THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Cecelia Broussard, seconded by Mr.
Jimmie Pellerin, to amend the agenda and consider a resolution on
tax legislation, consider participation in the Enterprise Zone
Program by Acadia Crawfish and a request from the Town of Basile to
waive permit fees for the installation of a service line. Motion
carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs.
Cecelia Broussard, to approve the Minutes of the March 20, 2001,
Regular Police Jury Meeting. Motion carried.

LEGISLATION
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to authorize the introduction of amended Ordinance #369 to
add a section governing the regulation of vehicular traffic at the
LeGros Memorial Airport and a section to suspend and/or modify the
regulations due to an emergency condition and authorize publication
of the Ordinance for public comments. Motion carried.
PROPOSED ORDINANCE #
AN ORDINANCE AMENDING
ORIGINAL ORDINANCE NO. 369,
TO ADD A SECTION
GOVERNING THE REGULATION OF
VEHICULAR TRAFFIC AT THE
LEGROS MEMORIAL AIRPORT
AND A SECTION TO SUSPEND
AND/OR MODIFY THE
REGULATIONS DUE TO AN
EMERGENCY CONDITION.
BE IT ORDAINED by the Police
Jury of Acadia Parish, Louisiana in regular session on this 3rd day
of April, 2001, an Ordinance amending Ordinance No. 369, to add an
additional section to said Ordinance, as follows:
REGULATIONS GOVERNING VEHICULAR TRAFFIC
(1) No person shall operate any motor vehicle on the Airport
otherwise than in strict accordance with the applicable provisions
of these regulations and applicable Federal, State and Municipal
laws, codes and other similar regulatory measures, now in existence
or as may hereafter be modified or amended.
(2) It shall be unlawful for the operator of any vehicle to fail to
give proper signals or to ignore or disobey the instructions of any
official traffic sign placed in accordance with these regulations
unless otherwise directed by a traffic officer.
(3) Pedestrians and aircraft shall at all times have right-of-way
over vehicular traffic. All vehicles shall pass to the rear of
taxing aircraft.
(4) Before crossing runways or taxiways of authorized vehicles,
drivers will insure by personal observation that no aircraft is
approaching his position.
(5) When parking adjacent to a runway, all vehicles must park
parallel to the runway and at least 50 feet laterally outside of the
runway lights.
(6) Heavy trucks in excess of 15,000 lbs. single axle load will not
be permitted on runways or taxiways. A fine of fifty (50) dollars
and the cost of repairing any damage caused by such truck will be
levied against the operator of said truck.
(7) No person shall operate a motor vehicle of any kind on the
Airport in a reckless or negligent manner nor in such a manner that
it is not under safe and proper control at all times, weather and
traffic conditions considered.
(8) No person shall operate any vehicle other than authorized
emergency and maintenance vehicles on the Airport at a speed in
excess of 25 miles per hour, unless otherwise posted.
(9) No person under the influence of liquor or narcotic drugs shall
operate a motor vehicle or aircraft on the Airport.
(10) No personal shall ride on the running board, stand up in the
body of moving vehicles, ride on the outside of the body of a
vehicle, or with arms or legs protruding from the body of motor
vehicles, other than crash, fire and rescue vehicles designed for
standing personnel.
(11) No person shall operate a motor vehicle which is so
constructed, equipped or loaded or in such physical or mechanical
condition as to endanger persons or property, or which had attached
thereto any object or equipment which is being towed, or drags, or
swings, or projects so as to be hazardous to persons or property
upon the Airport.
(12) No person shall operate a motor scooter, truck or other motor
vehicle in any hangar or the Airport without exhausts protected by
screens or baffles to prevent the escape of sparks or the
propagation of flame.
(13) No person shall clean or make any repairs to vehicles anywhere
within the Airport boundary other than in shop or other areas
designated for such purposes, except minor repairs necessary to
remove such vehicles from the Airport, nor shall any person move,
interfere or tamper with any vehicle or put in motion the engine or
take or use any vehicle part, instrument or tool thereof without
permission of the owner or satisfactory evidence of the right to do
so presented to the Airport Manager.
(14) Emergency conditions existing at any time on the Airport air
operations area will not mitigate or cancel these regulations.
During such conditions, the driver of any vehicle, civilian or
military, will make certain that he does not move his vehicle in any
direction unless specifically cleared to do so. The Airport Manager
shall determine when normal operations may be resumed.
(15) Vehicles shall be registered, in accordance with the laws of
the State of Louisiana unless said vehicle is specifically
authorized by the Airport Manager to be operated in such areas.
(16) Vehicles shall have an overhead yellow or red flashing light
displayed or display a checkered flag, not less than one and
one-half (1 ˝') feet square, of international orange and white in
accordance with FAA AC 150/5210-5.
(17) In the interest of safety, the Airport Manager is authorized to
open or close areas as necessary.
(18) Auto access lanes may be designated by the Police Jury or
Airport Manager as necessary.
(19) Heavy traffic, defined as all vehicles other than cars and
light trucks (large/heavy trucks carrying seed, fertilizer, fuel,
etc. and loading vehicles) shall not be allowed on Night Hawk Road.
(20) Any person found to be in violation of vehicular traffic or
parking regulations as specified herein may be denied permission by
the Airport Manager to operate a vehicle upon the Airport premises.
SUSPENSION AND/OR MODIFICATION OR REGULATIONS
DUE TO THE FOLLOWING “EMERGENCY CONDITION” ONLY
(1) An “emergency condition” under this section exists only when:
(a) Extensive rainfall renders local earthen airstrips unusable
during the rice planting season when there exists a narrow window to
successfully sow the rice seed during the germination period; and
(b) The designated area of operation is unable to accommodate all of
the aircraft that need to load and fly for the purpose stated above.
(2) Each period of “emergency condition” must be approved by the
Airport Board, which will publish a Notice to Airman (NOTAM) with
DeRidder Flight Service 24 hours prior to implementing these
procedures. A copy of the NOTAM will be provided to this office and
the Acadia Parish Police Jury.
(3) During any period of “emergency condition” as set forth herein,
the center taxiway only is designated for use at the airport for the
loading and application of seed rice.
MISCELLANEOUS
EFFECTIVE DATE
Ten days after being promulgated as provided in R.S. 33:1366.
Mr. Charles King, a resident of the City of Crowley, requested that
the Jury consider supporting legislation which would give authority
to Parish Governments to appoint to Library Boards with as many
members as Councilmen or Jurors. He also added that a Resolution of
no opposition would be in order indicating that the deadline to file
bills for this legislative session was this month.
President Claude Courville favored an opportunity for public comment
prior to establishing a position on the matter.
Juror Cecelia Broussard did not understand why there was a need to
make any changes to the current legislation on board appointments.
No action was taken on the matter.
RESOLUTION

WHEREAS, the Constitution of
the State of Louisiana grants local governments the right to levy
and collect local sales and use taxes, and
WHEREAS, sales and use tax
revenues for the Acadia Parish School Board represent a very
substantial part of our tax revenues, and
WHEREAS, local administration
and collection of sales and use taxes are the best means to protect
this most important revenue source, and
WHEREAS, local governments do
not wish to be dependent on outside agencies to manage this critical
function, and
WHEREAS, Senator “Mike” Michot
has prefiled proposed legislation in the form of Senate Bills No.
170, 171 and 193, to have the State of Louisiana collect local sales
and use taxes.
WHEREAS, Senator Jon Johnson
has prefiled proposed legislation in the form of Senate Bill No. 173
to require a two-thirds (2/3) majority vote of the legislature to
enact local exemptions and exclusions from local sales and use tax
instead of the simple majority presently required.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 3rd day of April, 2001, does hereby urge and request every
member of the Legislature to vigorously oppose Senate Bills No. 170,
171, and 193 and support Senate Bill No. 173.
BE IT FURTHER RESOLVED that a
copy of this Resolution will be sent to each of our local
legislators so that they will be made aware of our position on this
matter.

PERSONNEL
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat
Daigle, to establish a 180 day probation period during which the
first 90 days, all activities related to animal control including
but not limited to organization, training, policy implementation,
daily activities and interpretation of job description shall be
under the direction of the Emergency Manager’s Office after which
the following 90 days will be an unsupervised observation period for
evaluation purposes. The Emergency Manager shall also provide
objective comments related to past animal control activities
following review of historical data. The following rules will apply:
(a) that all Animal Control calls will be referred to 911 for
emergency and 788-8700 for non-emergency calls (b) the Animal
Control Officer will deal directly with the Emergency Manager (c) a
monthly progress report will be presented to the Personnel Committee
during the training period. Motion carried.
PUBLIC WORKS/ROAD & BRIDGE
RESOLUTION

BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 3rd day of
April, 2001, does hereby empower, authorize and direct the President
to execute a Cooperative Endeavor Agreement with Lafayette
Consolidated Government to undertake a joint venture to repair the
bridge closed at Bayou Que Tortue and Theriot Road.
BE IT FURTHER RESOLVED that
Acadia Parish allow for reimbursement of one-half the cost of
repairs estimated to be $39,925.00 and the payment of said repairs
be part of the Phase II Construction Project Funds.

Twenty-five and 00/100 ($8,825.00) Dollars be added for a total
contract price of One Hundred Fifty-seven Thousand Three Hundred
Forty and 00/100 ($157,340.00) Dollars.
