The Acadia Parish Planning Commission met in regular session Tuesday
April 18, 2006, at 4:30 p.m. in the Police Jury Meeting Room, third
floor, Courthouse Building, Crowley, Louisiana.

Mr. Charles Andrus called the meeting to
order, the Secretary called roll.
A motion was offered by Mary Richard and
seconded by Catherine Lacombe to amend the agenda to consider a
complaint regarding David=s
Mobile Home Park on Standard Mill Road and to receive an update
on amending the Subdivision Ordinance. Motion carried
unanimously.
A motion was offered by Mary Richard and
seconded by Clyde Hebert to approve the minutes of the February 21,
2006 regular meeting. Motion carried.
Acting Chairman convened a public hearing to
receive comments on Hummingbird Estates Subdivision, Phase I, a
2.681 acre development situated in Section 14, Township 9-S, Range
2-E , Grand Prairie Hwy, Acadia Parish. Mr. Ryan Hebert,
Surveyor, indicated that the plan does not fall under the Parish
Ordinance as it only contains 4 lots, however, plans are to develop
additional property that would require roadway construction.
No additional comments were offered and the
hearing was adjourned.
The following comments were offered by the
Parish Engineer related to Hummingbird Estates: Owner=s
name must be included on plat along with adjacent owners and
addresses; correct drainage structure and intercept ditch
needed; correspondence from health department and water
corporation needed.
Hebert indicated existing plan was designed to
keep initial costs down where Phase II would require funds to
construct additional improvements.
A motion was offered by Clyde Hebert and
seconded by Catherine Lacombe to award preliminary and final
plat approval for Hummingbird Estates Phase I situated in
Section 14, T-9-S, R-2-E, Acadia Parish contingent upon
addressing recommendations offered by the Parish Engineer.
Motion carried.
Mr. Mike Rimmer submitted revisions to
White Oaks Subdivision, Phase II. The revised plan altered the
front footage and re-arranged the original lot layout. Front
footage for lot 6 of the plan was only 14.19 ft. Lot 3 would
then be accessed by an alternate 60 ft. easement. Mr. Rimmer
requested permission to market lots 6A and 7 in order to fund the
construction of additional roadway and suggested that an extension
to the street and another revised plan would be presented at the
next meeting.
A motion was offered by
Clyde Hebert and seconded by Mary Richard to require developer Mike
Rimmer re-submit Phase II plans for White Oak Subdivision including
roadway plans and new lot arrangements. Motion carried.
Mr. Gray Matte requested clarification on
whether a fifth lot could be sold or used independent of four
original lots developed for residential use. He advised that he
would sell the fifth parcel to an adjacent owner. No action was
required.
Ms. Karen Franzel presented a verbal complaint
regarding David Mobile Home Estates. Concerns were over setback
compliance, drainage, street development and lot locations. Parish
Attorney, Doug Wimberely, advised that a specific written complaint
should be submitted for the Commission to review and enforcement
would be the responsibility of the Commission. No action was taken.
The Secretary advised that the Police Jury
Legislative Committed was split on the matter of revising the Parish
Ordinance as it relates to lot donations. Members chose to consider
similar requests on a case by case basis.
The next meeting was scheduled for May 16, 2006.
