the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the Claude J. Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll

IN THE ENTERPRISE ZONE PROGRAM
RESOLUTION STATING THE ACADIA PARISH POLICE JURY'S ENDORSEMENT OF
LOUISIANA STEEL FRAME HOMES, LLC, TO PARTICIPATE IN THE BENEFITS OF
THE LOUISIANA ENTERPRISE ZONE PROGRAM
WHEREAS, the Louisiana
Enterprise Zone act of 1981, Act 901 was enacted by the Louisiana
State Legislature, and Act 337 was enacted by the 1982 Legislature,
Act 433 was enacted by the 1987 Legislature and Act 581 was enacted
by the 1995 Legislature, and
WHEREAS, the Louisiana
Enterprise Zone Program offers significant incentives for economic
development to some of the most distressed areas in the Parish of
Acadia, and
WHEREAS, the Louisiana
Department of Economic Development designated Census Tract 9601,
Block Group 005 or Economic Development Zone in Acadia
Parish as an "Enterprise Zone or Economic Development Zone"
eligible based on enabling legislation (R.S.51.21.1787-1791),
and
WHEREAS, the Acadia Parish
Police Jury states this endorsement is in agreement with the Overall
Economic Development Plan for the Parish of Acadia, and
WHEREAS, the attached
Enterprise Zone map has been marked to show the location of
the business being endorsed, and
WHEREAS, in accordance with
the Louisiana Enterprise Zone Program requirements the Acadia Parish
Police Jury agrees:
1. To participate in the enterprise zone program.
2. To assist the Department in evaluating progress made in any
enterprise
zone within its jurisdiction.
3. To REFUND all applicable * local sales taxes on the purchase of
the
material used in the construction of a building, or any
addition or
improvement thereon, for housing any legitimate business
enterprise,
and machinery and equipment used in that enterprise. This tax
refund
would be on materials, construction and equipment purchased
for a
project and used by a business permanently on that site.
BE IT RESOLVED by the Acadia
Parish Police Jury in due, regular and legal session convened this
6th day of June, 2000, that Louisiana Steel Frame Homes, LLC, and
their project, steel framing/manufacture, State Application
#20000248 is endorsed to participate in the Louisiana Enterprise
Zone Program.
BE IT FURTHER RESOLVED that if
any provision or item of this resolution or the application thereof
is held invalid, such invalidity shall not affect other provisions,
items or applications of this resolution which can be given effect
without the invalid provisions, items or applications and to this
end the provisions of this resolution are hereby declared severable.
BE IT FURTHER RESOLVED that
all resolutions or parts thereof in conflict herewith are hereby
repealed.

RESOLUTION

WHEREAS, the LA Senate and the
LA House of Representatives has approved Senate Concurrent
Resolution No. 41 requesting the Senate and House Environmental
Committees to jointly study the air and water quality issues
involving the proposed 1,000 mega-watt CLECO-Calpine Power Plant in
Acadia Parish and report its findings to the Legislature prior to
the 2001 Regular Session, and
WHEREAS, the same Resolution
No. 41 creates the Chicot Aquifer Advisory Committee which is
required to study the possible effects of drawing water from the
Chicot Aquifer by the proposed CLECO-Calpine Facility on
agricultural and local interests, and to present its written report
to the Joint Committee no later than August 1, 2000.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 6th day of June, 2000, does hereby request that the
Louisiana Department of Environmental Quality not issue permits
regarding the proposed plant or plants until such time as the report
of the Chicot Aquifer Advisory Committee is complete and turned in
to the Joint Committee.

PUBLIC FACILITIES/BUILDING & GROUNDS
Rev. Fred Allen Monceaux requested the Jury to consider leasing to
his ministry the North Crowley Gymnasium.
Following a brief discussion, a motion was offered by Mr. John
Humble, Sr., seconded by Mr. Alton Stevenson, to authorize the
Secretary-Treasurer and Legal Counsel to draft a preliminary lease
agreement for the North Crowley Gymnasium to be presented at a
Building & Grounds Committee Meeting. Motion carried.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mr. Pat Daigle, seconded by Mrs. Cecelia
Broussard, to approve the Emergency Work Report for the month of
May, 2000. Said expenditures to be in the amount of $1,891.54.
Motion carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mrs.
Cecelia Broussard, to authorize the purchase of one Belt Driver
Aggregate Distributor in the amount of $8,980.00 to be funded out of
the Equipment Reserve Fund. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat
Daigle, to authorize the Secretary to advertise for the purchase of
One New Tractor Loader Backhoe to be funded out of the Equipment
Reserve Fund. Motion carried.
RESOLUTION OF ACCEPTANCE
The following resolution was offered by Mrs. Catherine LaCombe, duly
seconded by Mr. John Humble, Sr., and duly resolved and adopted on
June 6, 2000.
A resolution authorizing and directing the President to execute for
and on behalf of the Acadia Parish Police Jury, an Act of Acceptance
for Coastal Timbers, Inc., Contractor, pertaining to the substantial
completion of the contract subject to a punch list, for bridge
repairs on Ferre Canal, Roy Road, Casanova Road and Airport Road, in
accordance with the plans and specifications contained in the
contract documents pertaining thereto.
WHEREAS, Coastal Timbers,
Inc., as Contractor, has substantially completed bridge repairs on
Ferre Canal, Roy Road, Casanova Road and Airport Road in accordance
with the plans and specifications contained in the contract
documents pertaining thereto; and
WHEREAS, the Acadia Parish
Police Jury desires to accept the completed work;
NOW, THEREFORE, BE IT RESOLVED
by the Acadia Parish Police Jury that the President of said Acadia
Parish Police Jury be, and is hereby empowered, authorized and
directed to execute an Act of Acceptance for and on behalf of the
Acadia Parish Police Jury accepting the work as being substantially
completed, and that he be authorized and directed to have a copy of
said acceptance recorded in the Conveyance Records of the Parish of
Acadia, State of Louisiana.

LOUISIANA, AT A SPEED IN EXCESS OF FIFTEEN MILES PER HOUR,
AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by
the Police Jury of Acadia Parish, Louisiana, that it shall be
unlawful for any person to operate or drive a motor vehicle in
excess of fifteen miles per hour
on the following described Parish Road:
Snipe Road (Parish Road 5-29)
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of fifteen miles per hour
on the Parish road described above, shall be guilty of a
misdemeanor, and upon conviction therefore, shall be fined not more
than Fifty Dollars ($50) or be imprisoned not more than ten (10)
days or both.
SECTION 3. BE IT FURTHER ORDAINED
that any laws or parts of laws in conflict are hereby repealed.
