The Acadia Parish Planning Commission met in regular session on
Tuesday, September 18, 2007, at 4:30 p.m. in the Acadia Parish
Police Jury Meeting Room, third floor, Courthouse Building, Crowley,
Louisiana with the Chairman, Jason Gossen, presiding.

A quorum was declared present.
A motion was made by Mr. Faulk, seconded by Mr.
Andrus, to accept the minutes of the August 21, 2007 meeting of the
Acadia Parish Planning Commission. Motion carried.
Discussion of Hidden Heritage Phase II—Mr. Carl
Aucoin, Parish Engineer, advised the Planning Commission that most
roadways that are to be constructed in proposed subdivisions are
built by the developer. Hidden Heritage Phase II, the developer and
the Acadia Parish Police Jury will enter into an agreement for the
Acadia Parish Police Jury to construct the roadway and drainage.
The developer will be assessed and will pay the Acadia Parish Police
Jury for this project. With this being done the Planning Commission
can take action, take no action or relinquish the project to the
Acadia Parish Police Jury.
A motion was made by Mr. Sonnier, seconded by
Mr. Savoie, relinquishing the Hidden Heritage Phase II project from
the scope of the Acadia Parish Planning Commission to the Acadia
Parish Police Jury. Motion Carried.
Discussion concerning Windy Subdivision was
held. Mr. Aucoin advised Mr. & Mrs. Edward Prejean, developers, of
the right-of-way issue/servitude issue on the lots that have already
been sold. No written agreement by the owners has been received.
It was also discussed that the owners of the
lots that have already been sold in Windy Subdivision were not
notified of the Public Hearing or the Planning Commission Meeting.
The Planning Commission feels that we need to hear from these owners
about some of the issues with the subdivision, especially the
servitudes.
Mr. Aucoin suggested that the
developers take a copy of the Preliminary Application Comments and a
copy of the minutes to their surveyor to have the issues addressed.
A motion was made by Mr. Andrus, seconded by
Mr. Sonnier, to place Windy Subdivision on hold until the
Preliminary Application Comments are addressed. Motion carried.
Discussion was held concerning Belle Place
Subdivision Phase I. Mr. Walter Comeaux, Project Engineer, reviewed
the plans for this subdivision. Mr. Carl Aucoin went over the
Preliminary Application Checklist Comments.
A motion was made by Mr. Savoie, seconded by
Mr. Faulk, approving the preliminary plat for Belle Place
Subdivision Phase I once all stated stipulations have been met.
Motion Carried.
Mr. George Melancon provided a plat of his
property off of Civil Rd to the Planning Commission. Mr. Melancon
has sold six (6) tracts; a total of seven (7) is shown due to the
original tract being divided by the current owner.
Mr. Melancon advised that Civil Rd use to pass
from Quarter Pole Rd all the way through where the Interstate is
now, connecting with Meche Rd. Once the Interstate was built, Civil
Rd was no longer the same length. Mr. Melancon would like to sell
two more tracts of property off of Civil Rd.
Mr. Robert Bergeaux, Acadia Parish Police Jury
Road Manager, advised that Civil Rd was taken into the Police Jury’s
road system in 1983. Civil Rd, parish road, is One Thousand Three
Hundred Twenty-nine (1,329) feet long.
The Planning Commission noticed that the two
tracts of land that Mr. Melancon wants to sell have no public access
to them. The plat does not show any right-of-way granted to those
tracts of land.
The Planning Commission advised Mr. Melancon
that the property that he has sold and the property he wants to sell
is under violation of the Planning Commission Regulations.
A motion was made by Mr. Andrus, seconded by
Mr. Sonnier, advising Mr. George Melancon that he needs to acquire a
legal right-of-way to the tracts of property that he wants to sell
near Civil Rd before the Planning Commission can consider any
action. Motion Carried.

scheduled meeting was made by Mr. Andrus, seconded by Mr. Faulk.
