PUBLIC HEARING

It was announced by the President, that notice had been given that the Acadia Parish Police Jury would hold a public forum on May 1, 2001, at 6:30 P.M., Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, to discuss and answer questions regarding the ordinance governing the Regulation of Vehicular Traffic at the LeGros Memorial Airport.

The President convened the Public Hearing.

First comments were offered by Juror John Humble, Sr., who stated that the ordinance introduced to govern vehicular traffic should be amended to allow for emergency use in times of bad weather and suggested that the attorney incorporate that language in the proposed ordinance.

Mr. Lewis Broussard stated that his sources indicate that no ordinance was required to be adopted by the Parish in order to receive funding for airport improvements. He also stated that the 15,000 lb. axle limit should be raised to allow for heavier traffic and that he was waiting for information on the capacity of taxiways and runways at the LeGros Memorial Airport before making a final statement on the issue.

Mr. Broussard also noted that only 45 minutes notice was required prior to the closure of taxiways or runways as opposed to the 24 hour requirement in the proposed ordinance. He also suggested that the restriction to heavy traffic on Nighthawk Road be eliminated from the ordinance entirely. Mr. Broussard also felt that designating the ends of the runway for use prior to use of the center taxiway would be more to the advantage of the Airport Commission. Once the new loading facility or apron would not accommodate the parking requirement of aircraft at any given time that the first alternate location be the northwest end of the runway.

Mr. Scott Schumacher, local pilot, stated that the rules put out in the proposed ordinance are currently part of the Airport Operations Manual and that if the ordinance was not required then having the Airport Operations Manual should be sufficient. He was also concerned about the limits on the axle loads.

Mr. Wayne Guillot, Chairman of the Airport Commission, felt that the rules set forth in the Operations Manual should be enforced.

Juror John Humble, Sr., suggested that an Airport Manager should be designated for the purpose of enforcing those regulations.

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, Claude Courville, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The roll was called and final attendance was recorded as follows:

A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat Daigle, to revise the agenda and consider the following: discussion on Jonas Cove Leger Cemetery Road, discussion on improvements to the center ditch in the City of Crowley, Resolution opposing House Bill 25 (closing polling places), discussion on the lease of the former State Trooper Office Building. The following roll call vote was cast: Yeas: Alton Stevenson, Catherine LaCombe, John Humble, Sr., Cecelia Broussard, Jimmie Pellerin, John Beard, Pat Daigle and Claude Courville. Nays: None. Motion carried.

A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John Beard, to approve the Minutes of the April 17, 2001, Regular Police Jury Meeting. Motion carried.

                                     
RESOLUTION

        BY: MR JIMMIE PELLERIN AND MRS CECELIA BROUSSARD

WHEREAS, the Rayne High School Wolves were successful in their bid to win the State AAA High School Powerlifting Championship, and

WHEREAS, residents of the Parish of Acadia and surrounding Parishes were in full support of the courageous efforts of the Rayne High School Wolves, and

WHEREAS, as a result of their dedication, courage, hard work and sportsmanship the participating youths, coaches, parents and friends garnished the title of 2001 Class AAA High School Powerlifting State Championship and 2001 NASA National Championship.

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 1st day of May, 2001, does hereby acknowledge, congratulate and commend the team members, parents, coaches, staff, friends and supporters of the Rayne High School Wolves for their successful efforts and profound achievements.

COMMUNITY/ECONOMIC DEVELOPMENT

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat Daigle, to authorize Legal Counsel to request an Attorney General’s opinion regarding the Annexation by the Town of Duson for the purpose of obtaining Video Poker Revenues. Motion carried.


LEGISLATION

Amended Ordinance #369 governing the regulating of vehicular traffic at the LeGros Memorial Airport was taken under advisement.

                                     
RESOLUTION

      BY: MRS CECELIA BROUSSARD AND MRS CATHERINE LACOMBE

WHEREAS, the right to vote is guaranteed every citizen of the United States of America by the constitution and laws of our nation, and

WHEREAS, citizens with family and professional commitment deserve every opportunity to exercise their right to vote, and

WHEREAS, curtailing the hours polls are open on election could seriously impair registered voters ability to participate in elections.

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 1st day of May, 2001, does hereby oppose Louisiana House Bill No. 25 which provides for closing polling places at 6:00 P.M., two hours earlier than the traditional 8:00 P.M. closing time.

BE IT FURTHER RESOLVED that a copy of this resolution be forwarded to Acadia Parish’s State Delegates, the Police Jury Association of Louisiana and all parishes in Louisiana.

ORDINANCE #825

AN ORDINANCE MAKING IT UNLAWFUL FOR ANY PERSON TO OPERATE OR DRIVE A MOTOR VEHICLE UPON HOPKINS STREET (PARISH ROAD 5-102) IN ACADIA PARISH, LOUISIANA, AT A SPEED IN EXCESS OF
TWENTY MILES PER HOUR, AND, PROVIDING FOR THE PENALTIES FOR THE VIOLATION THEREOF.

SECTION 1. BE IT ORDAINED by the Police Jury of Acadia Parish, Louisiana, that it shall be unlawful for any person to operate or drive a motor vehicle in excess of twenty miles per hour on the following described Parish Road:

                     
Hopkins Street (Parish Road 5-102)

SECTION 2. BE IT FURTHER ORDAINED that any person found guilty of operating or driving a motor vehicle in excess of twenty miles per hour on the Parish road described above, shall be guilty of a misdemeanor, and upon conviction therefore, shall be fined not more than Fifty Dollars ($50) or be imprisoned not more than ten (10) days or both.

SECTION 3. BE IT FURTHER ORDAINED that any laws or parts of laws in conflict are hereby repealed.

The Ordinance was offered by Mr. John Beard, and seconded by Mr. Pat Daigle, after being read and considered section by section, was adopted as a whole by the following vote:

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat Daigle, to approve the Emergency Work Report for the month of April, 2001. Said expenditures to be in the amount of $574.64.

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 1st day of May, 2001, does hereby empower, authorize and direct the President to execute Change Order #3 for the bridge repair project on Perchville, Nation and Benton Roads.

BE IT FURTHER RESOLVED that Change Order #3 in the amount of Four Hundred Twenty and 00/100 ($420.00) Dollars be added for a total contract price of One Hundred Fifty-seven Thousand Seven Hundred Sixty and 00/100 ($157,760.00) Dollars.

Juror Alton Stevenson was contacted regarding the maintenance of the access road to the Jonas Cove Leger Cemetery. The request to have the Parish involved in the upkeep was deferred to Legal Counsel for review.

Parish Engineer Tim Mader provided information regarding discussion that took place involving the improvements to the slopes of the center ditch located within the City of Crowley. He indicated that erosion protection could be installed at an approximate cost of $100 per linear ft. for each side of the channel. The erosion protection would include the installation of a sack revetment.

Juror John Beard felt that an accurate estimate should be obtained prior to taking any formal action.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. John Beard, to authorize Mr. Tim Mader to prepare an accurate cost estimate following closer inspection of the sections of the channel where failures were occurring. Motion carried.

Juror Alton Stevenson stated that he was aware that changes would be made to the TRIAD Program. The Jury recommended a meeting with the Acadia Parish Sheriff to obtain additional information.


COMMENTS FROM THE PUBLIC

Mr. Charles King voiced his concern regarding the addition of items to the agenda particularly in cases where it may affect individuals or property owners.

Mr. Manish Shtanki, announced the Grand Opening of Motel 8 on May 20, 2001, at 3:00 P.M.
