THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs.
Catherine LaCombe, to revise the agenda to delete Item 7, Community
Economic Development and add (1) regular meeting date changes (2)
Emergency Management title change (3) Planning Commission request
(4) School Board Building access. Motion carried.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. John
Humble, Sr., to approve the Minutes of the October 2, 2001, Regular
Police Jury Meeting. Motion carried.

A motion was offered by Mr. Alton Stevenson, seconded by Mr. John
Humble, Sr., to reschedule the following regular meetings from
November 6, 2001, to November 7, 2001, December 4, 2001, to December
5, 2001, December 18, 2001, to December 19, 2001 and January 15,
2002, to January 16, 2002.
FEDERAL/STATE FINANCIAL ASSISTANCE
RESOLUTION
BY MESSRS: JOHN HUMBLE SR AND PAT DAIGLE
WHEREAS, the Acadia Parish
Police Jury has begun preparations for application for FY 2002-2003
LCDBG, and
WHEREAS, it was necessary to
procure administrative and engineering services for grant projects
in the event funds become available.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 16th day of October, 2001, does hereby proclaim that Mrs.
Paula Fuselier be assigned administrative duties for Fire Protection
District #7 and the firm of Mader-Miers Engineering be assigned
administrative duties for Fire Protection District #5 and Aucoin &
Associates be assigned engineering duties for said fire protection
districts for the FY 2002-2003 Block Grant Application.

PERSONNEL
The Animal Control Officer waived his right to have the Jury adjourn
into executive session to discuss personnel matters. His immediate
and temporary supervisor John Quebodeaux suggested that Mr. Matlock
could not work unsupervised. This opinion comes after 90 days of
unsupervised observation.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to refer to the Personnel Committee discussion on the
supervisory recommendation regarding the Animal Control Officer.
Motion carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to approve the request made by the Emergency Management
Director to expand his title to Emergency Management & Special
Projects Director. Motion carried.
PUBLIC FACILITIES/BUILDING & GROUNDS
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. John
Beard, to authorize the purchase of one storage building to provide
additional space for the Public Health Unit at an estimated cost of
$11,500.00 including conduit and air conditioning. Motion carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to amend the budget and move capital outlay funds from
Animal Control to Health Unit to purchase one storage building at an
estimated cost of $11,500.00. Motion carried.
A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs.
Cecelia Broussard, to approve the recommendation of the Planning
Commission to approve the preliminary drawings and final plans for
North Egan Place Subdivision subject to payment of all fees. Motion
carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mr. Pat
Daigle, to approve the recommendation of the Planning Commission and
waive the current 60 ft. right-of-way requirements for subdivision
streets and allow 50 ft. that was provided at the time Dan Guillory,
Jr., developed property for Arnold Ledoux Farms. Motion carried.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. John
Beard, to authorize Legal Counsel to prepare an Intergovernmental
Agreement with the Sixth Ward & Crowley Drainage District in order
to provide assistance to construct improvements to the North Crowley
Drainage Ditch near Avenue I and the Cleco Substation and further
empower, authorize & direct the President to execute same. Motion
carried.
RESOLUTION
BY MESSRS: JOHN HUMBLE SR AND PAT DAIGLE
WHEREAS, there is a move by
some LA DOTD districts to hire consulting engineers to perform the
construction inspections of Federal Off-System Bridge Replacement
Projects, and
WHEREAS, this could result in
as much as a 20% loss in local funding.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 16th day of October, 2001, does hereby request that the LA
DOTD, statewide, in particular District 3, continue to perform all
construction inspections on Federal Off-System Bridge Replacement
Projects in the Parish.
BE IT FURTHER RESOLVED that
the LA DOTD increase local funding by 20% if consulting engineers
are to perform construction inspections and that a copy of this
Resolution be sent to the Secretary of the LA DOTD, DOTD District 3
Administration, all Parish Councils and Police Juries and the
Louisiana Police Jury Association.

A motion was offered by Mr. Alton Stevenson, seconded by Mrs.
Cecelia Broussard, to approve the Emergency Work Report for the
month of September, 2001. Said expenditures to be in the amount of
$218.80. Motion carried.
A motion was offered by Mr. John Humble, Sr., seconded by Mrs.
Cecelia Broussard, to increase the budget by $100,000.00 for the
purchase of aggregate and increase transfer out of Rural Sales Tax
Fund to offset cost. Motion carried.
A motion was offered by Mrs. Catherine LaCombe, seconded by Mrs.
Cecelia Broussard, to approve the request for special conditions to
allow the open cut method to install a pipeline across Regan Road.
Motion carried.
A motion was offered by Mrs. Catherine LaCombe, seconded by Mr.
Alton Stevenson, to approve the request made by the Acadia Parish
School Board for an alternate access to the Media Center through the
Multipurpose Facility Parking Area subject to approval of the
Multipurpose Facility Committee. Motion carried.
The Sales Tax Report was presented for the month of September, 2001.
The report indicated a gross receipt of $808,306.62, an increase of
$424,044.24 from September, 2000.
COMMENTS FROM THE PUBLIC
Juror Catherine LaCombe was congratulated as the Rice Festival’s
37th Annual Golden Age Queen.
