CROWLEY, LOUISIANA
AUGUST 15, 2000
THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the Claude J. Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. John
Humble Sr., to revise the agenda and consider lease of property for
use as an animal shelter and the sale of land in the Crowley/Rayne
Industrial Park. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. Pat
Daigle, to approve the Minutes of the August 1, 2000, Regular Police
Jury Meeting. Motion carried.
PERSONNEL
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to hire Mrs. Elaine Credeur at $6.00 per hour
beginning September 1, 2000, as Parish Permit Clerk providing all
hiring requirements are met. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to authorize advertising for the position of
Truck Driver for the Branch Division. Motion carried.
PUBLIC FACILITIES/BUILDING & GROUNDS
Senator Fred Hoyt provided an update on the recent legislative
sessions and introduced representatives from the Department of
Health & Hospitals.
Mrs. Madelyn McAndrews, Assistance Secretary with the Department of
Health Hospitals, explained the downsizing of the department
including the consolidation of health services in the Parish,
emphasizing that primary care was a vital part of the future of
health care.
Mrs. McAndrews strongly suggested cooperative endeavors with doctors
and small hospitals to continue to utilize available buildings.
Mrs. Esther Trahan expressed serious concern that cuts in special
services would be devastating. She represented the School Board Job
Care Search Program which identifies health problems in young
children.
Mrs. McAndrews understood people will be inconvenienced but the
decision has been made to adjust spending rather than increased
taxes and that satellite offices in Acadia Parish would be closed
October 1, 2000.
RESOLUTION
BY MESSRS: JOHN HUMBLE SR AND PAT DAIGLE
BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 15th day of
August, 2000, does hereby empower, authorize & direct the President
to execute an Act of Lease for property to serve as the Acadia
Parish Animal Shelter with Mr. Charles Benoit, owner, for $300.00 a
month.

RESOLUTION

BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 15th day of
August, 2000, does hereby authorize Legal Counsel to prepare an Act
of Sale for the sale of 2.043 acres of property in the Crowley/Rayne
Industrial Park to Mr. William A. de la Houssaye, Inc.
BE IT FURTHER RESOLVED that
Mader-Miers Engineering be authorized to prepare an accurate cost
estimate for sewer and water improvements relative to the sale of
said property.

The Sales Tax Report was presented for the month of July, 2000. The
report indicated a gross receipt of $422,941.72, a decrease of
$12,980.89 from July, 1999.
COMMENTS FROM THE PUBLIC
Mrs. Jo Cart addressed the Jury with concerns as to how state monies
are being spent.
Mr. Wayne Matlock, Animal Control Officer, expressed the need for
animal control signs in areas where people were not aware of, Animal
Control Laws.
Juror Catherine LaCombe stated that she received a petition from the
residents of Gent Subdivision requesting hardsurfacing of the roads
in that subdivision.
THERE BEING NO FURTHER BUSINESS TO COME BEFORE THE MEETING,
THE MOTION WAS OFFERED DULY SECONDED, THAT THE MEETING ADJOURN UNTIL
THE NEXT REGULARLY SCHEDULED MEETING OF SEPTEMBER 5, 2000, AT THE
