell Road in that only four lots were divided for residential use
and the other sales did not apply to the ordinance. Motion carried.
Charles Andrus noted that without a comprehensive explanation, it
would seem obvious the Welch matter would be a violation.
The next meeting was scheduled for, February 15, 2005.
