The Acadia Parish Planning Commission met in regular session on
Tuesday, October 23, 2007, at 4:30 p.m. in the Acadia Parish Police
Jury Meeting Room, third floor, Courthouse Building, Crowley,
Louisiana with the Chairman, Jason Gossen, presiding.

Guests: AJ Broussard-Acadia Parish Police Jury
President, and Carl Aucoin-Parish Engineer
A motion was made by Mr. Andrus, seconded by Mr. Hebert, to accept
the minutes of the September 18, 2007 meeting of the Acadia Parish
Planning Commission. Motion carried.
Discuss concerns of a possible subdivision with
Mr. or Mrs. Jody Vilardo. No one was present concerning this item.
Discuss concerns of a proposed subdivision with
Mr. Edward Perkins. Mr. Perkins addressed the Commission with the
concern that a possible subdivision was being developed off of
Basket Dr. He also addressed concerns that due to Basket Dr being
narrow, that trash pick up was conducted at the origin of the road
instead of in front of each dwelling.
Ms. Bridget Doucet who originally bought the
abovementioned property advised that she has only sold 3 lots.
The Chairman advised both Mr. Perkins and Ms.
Doucet of the regulations of the Planning Commission that if there
are five (5) or more lots, with any being below three (3) acres,
being divided then the developer would have to follow the Planning
Commission Regulations.
The Chairman also advised Mr. Perkins that he
could discuss his concerns about the condition of Basket Dr with the
Acadia Parish Police Jury Road Department and the trash pick up
could be addressed by the Acadia Parish Police Jury Solid Waste
Facility.
Discuss final plat for Windy Subdivision. Mr.
and Mrs. Prejean, developers, were present. Ms. Holly & Jim Bell,
owners of Tract D, advised that they were not in favor of granting a
right-of-way on their property. They advised that when they bought
the property that this was never discussed. Mr. Jim Bell advised
the Commission that his uncle, Otis Bell-owner of Tract E, was also
not in favor of granting a right-of-way on his property.
Ms. Enola Gilchrist also voiced her concern
concerning right-of-ways off of Speech St.
Mr. Jody Swallow, Slemco representative,
advised that they could provide utilities to lot owners without
passing on the property of Tract D & E.
Questions were posed on the accuracy of the
plat.
Carl Aucoin, Acadia Parish Police Jury Parish
Engineer, advised the Prejean’s that they needed to remove the
servitude on the plat until it can be verified. He also asked if the
Southern Bell servitude concerning it’s location was verified since
the last Planning Commission.
The Commission asked Slemco if they could
guarantee granting other property owners access to utilities without
going on to the Bell properties.
A motion by Mr. Andrus, seconded by Mr. Savoie,
placing the Windy Subdivision on hold until all concerns are
addressed. Motion carried.
Discuss approval of the construction phase for
Lake Cove Estates:
*Mr. Rodney Naylor
provided a letter to provide service from North of Crowley Water
Corporation.
*Needs Clarification
about pipe for maintaining the level of the pond or will it revert
back to the property owner. It will be maintained by the Home
Owners Association.
All questions/concerns were addressed. The
Commission was also advised that Carolina Ln will be abandoned. The
Acadia Parish Police Jury has already had a Public Hearing
concerning the abandonment upon acceptance of the new road.
A motion by Mr. Faulk, seconded by Mr. Savoie,
approving the Phase I Final Plans of Constructions. Motion carried.
Preliminary Review of Peggy L. Begnaud Foreman
Property. The Parish Engineer went over the comments from the check
list.
A motion by Mr. Savoie, seconded by Mr. Boutte,
approving the preliminary and final review of the Peggy L. Begnaud
Foreman Property subject to meeting the recommended comments from
the Engineer. Motion carried.
The Commission members each received letters
concerning the AMI Facility that will be going up in the Branch
area. Police Jury President AJ Broussard advised the Commission
that the Acadia Parish Police Jury did not have an ordinance in
place concerning this type of development.
The Commission wanted it stated in the minutes
that this development does not fall under the jurisdiction of the
Acadia Parish Planning Commission since it is not a
subdivision/proposed subdivision.
A motion to adjourn until the next regularly
scheduled meeting was made by Mr. Andrus, seconded by Mr. Faulk.
