CROWLEY, LOUISIANA

JANUARY 16, 2001

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, Claude Courville, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The roll was called and final attendance was recorded as follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs. Cecelia Broussard, to revise the agenda to recognize Notre Dame High School of Acadia Parish. Motion carried.

A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs. Cecelia Broussard, to approve the Minutes of the December 5, 2000, Regular Police Jury Meeting. Motion carried.

A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs. Catherine LaCombe, to re-elect Mr. Claude J. Courville, President and Mr. John Humble, Sr., Vice President by acclamation. Motion carried.

RESOLUTION

WHEREAS, the Notre Dame High School Pioneers were successful in their bid to participate in the State AAA High School Football Championship, and

WHEREAS, residents of the Parish of Acadia and surrounding Parishes were in full support of the courageous efforts of the Notre Dame Pioneers, and

WHEREAS, as a result of their dedication, courage, hard work and sportsmanship the participating youths, coaches, parents and friends garnished the title of State Class AAA High School Football Championship at the New Orleans Superdome.

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 16th day of January, 2001, does hereby acknowledge, congratulate and commend the team members, parents, coaches, staff, friends and supporters of the Notre Dame High School Pioneers for their successful season and profound achievements.

HEALTH

A summary of the plan to re-open satellite health units was presented by the Secretary-Treasurer. He indicated that local hospital administrators, representatives from the Department of Health & Hospitals and members of the Police Jury met discuss details of the preventive care program. He advised that the estimated cost to subsidize the program would be from $30,000 and $50,000 annually.

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat Daigle, to redirect contributions made to the Department of Health & Hospitals up to $50,000 for the purpose of re-establishing services in satellite clinics in Rayne, Church Point and Iota. Motion carried.


PERSONNEL

A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs. Catherine LaCombe, to authorize the hiring of Mr. Kevin Daigle and Mr. Gerald Guidry at $6.25 per hour effective February 1, 2001, as Mower Operators provided all hiring requirements are met. Motion carried.

A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat Daigle, to approve the recommendation made by the Parish Road Manager to award a 5% across the board pay increase for all Parish Road Employees with the exception of Mr. Terry Shuff who will receive a 7% pay increase and to raise the upper pay scale of the Maintenance Technician “A” to $10.00 per hour effective February 1, 2001. Motion carried.


PUBLIC WORKS/ROAD & BRIDGE

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 16th day of January, 2001, does hereby empower, authorize & direct the President to execute Change Order No. 1 to the bridge repair project on Perchville Road in the amount of $5,975.00 with Coastal Timbers, Inc.

RESOLUTION

              BY MESSRS: JOHN HUMBLE SR AND PAT DAIGLE

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 16th day of January, 2001, does hereby abandon a portion of Stanford Street in Section 9, Township 10S, Range 1W, 3.4 feet in width and 50 ft. long along the west edge and adjacent to the north half of Lot 12, Block 18 of the North Midland addition and referenced on a plat of survey by Ronald D. Sarver for Peter Touchet and Juliette B. Touchet dated November 12, 2000.

BE IT FURTHER RESOLVED that the Acadia Parish Police Jury does hereby abandon any and all rights which they may have to any servitude of right-of-way over said property.

ORDINANCE #820

AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A MOTOR VEHICLE UPON DUPLECHAIN ROAD (PARISH ROAD 3-42) IN ACADIA PARISH, LOUISIANA, AT A SPEED IN EXCESS OF
TWENTY-FIVE MILES PER HOUR, AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.

SECTION 1. BE IT ORDAINED by the Police Jury of Acadia Parish, Louisiana, that it shall be unlawful for any person to operate or drive a motor vehicle in excess of twenty-five miles per hour on the following described Parish Road:

                       Duplechain Road (Parish Road 3-42)

SECTION 2. BE IT FURTHER ORDAINED that any person found guilty of operating or driving a motor vehicle in excess of twenty-five miles per hour on the Parish road described above, shall be guilty of a misdemeanor, and upon conviction therefore, shall be fined not more than Fifty Dollars ($50) or be imprisoned not more than ten (10) days or both.

SECTION 3. BE IT FURTHER ORDAINED that any laws or parts of laws in conflict are hereby repealed.

The Ordinance was offered by Mr. John Beard, and seconded by Mrs. Cecelia Broussard, after being read and considered section by section, was adopted as a whole by the following vote:

YEAS: Catherine LaCombe, John Humble, Sr., Cecelia Broussard, Jimmie
          Pellerin, John Beard, Pat Daigle and Claude Courville.

NAYS: None.

ABSENT: Alton Stevenson

The Sales Tax Report was presented for the month of December, 2000. The report indicated a gross receipt of $272,504.69, an increase of $4,903.32 from December, 1999.
