CROWLEY, LOUISIANA

NOVEMBER 19, 2002

THE ACADIA PARISH POLICE JURY met on the above date at 6:30 p.m., in the Police Jury Meeting Room, Courthouse Building, Crowley, Louisiana, in regular session with the President, Claude Courville, presiding. At the request of the President, a moment of silence was offered and the Pledge to the Flag was recited in unison. The roll was called and final attendance was recorded as follows:

A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. John Beard, to approve the Minutes of the November 5, 2002, Regular Police Jury Meeting. Motion carried.

ELECTION

It was then moved, seconded and unanimously carried that the Police Jury of the Parish of Acadia, State of Louisiana (the “Governing Authority”), canvass the returns and declare the result of the special election held in the Parish of Acadia, State of Louisiana:

PROCÉS VERBAL AND PROCLAMATION OF THE CANVASS OF THE VOTES CAST AT THE SPECIAL ELECTION HELD IN THE PARISH OF ACADIA, STATE OF LOUISIANA, ON TUESDAY, NOVEMBER 5, 2002.

BE IT KNOWN AND REMEMBERED that on Tuesday, November 19, 2002, at six-thirty o’clock (6:30) p.m., at its regular meeting place, the Police Jury Room of the Courthouse, Crowley, Louisiana, the Police Jury of the Parish of Acadia, State of Louisiana (the “Governing Authority”), acting as the governing authority of the Parish of Acadia, State of Louisiana (the “Parish”), and being the authority ordering the special election held therein on Tuesday, November 5, 2002, with a quorum being present, did examine the official certified tabulations of votes cast at the said election, and did examine and canvass the returns of said election, there having been submitted at said election the following proposition to wit:

                           PROPOSITION (1/4% SALES TAX)

          SUMMARY: 1/4% SALES AND USE TAX FOR A PERIOD OF
          10 YEARS TO BE DEDICATED AND USED FOR THE
          PURPOSE OF PAYING THE COST OF MAINTAINING AND
          OPERATING A PARISHWIDE MOSQUITO CONTROL
          PROGRAM, INCLUDING THE COST OF ACQUIRING LAND,
          BUILDINGS AND EQUIPMENT NECESSARY IN CONNECTION
          THEREWITH, WITH AUTHORITY TO FUND THE PROCEEDS
          OF THE TAX INTO BONDS TO PAY THE COST OF CAPITAL
          IMPROVEMENTS FOR SUCH PURPOSES.

          Shall the Parish of Acadia, State of Louisiana (the
          “Parish”), under the provisions of Article VI, Section 29 of
          the Constitution of the State of Louisiana of 1974, and
          other constitutional and statutory authority, be authorized
          to levy and collect a tax of one-fourth of one percent
          (1/4%) (the “Tax”) for a period of ten (10) years from the
          date of the first levy of the Tax upon the sale at retail,
          the use, the lease or rental, the consumption, and the
          storage for use or consumption, of tangible personal
          property and on sales of services within the Parish, all as
          defined in R.S. 47:301 through 47:317, with the proceeds
          of the Tax (after paying the reasonable and necessary
          costs and expenses of collecting and administering the
          Tax) to be dedicated and used for the purpose of paying
          the cost of maintaining and operating a parishwide
          mosquito control program, including the cost of acquiring
          land, buildings and equipment necessary in connection
          therewith; and further, shall the Parish be authorized to
          fund the proceeds of the Tax into bonds to pay the cost
          of capital improvements for such purposes to the extent
          and in the manner permitted by the laws of Louisiana?

The canvass of the results of the election showed that there was a total of
7,188 votes cast IN FAVOR OF the Proposition and a total of 7,406 votes cast AGAINST the Proposition, and that there was a majority of 218 votes cast AGAINST the Proposition as hereinabove set forth.

Therefore, the Governing Authority did declare and proclaim and does hereby declare and proclaim in open and public session that the Proposition as hereinabove set forth was duly
DEFEATED by a majority of the votes cast by the qualified electors voting at the said special election.

THUS DONE AND SIGNED at Crowley, Louisiana, on this, the 19th day of November, 2002.

FINANCE

A motion was offered by Mr. Jimmie Pellerin, seconded by Mr. Alton Stevenson, to approve the employee pay raises effective January 1, 2003, as presented to the Finance Committee by the Personnel Committee Chairperson including the adjustment for the Director of Emergency Management. Motion carried.

                                     
RESOLUTION

             BY MESSRS: JOHN HUMBLE SR AND PAT DAIGLE

BE IT RESOLVED: by the Acadia Parish Police Jury in regular session duly convened this 19th day of November, 2002, does hereby authorize the calling of a public hearing for December 3, 2002, at 6:00 P.M., Police Jury Meeting Room, to receive comments on the proposed 2003 Budget.

INSURANCE

A motion was offered by Mrs. Cecelia Broussard, seconded by Mr. Jimmie Pellerin, to renew the 2003 Group Health Insurance for employees with Parish Government Risk Management Agency. Motion carried.


PERSONNEL

A motion was offered by Mrs. Cecelia Broussard, seconded by Mrs. Catherine LaCombe, to authorize the hiring of Christi LeJeune and Cody Hebert as road maintenance employees at $6.25 per hour providing all hiring requirements are met. Motion carried.


PUBLIC WORKS/ROAD & BRIDGE

                                     
RESOLUTION

WHEREAS, Aucoin & Associates, Inc., advertised for bids for the bridge repairs on Baton Road and the following bids were received:

E. B. Feucht & Sons, Inc.             $38,195.00
Blake D. Hines, Inc.                     $42,750.00

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 19th day of November, 2002, does hereby award the low bid submitted by C & C Fontenot Construction, for a total cost of Thirty-one Thousand Nine Hundred Five and 00/100 ($31,905.00) Dollars.

BE IT FURTHER RESOLVED that the President of this Police Jury be and he is hereby empowered, authorized and directed to execute a contract with C & C Fontenot Construction, Inc., on behalf of, in the name and under the seal of the Acadia Parish Police Jury relative to said project.

WHEREAS, Mader-Miers Engineering, Inc., advertised for bids for a sewer and water line extension in the Crowley-Rayne Industrial Park and the following bids were received:

THEREFORE, BE IT RESOLVED by the Acadia Parish Police Jury in regular session duly convened on this the 19th day of November, 2002, does hereby award the low bid submitted by Wastewater Services, Inc., for a total cost of Twenty-five Thousand Six Hundred Fifty-seven and 00/100 ($25,657.00) Dollars.

BE IT FURTHER RESOLVED that the President of this Police Jury be and he is hereby empowered, authorized and directed to execute a contract with Wastewater Services, Inc., on behalf of, in the name and under the seal of the Acadia Parish Police Jury relative to said project.
