THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the Claude J. Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll

RESOLUTION OF ACCEPTANCE
The following resolution was offered by Mr. John Humble, Sr., duly
seconded by Mr. Pat Daigle, and duly resolved and adopted on April
4, 2000.
A resolution authorizing and directing the President to execute for
and on behalf of the Acadia Parish Police Jury, an Act of Acceptance
for Tim Gotreaux Contractor, Inc., pertaining to the substantial
completion of the contract, for a new building and restroom building
for the Acadia Parish Tourist Commission, in accordance with the
plans and specifications contained in the contract documents
pertaining thereto.
WHEREAS, Tim Gotreaux
Contractor, Inc., has substantially completed the new building &
restroom building for the Acadia Parish Tourist Commission in
accordance with the plans and specifications contained in the
contract documents pertaining thereto; and
WHEREAS, the Acadia Parish
Police Jury desires to accept the completed work;
NOW, THEREFORE, BE IT RESOLVED
by the Acadia Parish Police Jury that the President of said Acadia
Parish Police Jury be, and is hereby empowered, authorized and
directed to execute an Act of Acceptance for and on behalf of the

WHEREAS, the Board of
Commissioners of Fire Protection District No. 9 of the Parish of
Acadia, State of Louisiana (the “Governing Authority”), acting as
the governing authority of Fire Protection District No. 9 of the
Parish of Acadia, State of Louisiana (the “District”), adopted a
resolution on April 3, 2000, calling a special election in the
District on Saturday, July 15, 2000, to authorize the levy of a
special tax therein; and
WHEREAS, the governing
authority of the District has requested that this Police Jury,
acting as the governing authority of the Parish of Acadia, State of
Louisiana, give its consent and authority for the District to hold
the aforesaid election, and in the event that the election carries
to levy and collect the special tax provided for therein; and
WHEREAS, as required by
Article VI, Section 15 of the Constitution of the State of Louisiana
of 1974, it is now the desire of this Police Jury to approve the
holding of said election and in the event that the election carries,
to levy and collect the special tax provided for therein;
NOW, THEREFORE, BE IT RESOLVED
by the Police Jury of the Parish of Acadia, State of Louisiana,
acting as the governing authority of said Parish, that:
SECTION 1. In compliance with
the provisions of Article VI, Section 15 of the constitution of the
State of Louisiana of 1974, and in accordance with the request of
the Board of Commissioners of Fire Protection District No. 9 of the

approves the holding of an election in the District, on Saturday,

RESOLUTION

WHEREAS, patients are entering
nursing facilities sicker than ever because of the way hospitals are
reimbursed, and
WHEREAS, patients with minimal
needs are being cared for in other settings, such as home health
care or assisted living, but nursing facility patients need more
care and not less, and
WHEREAS, residents living in
nursing facilities are not abusing benefits, as they have
contributed to society, paid taxes and built our communities,
and
WHEREAS, nursing facilities
and their staff members are stretched to the limit, with no room for
reduction; and
WHEREAS, nursing assistants
are required to have special certification and are the fortitude of
patient care, yet because of low Medicaid benefits they can earn
more money in a fast food restaurant; and
WHEREAS, at a time of low
unemployment rates, nursing facilities cannot compete with other
businesses nor pay competitive wages.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 4th day of April, 2000, does hereby strongly object to the
7% reduction in benefits and the reimbursement of hospital leave
days to 75%.
BE IT FURTHER RESOLVED that
the Jury urges the state to base benefits to nursing facility
patients on their needs and not the state budget.
BE IT FURTHER RESOLVED that
this resolution be forwarded to the U.S. Congressional Delegates,
the Legislative Delegates for the State of Louisiana, to the Police
Jury Association of Louisiana and all parishes to enact a similar
resolution.

LITIGATION
Legal Counsel André Doguet presented a request made by the Acadia
Parish Sheriff’s Office to house prisoners in other facilities
requesting that the Police Jury pay $21.00 per day for those
prisoners.
Correspondence from the Attorney for the Sheriff indicated that
other law enforcement agencies and private correctional facilities
would not house Parish prisoners for $3.50 per day, but would for
the amount the Department of Correction pays to house a Department
of Corrections prisoner.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Jimmie
Pellerin, to deny the request for immediate consent to transfer
prisoners to other facilities and agreed to pay per diem for housing
equal to the per diem to house Department of Correction prisoners.
Motion carried.
Mr. Doguet also noted his concern of paroled prisoners being
returned into the DOC system and placed in the Parish Jail for $3.50
per day and occupying space that should be for Parish prisoners.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Alton
Stevenson, to authorize Legal Counsel to explore any and all issues
surrounding the overcrowding of the Parish Jail particularly in
cases where DOC detainers are involved. Motion carried.
PERSONNEL
A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. John
Beard, to authorize the hiring of Mr. Joseph Shreve as Truck Driver
for the Crowley Division at a starting salary of $7.25 per hour
providing all hiring requirements are met effective April 5, 2000.

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr.
Alton Stevenson, to award the contract for the Courthouse repairs
including the cleaning and re-caulking of doors and windows to
Acadiana Home Remodeling & Repair in the amount of $13,500.00.

laid, a description or location of the route upon which said lines
shall be installed or laid, and a description of the kind, quality,
size, quantity, etc. of lines of pipes or mains to be installed or
laid, shall be furnished to the Police Jury of the Parish of Acadia
and the formal approval of this Police Jury shall first be obtained.
SECTION 4. The grantee, its
successors or assigns, shall have the right, if it becomes necessary
or desirable, to change, remove, relocate, replace and repair its
lines or water pipes or mains in, along and/or under the roads and
highways of the Parish of Acadia. Furthermore, should it become
necessary to remove or change the location of said water pipes or
mains which lie within the existing Parish servitudes and
rights-of-ways for the purpose of road or highway improvements, the
grantee, when requested to do so by this Police Jury, will at its
own cost and expense so remove and change the location of said water
pipes or mains, without expense or cost to this Police Jury or to
the Parish of Acadia.
SECTION 5. This franchise is a
nonexclusive franchise and is granted for a period of 99 years from
date hereof.
SECTION 6. This Ordinance
shall have the full force and effect from and after its adoption.

COMMENTS FROM THE PUBLIC
Mr. John Quebodeaux, Emergency Management Director, brought the
Police Jury up-to-date on the complaint that was filed by a petition
of 81 signatures in the Midland area regarding abandoned property
owned by R & M Enterprises, whereon a large rice mill structure had
partially burnt.
Mr. Quebodeaux also indicated that the subject matter should come up
at the May meeting. He also noted that there were concerns about
other issues surrounding abandoned property particularly in cases of
safety and fire.
RESOLUTION

WHEREAS, the Parish of Acadia
is often plagued with damaging weather as a result of high winds,
and
WHEREAS, during periods of
severe weather roads and rights-of-way are made virtually impassable
as a result of downed tress, lines and obstructions, and
WHEREAS, Parish crews and
private individuals are forced to respond to such call and often go
above and beyond their call of duty.
THEREFORE, BE IT RESOLVED by
