THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in
the Police Jury Meeting Room, Courthouse Building, Crowley,
Louisiana, in regular session with the President, Claude Courville,
presiding. At the request of the President, a moment of silence was
offered and the Pledge to the Flag was recited in unison. The roll
was called and final attendance was recorded as follows:

A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. John
Humble, Sr., to amend the agenda in the following manner: (a)
include Estella Road as part of Item 11(b), (b) to omit from the
agenda Item 11(a) pertaining to Conoco, (c) to add to Item 10(a) any
and all matters related to Animal Control (d) include revisions to
Change Order No. 1 for Phase III Part A Contract 2 of Parishwide
Road Improvements (e) Correctional Center maintenance issues. Motion
carried.
A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John
Beard, to approve the Minutes of the April 2, 2002, Regular Police
Jury Meeting. Motion carried.
Mr. Paul Molbert, representing United Way, recognized the
contributions Parish Employees made to the fund raising campaign
through payroll deduction.
Mrs. Tina Broussard was recognized for her leadership in the effort.
COMMUNITY/ECONOMIC DEVELOPMENT

WHEREAS, the strength of our
nation flows from the promise of individual equality and freedom of
choice; and
WHEREAS, the 34th Anniversary
of the National Fair Housing Law, Title VIII of the Civil Rights Act
of 1968, during the month of April, is an occasion for all Americans
- individually and collectively - to rededicate themselves to the
principle of freedom from housing discrimination whenever it exists.
This law guarantees for each citizen that critical, personal element
of freedom of choice - selection of the home; and
WHEREAS, a fair housing law
has been passed by the State of Louisiana; and implementation of
that law requires the positive commitment, involvement and support
of each of our citizens; and
WHEREAS, the department and
agencies of the State of Louisiana are to provide leadership in the
effort to make fair housing not just an idea, but an ideal for all
our citizens; and
WHEREAS, barriers that
diminish the rights and limit the options of any citizen will
ultimately diminish the rights and limit the options of all;
THEREFORE, I, Claude J.
Courville, President of the Acadia Parish Police Jury, do hereby
proclaim the month of April, 2002 as
FAIR HOUSING MONTH
in the Parish of Acadia and do hereby encourage all citizens to
abide by the letter and spirit of the Fair Housing Law, and ask the
citizens of this Parish to join in reaffirming the obligation and
commitment to fair housing opportunities for all.

The Jury considered a request by the Resource Conservation and
Development District to host an upcoming monthly board meeting.
There were no objections raised and the Secretary was authorized to
notify the RC&D Executive Director.

RESOLUTION

PRESIDENT
Emergency Management Director John Quebodeaux presented an
educational presentation on a proposed Parishwide Mosquito Abatement
Program. This presentation included the estimated cost, manpower and
capital investment necessary to implement the program.

A motion was offered by Mr. Pat Daigle, seconded by Mrs. Cecelia
Broussard, to authorize the use of revenues generated from fees and
charges associated with the impoundment of domestic animals under
the Ordinance regulating Rabies & Animal Control for temporary
assistance. Motion carried.
President Claude Courville informed the members of the Police Jury
of the ongoing structural problems with the existing Correctional
Center. He also indicated the importance of the continued work on
the relocation of the complex.
PUBLIC WORKS/ROAD & BRIDGE
A motion was offered by Mr. Pat Daigle, seconded by Mr. John Beard,
to waive the minimum standards for the construction of hardsurfaced
roads for the purpose of completing work on Vicksburg Road and
Estella Road under the existing construction contract for Phase III
Road Improvements. Motion carried.
RESOLUTION

BE IT RESOLVED: by the Acadia
Parish Police Jury in regular session duly convened this 16th day of
April, 2002, does hereby empower, authorize & direct the President
to execute revised Change Order No. 1 to Phase IIIA Contract 2 Road
Improvements by deleting Cloday Menard Road and adding Estella Road
in District 6, increase the contract time by 20 working days and
increase the amount by Three Hundred Four Thousand One Hundred
Seventy-five and 40/100 ($304,175.40) Dollars with W.E. McDonald &
Son, Inc., for an adjusted contract price of Eight Hundred
Seventy-eight Thousand Four Hundred Fifty-two and 40/100
($878,452.40) Dollars.

SOLID WASTE/ENVIRONMENTAL
Mr. John Quebodeaux, Chairman of the Parish Household Hazardous
Waste Collection Program, announced the tentative dates of September
14th or September 28th for the second Household Hazardous Waste
Collection event.
A motion was offered by Mrs. Cecelia Broussard, seconded by Mr.
Jimmie Pellerin, to authorize the planning and conducting of the
annual Household Hazardous Waste Day. Motion carried.
RESOLUTION

WHEREAS, pursuant to Section
III-D, Article 9-B (page 34) of the Contract for Collection and
Disposal of Solid Waste between BFI and Acadia Parish Police Jury a
comparative statement reflecting a decrease in Base Residential Rate
effective March 1, 2002 (Rate Modification Date) was presented,
and
WHEREAS, calculation as
provided and inspected by Mr. Stephen Lambousy with Broussard, Poché,
Lewis & Breaux as outlined in Article 9-B Consumer Price Index for
Urban Wage Earners and Clerical Workers for “all items” and
“gasoline”.
THEREFORE, BE IT RESOLVED by
the Acadia Parish Police Jury in regular session duly convened on
this the 16th day of April, 2002, does hereby approve the new
Residential Rate effective March 1, 2002, to be decreased to $4.87
per service unit per month as provided.
BE IT FURTHER RESOLVED that
the increase also be applied to the matrix of commercial fees and
other special rates.

The Sales Tax Report was presented for the month of March, 2002. The
report indicated a gross receipt of $469,305.87 a decrease of
$568,394.80 from March, 2001.
COMMENTS FROM THE PUBLIC
A brief discussion ensued on the plans to campaign for the upcoming
mosquito abatement proposition.
The Parish President also indicated that he met with a
representative from VALIC who is interested in providing 457
Deferred Compensation to Parish employees.
