PUBLIC HEARING
It was announced by the President, that notice had been given that
the Acadia Parish Police Jury would hold a public forum on July 17,
2001, at 6:30 P.M., Police Jury Meeting Room, Courthouse Building,
Crowley, Louisiana, to receive comments on a proposed Ordinance
declaring that a reapportionment of the election district boundaries
must be conducted in order to re-balance the district populations.
Mr. Mike Hefner, Demographer for the Parish, summarized the proposed
Ordinance that was introduced indicating that the numbers presented
coincide with the application of the 2000 Census population numbers
with the latest Justice Department approved district boundary plan
which dates back to 1992.
Mr. Charles King disputed the use of the 1992 boundaries as a base
line to apply the 2000 Census data. He also described conditions
that would exist resulting from the division of precincts providing
confusion for voters and the Registrar adding additional cost. He
felt whole precincts should be moved as opposed to dividing
precincts.
Literature was handed out during the public comment period for
discussion purposes later in the meeting.
THERE BEING NO FURTHER COMMENTS TO COME BEFORE THE JURY, THE
PRESIDENT ADJOURNED THE PUBLIC HEARING.

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll

A motion was offered by Mr. Jimmie Pellerin, seconded by Mrs.

Stevenson, to approve the Minutes of the July 3, 2001, Regular
Police Jury Meeting. Motion carried.

BE IT FURTHER RESOLVED that
the proper administrative officials of the Parish of Acadia, State
of Louisiana, be and they are hereby empowered, authorized, and
directed to spread said taxes, as hereinabove set forth, upon the
assessment roll of said Parish for the year 2001, and to make the
collection of the taxes imposed for and on behalf of the District,
according to law, and that the tax herein levied shall become a
permanent lien and privilege on all the property subject to taxation
as herein set forth, and the collection thereof shall be enforceable
in the manner provided by law.

Legal Counsel André Doguet recommended adoption of the proposed
Ordinance related to the declaration that a reapportionment be
conducted.
ORDINANCE #830
WHEREAS, the Census 2000 count
has been completed and the PL 94-171 reapportionment data was
delivered to the State of Louisiana on the 13th of March, 2001,
and
WHEREAS, the Acadia Parish
Police Jury, under Louisiana Revised Statutes must make a
determination whether reapportionment is necessary with the Census
2000 population count no later than the 13th of September, 2001,
and
WHEREAS, the Jury commissioned
a study to calculate the new Census 2000 population in each of the
existing elections districts, and
WHEREAS, the current districts

WHEREAS, Districts 1 and 6 are
outside the allowable +/-5% deviation from the ideal district
population of 7,358.
THEREFORE, BE IT ORDAINED that
the Acadia Parish Police Jury hereby declares that a reapportionment
of the election district boundaries must commence in order to
re-balance the district populations to within +/-5% of the ideal
district population of 7,358 and that such plan, as adopted by the
Jury, be submitted to the U.S. Department of Justice for Section 5
Pre-Clearance no later than March 1, 2003.

Mr. Charles King questioned Mr. Hefner’s ability to move a census
block without authority.
FEDERAL/STATE FINANCIAL ASSISTANCE
Mr. Lee Perry Roy, representing the Acadia Council On Aging,
requested a letter of support from the Police Jury to obtain grant
funding for the purpose of purchasing a van for the transportation
program in the amount of $28,500.00. He also noted that no financial
commitment was requested of the Police Jury.
A motion was offered by Mr. Alton Stevenson, seconded by Mrs.
Catherine LaCombe, to provide a letter of support to the Acadia
Council On Aging in favor of efforts to obtain funding for the
purpose of purchasing a van for transportation from Rural Housing
Service Community Facilities Program Funds. Motion carried.
FINANCE
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Pat
Daigle, to approve the Acadiana Criminalistic Laboratory Budget with
anticipated revenues of $982,101.04 and anticipated expenditures of
$982,101.04 for fiscal year 2001. Motion carried.
PUBLIC FACILITIES/BUILDING & GROUNDS
RESOLUTION

WHEREAS, Mr. Ron Lawson,
Architect, solicited proposals for the Courthouse Weatherization
Project and made a complete and thorough review of all bids
submitted.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 17th day of July, 2001, does hereby award the low bid
submitted by Stan Gall in the amount of Thirty-five Thousand One and
00/100 ($35,100.00) Dollars and to include A & E expenses.
BE IT FURTHER RESOLVED that
the President of this Police Jury be and he is hereby empowered,
authorized and directed to execute a contract with Stan Gall, on
behalf of, in the name and under the seal of the Acadia Parish
Police Jury relative to said project.

Mr. Wayne Matlock thanked those involved in assisting with the setup
and construction of the new Animal Shelter. The estimated cost was
$22,000.00 and would be in operation in August.
SOLID WASTE/ENVIRONMENTAL
RESOLUTION

WHEREAS, the Acadia Parish
Sanitary Landfill is required by permit to regularly submit a
Discharge Monitoring Report or related documents to the Louisiana
Department of Environmental Quality and Environmental Protection
Agency, and
WHEREAS, the Discharge
Monitoring Report or related documents must be signed and certified
by a person authorized to do so by the owner, and
WHEREAS, the Acadia Parish
Sanitary Landfill is owned by the Acadia Parish Police Jury.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 17th day of July, 2001, does hereby authorize the Solid
Waste Supervisor or his appointed assistant to sign and certify the
Discharge Monitoring Reports or related documents to the Louisiana
Department of Environmental Quality and/or Environmental Protection
Agency as required by permit.

The Sales Tax Report was presented for the month of June, 2001. The
report indicated a gross receipt of $567,286.96, an increase of
$159,274.29 from June, 2000.
Mr. Courville announced that Audie Hanks would have an up-to-date
report on the I-10 Light Repairs at the next meeting.
COMMENTS FROM THE PUBLIC
Mr. Charles King of Crowley requested that the Jury accept a
reapportionment plan he prepared with undivided precincts, that the
news media print the reapportionment map and that a public hearing
be called on a proposed ordinance to accept the plan at the next
Police Jury Meeting. No action was taken.
