PUBLIC HEARING
It was announced by the President, that notice had been given that
the Acadia Parish Police Jury would hold a public forum on December
5, 2001, at 6:00 P.M., Police Jury Meeting Room, Courthouse
Building, Crowley, Louisiana, to receive all comments on the
proposed 2002 Budget.
Mr. Robert Bergeaux, Parish Road Manager, requested that
re-consideration we given to Parish Road employees for the $.25 per
hour raise, emphasizing the importance of employee evaluations.
Juror Cecelia Broussard agreed with the Road Manager expressing the
importance of evaluations.
Juror Alton Stevenson stated he was satisfied with the $.25 per hour
across the board raises.
Juror Jimmie Pellerin suggested allowing what the Road Manager
requested for his employees.
Juror Catherine LaCombe disagreed with percentage raises for the
Secretary of the Road Department where other secretaries would get
just $.25 per hour.
President Courville advised that if the road crew would get raises
based on evaluations then it would not be fair to limit others to
only $.25 per hour. These issues can be worked out earlier next
year. The budget was not written in stone.
Juror Cecelia Broussard as Chairperson of the Personnel Committee “I
receive too many mixed feelings from the Jury”.
Juror John Beard “I’m against percentage raises”.
No further comments were offered with regard to the Proposed 2002
Budget.

ORDINANCE #756 PROVIDING
FOR THE DIVISION OF TWO
VOTING PRECINCTS INTO
SMALLER VOTING PRECINCTS
TO SATISFY THE MANDATES
OF REAPPORTIONMENT
FOLLOWING THE RELEASE OF
2000 CENSUS DATA.
WHEREAS, it was determined
that two of the eight Acadia Parish voting districts did not comply
with the allowable 5% deviation from the average district
population,
and
WHEREAS, the Acadia Parish
Police Jury contracted with the Acadiana Regional Development
District to develop a plan for reapportionment that would comply
with all state and federal guidelines,
and
WHEREAS, the plans submitted
and approved by the Acadia Parish Police Jury requires the division
of two voting precincts in order to achieve balance and satisfy the
deviation allowances.
NOW, THEREFORE, BE IT ORDAINED
SECTION 1. All the “Whereas”
clauses are incorporated herein and adopted as part of the
Ordinance.
SECTION 2. The Acadia Parish
Police Jury does establish new voting precincts as a result of the
division of existing precincts to comply with the current
reapportionment requirements.
SECTION 3. Voting precinct 6-2
is therefore split into 6-2 and 6-2a and 6-2 shall include census
block nos. 220019608001030, 1031, 1032, 1054, 1055, 1056, 1057,
1058, 1059, 1060, 1061, 1062, 1063, 3000, 3001, 3002, 3003, 3055,
3056, 3057, 3058, 3071, 3072, 3073, 3074, 3086, 3087, 3088, 4011,
4012, 4013, 4018, 4019, 4020, 4021, 4022, 4026, 4027, 4029, 4030,

which map is on file in the Office of the Secretary of the Parish;
as is reflected in Exhibit “B” which is a written description of
each new precinct boundary, which is a written description on file
in the Office of the Secretary of the Parish.
SECTION 8. This Ordinance once
adopted shall be submitted for pre-clearance by the United States
Department of Justice under the voting rights Act of 1965 as
amended.
SECTION 9. All Ordinances or
Resolutions or parts thereof, including, but not limited to all
Ordinances or Resolutions or parts thereof of the Parish of Acadia,
if any, in conflict herein are hereby repealed.

REAPPORTIONING SINGLE
MEMBER VOTING DISTRICTS
FOR THE ACADIA PARISH
POLICE JURY, ACADIA PARISH,
LOUISIANA, IN ACCORDANCE
WITH THE 2000 CENSUS.
WHEREAS, there are presently
eight single member voting districts for the Parish of Acadia
designated as Districts 1, 2, 3, 4, 5, 6, 7 and 8;
and
WHEREAS, according to the 2000
Census of the U.S. Census Bureau, the Acadia Parish Police Jury
commissioned a reapportionment study which determined that unequal
apportionment of the Parish population exists and, therefore the
boundaries of the eight single member voting districts should be
changed to reflect as nearly as possible and equal apportionment of
said population, as required by law, particularly La R.S. 33:382 and
La. R.S. 33:1371.
BE IT ORDAINED by the Acadia
Parish Police Jury in regular session assembled, that Ordinance No.
835 be and the same is hereby adopted as follows: to-wit:

District 1 of the Parish of Acadia shall be defined by the
description contained in the attached Exhibit labeled “District 1",
and including the boundaries and dimensions as shown of the plat
attached hereto.

budget by department totals and will not incur any liability for any

RE: 2002 Budget Overview
Dear Mr. Courville:
The Administration submits to you, the Governing Authority and to
the Parish of Acadia, the Proposed 2002 Budget prepared in
compliance with the Louisiana Local Government Budget Act (LRS
39:1301-1314). Many thanks to those who assisted in the completion
of this document in such a timely manner.
The 2002 Balanced Budget totaling $23,185,495 provides $619,219 of
revenue over expenditures, the majority of which will be compounded
in the Solid Waste Closure Fund, Equipment Reserve funds and Sales
Tax Fund all of which have dedicated restrictions.
The Proposed 2002 Budget contains an increase of $5,963,717 over FY
2001. This growth was primarily due to the sale of $5,000,000 of new
road construction bonds secured by the collection of Rededicated
Solid Waste Sales Taxes. Road Construction was also enhanced by a
$500,000 Block Grant award for street repairs and a $250,000
appropriation for bridge repairs.
A net increase in spending in the General Fund of $335,000 is a
direct result of the proposed $700,000 Correctional Facility
Expansion Approximately $180,000 of the cost will be paid from the
Parish Economic Development Fund as part of the revenue generated
through lease of real estate in the Crowley/Rayne Industrial Park
and approximately one half million dollars will be required from
General Fund Surplus.
Other Capital Outlay expenditures would include improvements to the
center ditch embankment in Crowley and the completion of the
Multipurpose Facility Roof Repairs.
The Parish’s debt service remains unchanged, however, approximately
$500,000 annual debt installments shifted from Solid Waste to road
improvements with the same source of sales tax as security.
The Library Budget will provide approximately $164,000 less in
Capital Outlay spending and the Health Unit Fund plans a total
decrease of $40,000 in expenditures after providing for the three
new outreach clinics.
The FY 2002 Budget has compensated for lower interest earnings and
higher health care costs. In addition, the following salary
increases will go into affect in January of 2002: a 5% + $.25/hour
increase for the Registrar of Voters, Criminal Court and District
Attorney Staff personnel, $.25/hour for the remainder of Parish
employees with the exception of those who changed employee
responsibilities.
As a practical matter Mr. President, the Budget remains generally
unchanged. We have not made provisions for any windfall in sales
taxes as a result of ongoing economic development activities and
will not do so until more certainties present themselves. What is
now here proposed passes the budget balance test and I remain of the
opinion that if the Parish stays on the current path, you will
witness continued prosperity.

Animal Control Officer at $8.86 per hour provided all hiring

PUBLIC FACILITIES/BUILDING & GROUNDS
Legal Counsel André Doguet advised of the progress to complete a
Cooperative Endeavor Agreement with the Acadia Parish Sheriff’s
Office for the lease of property to construct the correctional
center expansion.

AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A
MOTOR VEHICLE UPON ALL STREETS IN CLEARVIEW PLACE SUBDIVISION IN
ACADIA PARISH, LOUISIANA, AT A SPEED IN EXCESS OF
FIFTEEN MILES PER HOUR, AND,
PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.
SECTION 1.
BE IT ORDAINED by the Police
Jury of Acadia Parish, Louisiana, that it shall be unlawful for any
person to operate or drive a motor vehicle in excess of
fifteen miles per hour on the
following described Parish Roads:
All Street in Clearview Place Subdivision
SECTION 2. BE IT FURTHER ORDAINED
that any person found guilty of operating or driving a motor vehicle
in excess of
fifteen miles per hour on the
Parish roads described above, shall be guilty of a misdemeanor, and
upon conviction therefore, shall be fined not more than Fifty
Dollars ($50) or be imprisoned not more than ten (10) days or both.
