THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to revise the agenda to consider a request for damage
reimbursement. Motion carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. Alton
Stevenson, to approve the Minutes of the October 3, 2000, Regular
Police Jury Meeting. Motion carried.

submitted his resignation to the Acadia Airport District #1,

17th day of October, 2000, does hereby appoint MR. RON LAWSON to

FINANCE
A motion was offered by Mr. John Humble, Sr., seconded by Mrs.
Catherine LaCombe, to authorize the Secretary to issue formal notice
to Paying Agent and authorize the retirement of the Certificates of
Indebtedness Series 1994, Parish of Acadia, subject to the
requirements of Section 3 of a Resolution adopted by the Police Jury
on April 12, 1994. Motion carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to reimburse Ms. Natalie Faulk for the cost of the
deductible for a broken windshield in the amount of $50.00. Motion
failed.
LEGISLATION
RESOLUTION

CATHERINE LACOMBE
WHEREAS, Louisiana Aquifers
currently under stress due to a three year drought are decreasing at
a rate of one foot per year over the last several years, and
WHEREAS, there are 15 to 20
permits pertaining to electrical generating plants waiting approval
by the Louisiana Department of Environmental Quality intending to
use groundwater as a source of cooling instead of other
alternatives, and
WHEREAS, Senator James David
Cain, Chairman of the Louisiana State Environmental Committee, has
asked for a moratorium on the issuing of permits for plants
proposing to use groundwater, and
WHEREAS, the State of
Louisiana has no policy controlling the use of water, and
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury duly convened this 17th day of
October, 2000, does hereby support Senator Cain’s moratorium, and
request that said moratorium be granted until such time as the State
Legislators can devise an instrument for managing our groundwater
resources provided that such management does not penalize the use of
groundwater for domestic and agricultural purposes.

LITIGATION
A motion was offered by Mr. John Humble, Sr., seconded by Mrs.
Catherine LaCombe, to adjourn into executive session and consider
the matters related to the Acadia Parish Police Jury vs. Acadia
Parish Sheriff’s Office, Docket #75,718-K and John Guidry vs. Acadia
Parish Police Jury, Docket #98-01614. The following roll call vote
was cast: Yeas: Catherine LaCombe, John Humble, Sr., Cecelia
Broussard, Jimmie Pellerin, John Beard, Pat Daigle and Claude
Courville. Nays: Alton Stevenson. Motion carried.
The President reconvened the meeting following the executive
session.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to authorize Legal Counsel to proceed with the settlement
that was discussed on the matter related to John Guidry vs. Acadia
Parish Police Jury. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. John
Beard, to authorize Notice of Suspension of permit to Gerald’s
Towing & Recovery effective November 1, 2000, as provided for in the
District Court Judgement. Motion carried.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to authorize payment for damages in the amount of
$50.00 to Mr. Keith Mathew. Motion carried.
Mr. John Doughty, Transportation Supervisor with the Acadia Parish
School Board, accompanied by several bus drivers advised that speed
limits were set too low on certain roads in the Parish and requested
that a Parishwide review of speed limits be undertaken.
It was suggested that the subject be placed on the next meeting
agenda.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to recommend the adjustment in salary from $6.50
to $6.25 per hour for Mr. Barry Cormier, Mower Operator in the Iota
Division. Motion carried.
RESOLUTION

BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 17th day of
October, 2000, does hereby empower, authorize & direct the President
to execute an Intergovernmental Agreement with the Lafayette
Consolidated Government to repair the bridge located on Theriot
Road.
BE IT FURTHER RESOLVED that
the Acadia Parish Police Jury commits to half the cost of repairs
not to exceed a total amount of $11,162.00 and that the funds be
paid from Phase II Construction.

AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A
MOTOR VEHICLE UPON LECKELT DRIVE (PARISH ROAD 4-144) IN ACADIA
PARISH, LOUISIANA, AT A SPEED IN EXCESS OF TWENTY-FIVE MILES
PER HOUR, AND, PROVIDING FOR THE
PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1. BE IT ORDAINED by
the Police Jury of Acadia Parish, Louisiana, that it shall be
unlawful for any person to operate or drive a motor vehicle in
excess of twenty-five miles per hour on the following described
Parish Road:
Leckelt Drive (Parish Road 4-144)
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of twenty-five miles per hour
on the Parish road described above, shall be guilty of a
misdemeanor, and upon conviction therefore, shall be fined not more
than Fifty Dollars ($50) or be imprisoned not more than ten (10)
days or both.
SECTION 3. BE IT FURTHER ORDAINED
that any laws or parts of laws in conflict are hereby repealed.
The Ordinance was offered by Mrs. Cecelia Broussard, and seconded by
Mr. Pat Daigle, after being read and considered section by section,
was adopted as a whole by the following vote:

The Sales Tax Report was presented for the month of September, 2000.
The report indicated a gross receipt of $384,262.38, an increase of
$43,478.96 from September, 1999.
