PUBLIC HEARING
Parish President Claude Courville convened the public hearing as
advertised at 6:00 p.m., in the Police Jury Meeting Room, to receive
comments on the proposed reapportionment plans for the Acadia Parish
Police Jury following the 2000 census.
Mr. Charles King submitted a plan for review. The plan called for
the moving of whole precincts and was considered the citizen’s plan.
The new proposed districts were within the 5% deviation.
Mr. Mike Hefner submitted “Plan I” for review. His plan required the
divisions of two precincts into smaller precincts in order to
balance the districts within the 5% deviation.
Mr. King felt that Mr. Hefner could not submit a plan that would
concentrate minority strength in one district and weaken it in
another.
Mr. Hefner pointed out that the issue was valid when taking a
district and combining it with another. Sixty percent minority
population is not an issue in this case.
THERE BEING NO FURTHER COMMENTS TO COME BEFORE THE JURY, THE
PRESIDENT ADJOURNED THE PUBLIC HEARING.

the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,

BE IT RESOLVED by the Police
Jury of the Parish of Acadia, State of Louisiana (the “Governing
Authority”), acting as the governing authority of the Parish of
Acadia, State of Louisiana (the “Parish”), that:
SECTION 1. Canvass.
This Governing Authority does now proceed in open and public session
to examine the official tabulations of votes cast at the special
election held in the Parish of Acadia, State of Louisiana, (the
“Parish”), on SATURDAY, NOVEMBER 17, 2001, to authorize the levy of
special taxes and to authorize the levy of a sales and use tax
therein, and said Governing Authority does further proceed to
examine and canvass the returns and declare the results of the
special election.
SECTION 2. Procés Verbal.
A Procés Verbal of the canvass of the returns of said election shall
be made and a certified copy thereof shall be forwarded to the
Secretary of State, Baton Rouge, Louisiana, who shall record the
same in his office; another certified copy thereof shall be
forwarded to the Clerk of Court and Ex-Officio Recorder of Mortgages
in and for the Parish of Acadia, who shall record the same in the
Mortgage Records of said Parish; and another copy thereof shall be
retained in the archives of this Governing Authority.
SECTION 3. Promulgation of
Election Results. The results of said election shall be
promulgated by publication in the manner provided by law.

President Courville and Vice President Humble offered comments
relative to the defeat of the 1/4 cent sales tax proposition for
mosquito control.
A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. Pat
Daigle, to approve the plan for reapportionment submitted by Mr.
Mike Hefner for the reapportionment of voting districts for the
Acadia Parish Police Jury. Motion carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to authorize the introduction of ordinances providing for
the creation of two new voting precincts and defining the new eight
voting district boundaries for the Police Jury. Motion carried.

AN ORDINANCE OF THE

ORDINANCE #756 PROVIDING
FOR THE DIVISION OF
TWO VOTING PRECINCTS INTO
SMALLER VOTING
PRECINCTS TO SATISFY THE
MANDATES OF
REAPPORTIONMENT FOLLOWING
THE RELEASE OF
2000 CENSUS DATA.
WHEREAS, it was determined
that two of the eight Acadia Parish voting districts did not comply
with the allowable 5% deviation from the average district
population,
and
WHEREAS, the Acadia Parish
Police Jury contracted with the Acadiana Regional Development
District to develop a plan for reapportionment that would comply
with all state and federal guidelines,
and
WHEREAS, the plans submitted
and approved by the Acadia Parish Police Jury requires the division
of two voting precincts in order to achieve balance and satisfy the
deviation allowances.
NOW, THEREFORE, BE IT ORDAINED
SECTION 1. All the “Whereas”
clauses are incorporated herein and adopted as part of the
Ordinance.
SECTION 2. The Acadia Parish
Police Jury does establish new voting precincts as a result of the
division of existing precincts to comply with the current
reapportionment requirements.
SECTION 3. Voting precinct 6-2
is therefore split into 6-2 and 6-2a and 6-2 shall include census
block nos. 220019608001030, 1031, 1032, 1054, 1055, 1056, 1057,
1058, 1059, 1060, 1061, 1062, 1063, 3000, 3001, 3002, 3003, 3055,
3056, 3057, 3058, 3071, 3072, 3073, 3074, 3086, 3087, 3088, 4011,
4012, 4013, 4018, 4019, 4020, 4021, 4022, 4026, 4027, 4029, 4030,
4031, 4032, 4033, 4034, 4035, 4036, 4037, 4038, 4039, 4040, 4041,
4042, 4043, 4044, 4045, 4046 and shall be part of Police Jury
District 2.
SECTION 4. Voting precinct 6-2
is therefore split into 6-2 and 6-2a and 6-2a shall include census
block nos. 220019608004007, 4010 and shall be part of Police Jury
District 1.
SECTION 5. Voting precinct
3-3b is therefore split into 3-3b and 3-3c and 3-3b shall include
census block nos. 220019601004002, 4003, 4004, 4005, 4006, 4007,
4008, 4009, 4010, 4011, 4012, 4013, 4014, 4015, 4016, 4017, 4018,

SECTION 6. Voting precinct
3-3b is therefore split into 3-3b and 3-3c and 3-3c shall include

part of Police Jury District 7.
SECTION 7. The new voting
precinct boundaries are as reflected in Exhibit “A” which is a map
of all precincts indicating boundaries and numbered designations
which map is on file in the Office of the Secretary of the Parish;
as is reflected in Exhibit “B” which is a written description of
each new precinct boundary, which is a written description on file
in the Office of the Secretary of the Parish.
SECTION 8. This Ordinance once
adopted shall be submitted for pre-clearance by the United States
Department of Justice under the voting rights Act of 1965 as
amended.
SECTION 9. All Ordinances or
Resolutions or parts thereof, including, but not limited to all
Ordinances or Resolutions or parts thereof of the Parish of Acadia,
if any, in conflict herein are hereby repealed.

CENSUS.
WHEREAS, there are presently
eight single member voting districts for the Parish of Acadia
designated as Districts 1, 2, 3, 4, 5, 6, 7 and 8; and
WHEREAS, according to the 2000
Census of the U.S. Census Bureau, the Acadia Parish Police Jury
commissioned a reapportionment study which determined that unequal
apportionment of the Parish population exists and, therefore the
boundaries of the eight single member voting districts should be
changed to reflect as nearly as possible and equal apportionment of
said population, as required by law, particularly La R.S. 33:382 and
La. R.S. 33:1371.
BE IT ORDAINED by the Acadia
Parish Police Jury in regular session assembled, that Ordinance No.

District 1 of the Parish of Acadia shall be defined by the

A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to approve an increase in pay beginning January, 2002, for
the Registrar of Voters, Registrar of Voters Office Staff, Criminal
Court Staff and District Attorney Staff in the amount of 5% and
$0.25 per hour. Motion carried with Mr. John Beard casting a
descending vote.
A motion was offered by Mr. John Beard, seconded by Mrs. Catherine
LaCombe, to approve an increase of $117.00 per month for contractual
services with C. J. Leger at the Crowley/Rayne Industrial Park.
Motion carried.
A motion was offered by Mr. Pat Daigle, seconded by Mr. Jimmie
Pellerin, to approve a grant in the amount of $50,000 for I-Acadia
to conduct economic development activities on behalf of the Police
Jury. Motion carried.
A motion was offered by Mrs. Catherine LaCombe, seconded by Mr. John
Humble, Sr., to approve an increase of $200 per year in salary per
associate County Agents and County Agents in Acadia Parish. Motion
carried.

Mr. John Quebodeaux, on behalf of Juror Cecelia Broussard, announced
that matters relating to the domestic animal complaint presented by
Mrs. Kibodeaux at the previous meeting was handled in an appropriate
manner.
Mr. Quebodeaux, Emergency Management Director, described the cleanup
process subsequent to a recent fire at a storage facility outside
the city limits of Crowley.

WHEREAS, there was an incident
in Acadia Parish on November 9, 2001, involving a fire at a Medical
Waste Storage Site,
and
WHEREAS, the Crowley Fire
Department responded to this fire without prior knowledge of the
contents of the site and three firemen received minor open cuts
which were exposed to run off from the medical waste.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened this
20th day of November, 2001, does hereby request that the Acadia
Parish Legislative Delegation consider introducing legislation
adding Medical Waste Storage Sites to the Louisiana Right to Know
Law.
BE IT FURTHER RESOLVED that a
copy of this Resolution be sent to all Parish Councils and Police
Juries, the Louisiana Police Jury Association and the Chairman of
the Louisiana Emergency Response Council.

RESOLUTION OF TERMINATION
The following resolution was offered by Mr. John Humble, Sr., duly
seconded by Mrs. Catherine LaCombe, and duly resolved and adopted on
November 20, 2001.
A resolution authorizing and directing the President to execute for
and on behalf of the Acadia Parish Police Jury, a Notice of
Termination from Environmental Specialties International, Inc.,
Contractor, pertaining to the completion of the contract for
“Extension of the Composite Geosynthetic Clay Liner on the Interface
Between Phase II (West) and Phase II (East) at the Acadia Parish
Sanitary Landfill” in accordance with the plans and specifications
contained in the contract documents pertaining thereto.
WHEREAS, a final inspection on
the above referenced project was performed on November 6, 2001;
and
WHEREAS, Environmental
Specialities International, Inc., as Contractor, has substantially
completed the “Extension of the Composite Geosynthetic Clay Liner on
the Interface Between Phase II (West) and Phase II (East) at the
Acadia Parish Sanitary Landfill” in accordance with the plans and
specifications contained in the contract documents pertaining
thereto; and
WHEREAS, the Acadia Parish
Police Jury desires to accept the completed work;
NOW, THEREFORE, BE IT RESOLVED
by the Acadia Parish Police Jury that the President of said Acadia
Parish Police Jury be, and is hereby empowered, authorized and
directed to execute a Notice of Termination for and on behalf of the
Acadia Parish Police Jury accepting the work as being substantially
completed, and that he be authorized and directed to have a copy of
said acceptance recorded in the Conveyance Records of the Parish of
Acadia, State of Louisiana.

The Sales Tax Report was presented for the month of October, 2001.
The report indicated a gross receipt of $685,050.85, an increase of
$271,259.25 from October, 2000.
COMMENTS FROM THE PUBLIC
Mr. Allen Castille, Stamm Raymond Addition, complained about the
unsafe conditions where a commercial waste container was placed on
Parish Right-of-Way. He also expressed a concern for the sanitary
conditions in the area.
Mr. Charles King made a statement regarding the reapportionment plan
approved by the Jury as it related to minority distribution.
Marsha Pellerin requested the Jury reconsider the resignation
accepted from the Animal Control Officer and that she was
disappointed in the way things were handled.
