The Acadia Parish Planning Commission met in regular session
Tuesday February 21, 2006, at 4:30 p.m. in the Police Jury
Meeting Room, third floor, Courthouse Building, Crowley,
Louisiana.

Chairman Jason Gossen called the
meeting to order, the Secretary called roll.
Without objection the Commission included
to the agenda a request by Ernie P. Broussard for the Board to
advise if the donation of lots to family members required
approval.
A motion was offered by Charles Andrus and
seconded by Catherine Lacombe to approve the minutes of the
January 17, 2006 regular meeting. Motion carried.
Michael J. Breaux, land surveyor employed
by Lucille E. Ransom, reported that some of the subdivision
regulations could not be complied with as it related to the
development of the Ransom property in Section 4, T-9-S, R-3-E,
particularly those relating to utility and drainage easements.
Members were advised that permits to build
were issued to individuals who purchased lots from the Ransoms.
Faulk suggested that issuing variances should not be taken
lightly. Mr. Breaux reported that the land owners have not been
contacted regarding the planning process. The matter was
deferred awaiting additional information from the developer
regarding specific waivers.
A motion was offered by Mary Richard and
seconded by Joey Savoie that each property owner included in the
Ransom Development be notified following the review process
explaining both the process and list of exceptions that were
granted. Motion carried.
Mr. Blane Faulk presented an act of
partition for the purpose of donating property by Mr. Ernie
Broussard to family members raising the question whether the
plan should be considered a subdivision. Cases of successions
and partitions for donation was discussed. The Secretary
reminded that earlier decisions by the Board concluded that acts
of donation were counted as lots pursuant to the subdivision
regulations as it is not an exception to the rule.
A motion was offered by Blane Faulk and
seconded by Charles Andrus to request the Police Jury amend the
Subdivision Ordinance to include specific language to provide
that acts of donation of individual lots, even to family
members, be included as lots or parcels as it relates to
subdivision development. Motion carried.
